The Estates Strategy starts from a position of considerable strength. Our campuses have an exceptional heritage of universally recognised historic buildings and landscapes that provide a rich and distinctive setting for the University. The quality of the campuses and the facilities they offer is fundamentally important in attracting students and staff to the University and therefore represent a key asset requiring careful stewardship, investment, and enhancement. Job Description

Key Accountabilities

Liaise with the User groups and staff to ensure they are fully briefed on the moves process, and to minimise disruption to business as usual. • To have sound knowledge of and ensure all statutory and good practice standards are met, in terms of planning, building regulations, listed buildings and particular standards related to the construction and maintenance of buildings and services. • Lead teams to maintain Space and Property documentation and databases related to the university’s estate including all relevant legal, planning, construction and maintenance documents and drawings (excluding IFM O&M & H&S files). • Lead teams on the annual Estates Space review and surveys • To produce, analyse and interpret statistical data relating to space utilisation and ensure relevant Key Indicators are achieved, measured and reported on. • Analysing occupancy and space data and produce options. The role will be expected to work closely with the People and IT strategy to align good practice and efficiencies. • Report to and participate in relevant committees to contribute to the delivery of the estate strategy 2030 • Development of work styles and space standards (activity based working) • Liaise with Office for Students and other external appropriate bodies to represent the university on space efficiency, management and strategic asset management issues. • To undertake space utilisation surveys

Team Specific: • To be responsible for the allocation of space across the estate to Faculties, Professional Services and third parties as appropriate. • Champion the effective use of space across the estate, taking into consideration the requirements of both modern and historic environments, and supporting a range of functions including offices, teaching, libraries, sports, student residences, and other support spaces. • Develop and implement the Space Management Strategy (SMS) in line with the University Strategic Plan and Estate Strategy 2030. • To develop and implement space management techniques, policies and standards, and asset management strategies to maximise space utilisation. Achieve corporate goals and promote efficiency and flexibility in the use of physical resources, providing an effective teaching environment, as well as enhanced living, social and leisure space, to promote the quality of the university experience. • Look for all opportunities to improve utilisation, through reconfigurations of space and the introduction of new ways of working. • Chair the Space Management Committee • Lead on the development of a range of feasibility studies/concept proposals for more effective use of space, brief development, leading to detailed costed business cases. • Responsible for change management on all strategic workplace projects. Direct Reports Building Information Manager Space Manager, Moves and Change Manager This role profile is non-contractual and provided for guidance. It will be updated and amended from time to time in accordance with the changing needs of the university and the requirements of the job.

Purpose of role This role will be responsible for the strategic asset management across the University estate. The post holder will optimise the use of physical assets by developing and implementing space and asset management functions in support of the Estate Strategy. The successful candidate will be an experienced change manager, with the ability to influence staff at all levels and implement successful and sustainable change.

The postholder will be expected to deputise for the Deputy Director of Estates and Facilities (Capital, Property and Space).

The post holder will optimise the use of physical assets by developing space and asset management strategies and ensure relevant statutory and legal compliances are in place, along with appropriate risk management and contingency plans. You will be an individual with experience of managing a team along with extensive knowledge relating to buildings, land and property, including legislation, contract management, lease negotiation. You are expected to be creative and commercially astute to maximise opportunities which will align with strategic planning. To work across the University to ensure the availability, understanding and embedding of timely, accurate estates information. To resolve problems and propose imaginative solutions that leverage effective and efficient use of the University’s physical resources and ensure alignment to the Estate Strategy 2030. Liaising with senior staff of the university, professional advisors and members of the public as well as colleagues at other HE institutions. The role will manage all of the universities estates terrier/lease/licences ensuring that the university maintains efficient and safe premises.
