INTRODUCTION

Guy’s & St Thomas’ NHS Foundation Trust is one the UK’s busiest and most successful foundation trusts, with a long history of clinical excellence and high quality care. Our Trust is made up of two of London’s best known teaching hospitals – St Thomas’ Hospital and Guy’s Hospital – and London’s two specialist heart and lung hospitals, Royal Brompton and Harefield. It also includes Evelina London Children’s Hospital and both adult and children’s community services in Lambeth and Southwark. We are part of King’s Health Partners, one of only eight academic health sciences centres in England.

Essentia plays a crucial role on enabling the vast array of healthcare services provided by Guy’s and St Thomas’ NHS Foundation Trust and other partner organisations including King’s College Hospital NHS Foundation Trust.
Responsible for non-clinical healthcare services, Essentia designs, builds and maintains healthcare infrastructure vital to the smooth running of healthcare services, encompassing everything from construction projects and healthcare planning to facilities management, housekeeping, transport and security. We employ around 1,700 people, and our vision is to provide the best service possible within the resources available, to be the estates, facilities and capital management provider of choice in south London and beyond, and to develop innovative approaches to improve the health estate.

Director of Technical Assurance and Compliance
The Director of Technical Assurance and Compliance will take the lead role in driving and ensuring a very high-level of technical assurance and compliance for estates, infrastructure and facilities across a portfolio including several large-scale acute hospitals sites, medical teaching facilities and a community healthcare portfolio. Key aspects of the role include leading on technical assurance and compliance across a broad portfolio spanning fire safety, asbestos, water safety and estate infrastructure as well as adherence to COSHH, HSE and PPE regulations. The postholder will lead a team spanning Risk and Governance, ISO Accreditation, Compliance and Energy management functions responsible for the design, implementation and management of systems, control processes and risk management arrangements to ensure compliance with legal/national/NHS standards, best practice and other Trust-wide policies and processes. We are seeking an individual with significant experience of operating successfully in an engineering technical assurance/compliance leadership role across a large-scale, complex estate portfolio. You will take a proactive approach to leading teams to achieve results and will have a track record of driving performance improvement programmes resulting in improved levels of assurance and compliance across an estate portfolio.

About the Trust
Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation
trusts. We provide a full range of hospital and community services for people in Lambeth, Southwark and Lewisham, as well as specialist care for patients from further afield including cancer, renal, orthopaedic and cardiovascular services . Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. In 2019 we combined adult community services with acute medicine and therapy services to create Integrated Care, a new strategic
business unit. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.
We have a reputation for clinical excellence and high quality teaching and research. We are part of King’s Health Partners, one of six accredited UK Academic Health Sciences Centres. In partnership with King’s College London we have dedicated clinical research facilities and a National Institute for Health Research (NIHR) Biomedical Research Centre.
Patients are at the heart of everything we do and we pride ourselves on ensuring the best possible patient experience as well as safe, high quality care. We are proud to have one of the lowest mortality rates in the NHS. Following a comprehensive Care Quality Commission (CQC) inspection in 2019 we maintained our overall rating of ‘good’. Our adult community services achieved a rating of ‘outstanding’.

LOOKING TO THE FUTURE PLANS

A partnership with Royal Brompton & Harefield NHS Foundation Trust that will transform specialist cardiovascular care for London and the UK.
The Trust will plan and deliver an estate that will be fit for purpose for decades to come, by designing “shell and core” buildings which can adapt quickly and easily to different uses, so that we can refit them every 10-15 years, depending on our needs. This is not a one-off exercise, but a sustained strategy of investment and growth that is financially sustainable over the long-term. Healthcare is rapidly changing. In the future the treatments and technologies available to patients may be radically different. We need buildings that are designed with a degree of flexibility and future-proofing. We aim to treble the amount of space across our estate from the current 381,000 sqm to 1.1M sqm by 2050. Space not required by the Trust and King’s Health Partners will be available to research institutions and life science industry partners, including startups and SMEs. Co-location of these uses is central to the development of our MedTech and Biomedical Clusters model.

Job Summary
Reporting into the Director of Performance & Improvement, this role is key in achieving Essentia’s operational and strategic ambitions. This role is ultimately responsible for ensuring that there is an appropriate assurance framework in place to provide the Trust with assurance that Essentia’s services are being delivered in line with all statutory and mandatory requirements • Responsible for the compliance of the Trusts’ engineering and technical systems including responsibility for Fire and Asbestos, including managing the fire and asbestos management teams including maintaining fire compliance documentation and a current asbestos register. • Ensuring that the Trust has an assurance framework in place. This framework should include a full and progressive suite of reporting, supported by robust processes, that demonstrates compliance with statutory obligations, and performance against all internally set KPI’s.
• Liaising with capital projects team and engineering function in respect of the delivery of the engineering capital infrastructure projects across the Trust.

• Provide professional engineering leadership and expertise across the Trust to other estates staff, Director’s, Senior Management of the organisation and advise external agencies where appropriate.
• The post-holder has overall responsibility and accountability for ensuring engineering maintenance and projects on the site, including contract work, is carried out to appropriate standards and specifications and in accordance with relevant NHS HTM’s etc as well as current Health and safety legislation. • Responsible for setting and reporting on performance standards in relation to maintenance compliance, managing planned maintenance and statutory compliance including fire, and developing relevant maintenance operational policies and procedures to improve compliance and assurance.
• Responsible for the management of Essentia’s risk register.
• Responsible for the development and management of the backlog maintenance plan.
• Managing carbon reduction strategies and energy performance including robust energy and utilities consumption reporting.

THE ROLE
Duties and Responsibilities • Responsible for providing professional and organisational assurance around all areas of operational engineering and maintenance performance and compliance, both statutory and non-statutory as well as reactive.
• Responsibility for fire safety and compliance against all statutory obligations and the Trust Fire Policy. This includes the line management of the fire team.
• Responsibility for the management of the Asbestos register and the associated records, ensuring that surveys are carried out where appropriate to prevent risk to staff and contractors.
• Responsible for all water safety matters and reporting, in accordance with L8 and any other statutory requirements, to ensure that the water supply to the Trust is safe and reliable.
• Advising on COSHH, HSE and PPE regulations and assisting managers to develop effective systems for carrying out risk assessments in these specialised areas.
• Develop strategies to improve PPM and thereby reduce reactive failures and derive resulting efficiencies.
• Be responsible for the overall prioritisation and management of capital projects for plant replacement and infrastructure upgrades to effectively manage the risk associated with a £100m+ backlog maintenance plan.
• To develop the annual capital application for backlog maintenance, based on a professional and clinical assessment of risk. The quantum is between £6 and 16m pa.
• Responsible for the introduction and monitoring of management systems to control and monitor maintenance, plant and equipment necessary to meet the requirements of all current legislation.

• Responsible for the preparation of regular reports, and performance data for the estate and maintenance operations, working closely with Essentia Performance and Reporting Manager.
• Responsible for the control of and energy budgets (circa £15m) and capital investment budgets (prior year £16m) where they relate to the role.
• Develops in association with the operational engineering teams, tender specifications for site and Trust wide maintenance/service contracts
• Ensure that external maintenance/service contracts are in place that ensure compliance with current standards, underpinned by regular reporting/auditing to demonstrate compliance.
• Develop, manage and report on KPI’s to monitor the performance of the in-house maintenance team, engineering and building, and external service contractors across the Trust
• Ensure that all engineering works are procured, managed and delivered to agreed parameters of time, costs and quality in accordance with the Directorate’s agreed procedures and Trust’s standing financial instructions.
• Responsible for the development of a range of policies/procedures and service development for on behalf of the engineering department and contribute to wider Directorate policies.
• Production of regular reports and make recommendations to the Director of Performance and Improvement on compliance, performance and energy efficiency.
• To comply with all legislative requirements, EU directives and support the Trust in meeting the requirements of Standards for Better health and the Health Care Commission.
• To develop proposals for the expansion of engineering services within the STP landscape, to create a sustainable and compliant service provision across the STP.

Communication • Responsible for communicating technical information to senior managers, Directors and conducting high level negotiations with customers, suppliers and statutory bodies.
• Ensure that effective communication exists at all levels and key local and corporate messages are effectively communicated to all staff.
• Ensure effective, collaborative and positive relationship between all teams under the direct control of the role and capital projects and estate master planning teams
• Ensure that communication is a two way process, which should encourage feedback and generation of good ideas, better staff involvement and help to create a strong sense of common purpose and team work.
• Present information on multi-faceted projects to Trust and other staff at Board and senior management level. Be able to present financial, contractual, technical and other information with respect to operational, maintenance and engineering projects.
Risk & Corporate Governance • Lead on the management and implementation of systems, control processes and risk management arrangements to support monitoring of compliance with legal/ national/ NHS standards, best practice and other trust-wide policies and processes.
• Ensure a robust process is in place to ensure that the Trust is always aware of changes in legislation and NHS standards and complying where relevant.

PERSON SPECIFICATION
Essential/Desirable
Qualifications/Education Professionally qualified in an engineering, facilities management, built environment or appropriate technical subject in addition to relevant professional experience.
Relevant health and safety qualification and training
Relevant training in subject areas relating to engineering and estates technical assurance and compliance, preferably to include fire safety, water safety, electrical safety, asbestos management, COSHH etc
Previous Experience Substantial experience of operating in a senior management role in an engineering maintenance context and providing compliance and monitoring services at a senior level in a large, complex environment. Comprehensive specialist technical knowledge relating to mechanical and electrical building services in commercial/ industrial or health buildings. Substantial experience of managing large complex capital projects from inception to completion including management of revenue and capital budgets. Fully conversant with the statutory and legal requirements that impact on building owners and occupiers. Demonstrate a good knowledge of budget/financial Management.
