Joel Klucking –Chief Financial Officer/Vice President, Business and Financial Affairs Mr. Klucking was appointed Chief Financial Officer and Vice President for Business and Financial Affairs, effective February 18, 2016. He joined the University in 2011 as the finance manager for the President’s Division, and later added the CWU Foundation operations to his role. He was subsequently named Associate Vice President of Finance and Business Auxiliaries where he was responsible for financial services, business services, procurement and contracts, the Wildcat Shop, dining services, catering, conference programs and Wildcat printing. Mr. Klucking previously worked for Starbucks Coffee Company for more than 17 years. During his tenure at Starbucks, he had exposure to nearly every area of accounting. He managed the Sarbanes-Oxley compliance program and ran the day-to-day operations of internal audit for the company. Mr. Klucking earned his bachelor of science in Accounting at the University. Sharon O’Hare - Vice President, Enrollment Management Ms. O’Hare was appointed Vice President of Enrollment Management effective June 20, 2016. Ms. O’Hare is the former Associate Vice President for Enrollment Management and Student Success at the University of Montana (“UM”), where she was responsible for developing the school’s strategic recruitment and communication plan as well as supervising admissions, financial aid operations, and UM’s Office for Student Success. She earlier served as UM’s Assistant Vice President for Student Success, Executive Director of the Office of Student Success, and Director of Math PiLOT and tutoring services. Prior to that, Ms. O’Hare was Director of Housing Development, Planning & Communications for the Missoula Housing Authority and was also a city planner in Missoula and Hamilton, Montana. She taught Methods of Critical Path Scheduling and Principles of Project Management at Colorado State University in the Department of Construction Management. Ms. O’Hare has an M.A. in Mathematics from the University of Montana, a bachelor of arts in Mathematics from the University of Montana, and a bachelor of science in Economics from Colorado State University and Wesleyan University. Linda Schactler – Chief of Staff Ms. Schactler was appointed Chief of Staff effective January 1, 2014. As Chief of Staff she coordinates communication with and work on the priorities of the Office of the President. She is Secretary to the Board of Trustees. Ms. Schactler is the former Director of Communications for the State Senate, and former Deputy Director of the Washington State Higher Education Coordinating Board. She ran her own Olympia-based public affairs firm, providing crisis- and issue-management services for a variety of clients for a decade. Early in her career she worked in commercial radio and television as a news reporter, producer and announcer. Ms. Schactler holds a bachelor of arts in English Literature from Washington State University and an in M.A. in English Literature from Washington University, St. Louis. State Oversight of Higher Education The State Governor appoints members of the Board and the State Senate confirms the appointments. The Washington Student Achievement Council (“WSAC”) provides planning, coordination, monitoring, and policy analysis for higher education. The WSAC proposes and tracks progress toward State higher education goals and priorities. The agency administers State-funded financial aid, and conducts research and analysis. The State Legislature sets broad academic and fiscal policy for postsecondary education, including authorizing degree categories, setting tuition policy, funding maintenance and construction of academic buildings, articulating laws for dual credit programs, and funding about 42 percent of the operating costs of public comprehensive baccalaureates. The Office of Financial Management (“OFM”) oversees the allocation of State funds to baccalaureate institutions. The Washington State Professional Educator Standards Board approves teacher preparation programs offered by baccalaureate institutions.
