A Message from the Executive Director
Dear AMA Members and Friends, Welcome to the 2023 Alaska Miners Association Annual Convention! Last year, after a forced hiatus related to the P-word that I refuse to say any longer, it was the best feeling EVER to reunite and I know we’re going to build on that this year. We are expecting more than 1,200 attendees from across the nation and beyond, and from all sectors of our industry for a week of great networking events, the largest mining trade show in the state, and discussions important to Alaska miners. Our theme “Miners for Generations” shows our appreciation of not just the families working in Alaska mining, but also our dedication to attracting the next generations of Alaska miners. After an overwhelming success last year, we are continuing our Young Professionals Mixer and maximizing ways to involve future miners in our event. And of course, we are going to focus on having mining around for generations. Throughout the week we will feature presentations and keynotes highlighting mining exploration, projects, operations, environmental baseline work, and all of the various regulations, requirements, and other policies that impact our industry. Obviously we are addressing a host of federal challenges. I began to list them here, and quickly realized there’s not nearly enough room in all of the pages to detail the various proposals that inhibit and harm our industry’s present and future. To that end, I am thrilled and grateful for the federal presence we have coming to address our event. From Monday’s short courses, to the sold-out trade show, the Core Shack and Prospector’s Tent, opening breakfasts with the University and Mining Districts, History Night and the Mining Hall of Fame, to our closing Banquet, where we will fundraise for Alaska Resource Education, recognize the Rock Stars of Alaska’s Mining Industry, and dance the night away (fun fact: our band this year played at Mark and my wedding. They are fantastic, so please join us on the dance floor!). There is truly something for everyone at the Convention, and that can be entirely attributed to the Committee of volunteers that has been planning for months. Each of them brings a special and specific skill set that results in a top-notch event, whether you are here for the highly technical topics, the sales, the exhibits, the policy, and obviously, the fun. The Committee is listed in this issue; please pull them aside and thank them when you see them. They’ve put in countless hours, often at midnight, and go above and beyond to arrange terrific events for us – all at the top pay scale, of course. I cannot thank them enough for their work on our Convention. I also cannot thank enough the sponsors, vendors, speakers, and attendees of our Convention. Your support not only makes the event possible, but it is what makes possible our year-round efforts and advocacy for Alaska’s miners. I cannot wait to see you all!
Turner with Power the Future are four individuals leading the charge to fight for a stable domestic mining industry. Being so far away from our nation’s Capitol, it is a comfort to know we have these fierce advocates and I know you will enjoy listening to them. Similarly, I am equally excited and appreciative that Minnesota Congressman Pete Stauber will be delivering a keynote luncheon. Representative Stauber has seen punitive policies shut down economic opportunity in his home state and is working with our Delegation to demand pro-resource development policy across the country. And speaking of our Delegation, our wonderful State Directors for Senators Murkowski and Sullivan and Representative Peltola will join us at our breakfast cohosted with the Alaska Support Industry Alliance. The federal focus will be prominent Convention week, and I am so thankful for the involvement by the strong team leading the way. We have so much to be proud of, such as the stories we’ll hear from Hecla Mining CEO Phillips Baker about the amazing success story of the Greens Creek Mine. This is just one example of the responsible, safe, and tremendously beneficial mining operations that are critical for our independence and prosperity…for generations.

History Night to Honor Grothe, Ellis
The focus of the 2023 Alaska Mining Hall of Fame Foundation’s induction ceremony on History Night on Nov. 8 will be honoring mining pioneers associated with the development of critical minerals. The AMHF will induct Lenhart Grothe with his association with tin mining on the Seward Peninsula and his activities involving the development of strategic commodities antimony and mercury in southwest Alaska. Grothe will also be honored for the mentoring of many younger miners pursuing their careers in the mining business. Grothe was a talented businessman who enjoyed sharing his wisdom with others. He started the Northern Exploration and Equipment Co. as a Fairbanks college student and graduated at the top of his class with a bachelor of science degree in

mining engineering in 1959. Grothe, with his partner Tom Pearson, started Lost River Mining in Tin City and Nome, Alaska. Their mine in Tin City was the only operating tin mine in Alaska and the United
States at the time. Grothe always said, “It doesn’t

as an honest person.” The Hall will also induct William “Bill” Ellis for his long career in mineral exploration that was focused on discovery and analysis of deposits containing chromium, platinum group elements, cobalt and nickel. In 1999, Bill co-founded Alaska Earth Sciences in Anchorage, where he worked until his retirement in 2021. A third presentation that will be given at the induction ceremony will honor pioneers previously inducted into the AMHF that were involved in the development and production of critical minerals. These will include Robert F. Lyman, Wallace Cady, and Russell Schaefer (mercury), Wise Mike Stepovich and Walter Stoll (tungsten), Walter Smith, Henry Whuya, Edward Olson, Andrew Olson, and John Mertie (platinum group elements), Earl Pilgrim (antimony), Bob Baker, Irv Tailleur, and John Schaeffer Jr. (zinc), and Nick and Evinda Tweet (graphite). Alan Mara Bateman will also be mentioned as he helped design the nation’s strategic and critical mineral priorities during WWII.
History Night will be at 7 p.m. Nov. 8. The Alaska Mining Hall of Fame Foundation, Inc. was founded to honor outstanding individuals that have played important roles in the development of Alaska’s mineral industry. These mining pioneers include a wide variety of individuals active since the mid-19th Century, including prospectors, miners, mine entrepreneurs, professional geologists and engineers, educators, government employees, aviators and even those in the legal profession. These individuals must be known, understood, and appreciated for their contributions to the development of the Territory and subsequently State of Alaska. The AMHF interprets and disseminates knowledge concerning the lives of the AMHF inductees, and encourages others in historical fields to gather additional biographical information. The AMHF believes that honoring those mining pioneers helps tell the story of mineral resource development in Alaska as well as providing a better understanding of other important events in Alaska’s history.

The Breast Cancer Detection Center of Alaska joined the Kinross team at Fort Knox Mine for the annual pink blast along with local survivors from the community, including revealing the mine’s new pink truck!

Pogo on Pace for 250,000 Ounces of Gold in 2023
By North of 60 Mining News Northern Star Resources Ltd. has reported that its Pogo Mine in Alaska produced 61,817 ounces of gold during the third quarter of calendar year 2023. Over the first nine months of this year, Pogo poured 192,918 ounces of gold, putting the company’s only operation outside of Australia on pace to top 250,000 ounces in 2023. Since completing an expansion of the Pogo mill to 1.3 million metric tons per year in 2022, Northern Star has been working to ramp up gold output at the high-grade underground mine to 300,000 ounces per year. Calander year 2023 got off to a bit of a slow start due to a damaged motor that put the mill out of commission for three weeks. Despite this setback, the operation produced 49,779 ounces during the first quarter. Pogo bounced back during the second quarter – producing 81,322 ounces of gold during the three-month period ending in June, the highest quarterly output in recent years. Third-quarter production, however, dropped 24 percent due to a drop in both mill throughput and gold grades. During the third quarter, the Pogo mill processed 318,811 metric tons of ore averaging 6.9 grams per metric ton
gold, compared to 347,524 metric tons of ore averaging 7.7 g/t gold in the previous quarter. While the Pogo mill operated right at expanded nameplate capacity during the third quarter, even with scheduled shutdowns for maintenance, the throughput was about 8% lower than the previous three-month period. The larger contributor to the lower gold output, however, was the 10 percent drop in ore grades. Considering that, as of the end of March, Pogo hosted 5.9 million metric tons of proven and probable reserves averaging 8.6 g/t (1.6 million oz) gold, there is room to bolster ore grades being fed into the mill. Northern Star says a continued focus on grade optimization through productivity initiatives is expected to drive this improvement. The Australia-based gold miner is also seeking to lower the all-in sustaining cost to produce an ounce of gold at Pogo, which was $1,438 during the third quarter. One way to get the per-ounce production price down is to spread operation costs over more ounces, as is evidenced by the $1,254 per ounces gold production during the previous quarter. Another way is to reduce the overall mining costs, which the Pogo team is working on.

BLM’s Ambler Road SEIS Raises Concerns
By Shane Lasley, North of 60 Mining News Roughly a year and a half after suspending the previously issued federal permits to build a 211-mile industrial access road to the Ambler Mining District, the U.S. Bureau of Land Management has published a draft supplemental environmental impact statement for a transportation corridor that would link the metal-rich region of Northwest Alaska to global markets. Permits for the Ambler Access Project were originally authorized by BLM and the National Park Service under the Trump administration. After President Biden took office, however, the Department of Interior determined that the BLM did not appropriately evaluate the effects the proposed Ambler Road might have on subsistence uses and did not adequately consult with Alaska Native tribes prior to authorizing permits for the Ambler Road. Since early last year, BLM has been carrying out a reanalysis of the proposed road that included further analysis of subsistence, as well as additional tribal consultation. “The latest draft includes additional data and analysis
informed by robust Tribal consultation and cooperation, on-the-ground perspectives, and public input,” said BLM Alaska State Director Steve Cohn. While the supplemental review of the Ambler Road is predicated on further tribal consultation, many see this as a tactic to delay and potentially reverse authorizations for access needed to develop mines rich in copper, zinc, and other metals critical to the U.S. “One of America’s greatest strengths over our adversaries is our energy and critical minerals,” Sen. Dan Sullivan, R-Alaska, said on Oct. 13. “Remarkably, the Biden administration has sought to unilaterally disarm these strengths, including with today’s Ambler Road supplemental EIS, which sets up more hurdles to access one [of] the biggest deposits of much-needed
critical minerals in our country.” Alaska Native perspectives

Ambler Mining District in Northwest Alaska. “The voices opposing the Ambler Access Project have overlooked the growing support for the project among tribal communities. Most of these voices are not from the region,” Vincent Simon Sr., a former chief and second chief for Allakaket Village, penned in an Oct. 14 editorial in the Alaska Daily News. “Eleven of the villages closest to the project have voiced their support for the permitting process to proceed.” This includes Allakaket and the nearby village of Huslia, which both unanimously voted to withdraw from a lawsuit against the previous federal decision to issue permits for the Ambler Road. “This change is the result of improved communication between the project proponents, tribal leaders and communities, along with commitments that the proposed road will follow,” Simon wrote. Many who live in the area near the road believe that the proposed road would bring economic benefits that would allow residents to afford to stay in the region and carry out their subsistence lifestyle. “The AAP is threatened by the current legal wrangling and roadblocks being created by opponents to the
project and federal agencies. This threatens the investment and progress that the project can deliver to our region,” Simon penned in his editorial. “Time is of the essence; our villages suffer economically and our residents are struggling. The authorities must listen to the voices who have lived on these lands and stewarded Alaska for time immemorial.” Rep. Mary Peltola, D-Alaska, addressed both the local economic benefits and national need for access to the Ambler District in her response to BLM’s completion of the draft SEIS. “Projects in the Ambler mining district could create good-paying jobs for local communities while also developing an Alaska-based supply chain for the critical minerals our country needs to compete with China and create a cleaner energy grid,” she said. “I will continue to encourage the Interior Department to complete this process without further delays.” While no action is always an alternative put forward in environmental impact statements prepared under the National Environmental Policy Act (NEPA), many experts believe this is not a legal alternative for the Ambler Road due to a longstanding congressional mandate.

In 1980, Congress included special provisions in the Alaska National Interest Lands Conservation Act (ANILCA) to guarantee authorizations of surface access to the Ambler District. Section 201 (4) of ANILCA reads, “Congress finds that there is a need for access for surface transportation purposes across the Western (Kobuk River) unit of the Gates of the Arctic National Preserve (from the Ambler Mining District to the Alaska Pipeline Haul Road) and the Secretary shall permit such access in accordance with the provisions of this subsection.” This congressional guarantee of access to the Ambler Mining District was addressed by the Alaska Delegation in response to the release of the draft Ambler Road Supplemental EIS. “This road is guaranteed under federal law and will facilitate access to crucial supplies of copper, cobalt, gallium, germanium, and other minerals that our nation currently imports from abroad,” said Sen. Lisa Murkowski, R-Alaska. “This is particularly important as China cuts off exports of gallium and germanium, cobalt is produced through modern-day slavery in the DRC, and some of our best analysts are forecasting shortages of copper within a decade.” All the metals mentioned by Alaska’s senior senator, along with zinc, silver, and gold, are found within the high-grade deposits proposed to be mined in the Ambler District.
Sulivan says “this supplemental EIS is almost certainly counter to ANILCA, which mandates that the Interior Secretary ‘shall’ grant an Ambler Road right-of-way not subject to judicial review.” In addition to no action, BLM included three alternatives that involve different Ambler Road routes: n Alternative A: This is the 211-mile road that was previously approved and the preferred route of the Alaska Industrial Development and Export Authority (AIDEA), which would build the road and recoup expenses from tolls charged to mining companies. n Alternative B: This follows a similar route as Alternative A but includes a jog to the south to minimize the amount of National Park Service land crossed and to avoid large waterbodies. This alternative adds about 17 miles to the route, resulting in 228 miles of new road to be constructed. n Alternative C: This route would depart the Dalton Highway about 100 miles south of the other alternatives and extend northwest to the Ambler District. This route would require 332 miles of road to be built. Interestingly, BLM did not include a preferred alternative in its draft Ambler Road Supplemental EIS. The public has another 60 days to submit additional input on the Ambler Road during a public comment period scheduled to run from Oct. 20 to Dec. 19.
