A Message from the Executive Director
Dear AMA Members and Friends, What a year! As 2022 comes to an end, and we prepare for a glorious holiday (with LOTS of beautiful snow here in Southcentral), there has been so much to be thankful for this year. In particular I am so thankful for our recent, record-setting and first-in-three-years traditional annual convention in Anchorage in November. We had more than 1,200 of you attend the convention, to reconnect, to learn, to share and to just celebrate being together again. It was a full week of technical and policy sessions, great speakers, a sold-out trade show, fun new and old events, and a truly awe- inspiring awards banquet, to honor some of the best among our industry and our members. All brought to you by a record number of sponsors! If you were able to attend, Thank You! If not, we missed you (looking at you, JP!). In the pages of this issue of The Miner Journal you will see just a glimpse of scenes from the convention. Watch for more in the coming issues of The Alaska Miner as well. If we did not have a chance to visit in person there, I apologize. I do not know we can all be under the same big roof for days in a row and still not see everyone! But for all of you that I did get to reconnect with, I hope it was as meaningful for you as for me. Truly you, our members are the heart,
construction of the Ambler Access Road. Our work continues to keep you informed of such issues as they arise, and to call for your invaluable help to comment and ensure our voices are heard. We will also be in Juneau often in 2023, working with our old and new friends in the Legislature to defend mining’s key role in the Alaska economy, while also facing the dizzying and conflicting messages from the current administration in Washington. Some of mining’s strongest allies including Gov. Mike Dunleavy and our Congressional delegation are continue their work to support our industry both in Alaska and in Washington D.C. Of our many gifts, we are especially blessed to have the leadership of tremendous officers--Bartly Kleven, President; Lorali Simon, First Vice President; and Blake Bogart, Second Vice President—as well as a dedicated, diverse, and spirited board of directors, and robust, talented Committees who guide our advocacy. Corporate rates change effective January 2023
Membership in AMA ensures you are helping to promote responsible mining in Alaska. AMA Members are the strength of the Association and the backbone of mineral development and the support businesses that serve the mining industry. Earlier this year, AMA President Bartly Kleven tasked a subcommittee tasked a subcommittee of the executive committee to analyze the membership rate structure and offer recommendations for necessary changes. Lorali Simon, Mike Satre, Jim Clark, and Bill Jeffress compared membership rates of other statewide trade associations in Alaska, as well as other mining associations in other states where some of our companies also do business. It was clear that AMA was undervaluing membership in our organization. Our research and discussion on rate increases focused on the stability of AMA, particularly after the pandemic prevented us from holding our conventions for two years. Additionally, we found that in the past 20 years, AMA has increased dues just twice (2006 and 2016). At the recommendation of the subcommittee, in April, the Executive Committee voted to adopt an incremental rate increase structure so that AMA members can plan and budget. We also adopted a communications plan. Members of the subcommittee, as well as the officers personally called and/or emailed each corporate member in May to alert them of the rate increase. Additionally, the new rate structure was discussed on a statewide branch zoom in June, and at the November Annual Meeting, the full AMA Board of Directors ratified the new membership rates. The new rate structure includes newly-named categories to better differentiate individual and corporate memberships, as well as increases in all membership rates. Below is an overview of the 2023 corporate membership levels.
Individual membership levels remain the same. Incremental increases to dues will occur annually. Beginning January 1, 2024, dues for all categories of membership shall increase by two percent (2%) annually unless the AMA Executive Committee decides it is unnecessary to do so. Corporate Memberships Pioneer/High Grade Members: $15,000+ These members fund AMA at the highest level. Company membership includes 15 contacts, and the company will be prominently recognized in publications and set apart in the AMA yearly Service Directory. Producers: $10,000 For Alaska’s producing mines. Company membership includes 10 contacts, and the company will be prominently recognized in publications and set apart in the AMA yearly Service Directory. Developers: $5,000 For companies pursuing development of mining projects. Company membership includes five contacts, and the company will be prominently recognized in publications and set apart in the AMA yearly Service Directory. Explorers: $2,500 For companies exploring Alaska’s mineral deposits. Company membership includes two contacts, and the company will be recognized in publications and the AMA yearly Service Directory. Business Members: $1,000 For the companies that provide goods and services to Alaska’s mines. For companies pursuing development of mining projects. Company membership includes one contact, and the company will be recognized in publications and the AMA yearly Service Directory.

Joe Usibelli Jr. named 2022 UAF Business Leader of the Year

Joe Usibelli Jr. finally accepted the honor of being named 2022 UAF Business Leader of the Year, at a special gathering Nov. 18 at the Westmark Hotel’s Gold Room. The event had been postponed since 2020 due to the COVID-19 pandemic. “It’s humbling to be here to receive this award,” Usibelli told hundreds in the audience. “Especially among my friends, my family, my colleagues. It’s a bit overwhelming. It gives you a sense that you’re doing things somewhat right.” Usibelli, the president of Usibelli Coal Mine in Healy, was chosen by UAF’s College of Business and Security Management selection committee for his steadfast leadership, business expertise, educational support and community engagement. He is the 45th person to be honored with this award. He is also among a handful of fathers/sons who have been named winners of this award. Joe Usibelli Sr. accepted the honor in 1978. “My father was a recipient of this award,” Usibelli said. “It reminds me of this place we call Alaska, and especially Interior Alaska, where we all know people a certain way.
“Having friends in Alaska means not only that you run into them over and over, but when you do business in Alaska, your life paths cross many, many times,” he said. “That’s what makes this place special — to have that comfort of knowing people you’re familiar with, but can also depend on.” Usibelli has been a strong supporter of the University of Alaska Fairbanks and after listening to presentations by students, he said, “we will be in great hands in the future.” He had a few suggestions for future leaders. “Take charge of your life,” he said. “In order to predict your future, you create it yourself. You won’t be alone in creating it. There are lots of people that help you along the way. Accept that help and learn from it and you will be a success.” The most important thing is family, he said. Family provides strength, a sounding board and support. “You can’t do it without them,” he said. The other thing in business is your team, Usibelli said. “Your team is super important,” he said. “Many times you spend more time with them than your family. To me, my team is my family also. It can’t really be any other way.”

AMA President Bartly Kleven Honored as Mining Trailblazer
Bartly Kleven, Environmental Manager at Kinross Alaska and president of the Alaska Miners Association, has been honored by the Women’s Mining Coalition as one of four 2022 inspirational trailblazers among women in the industry. Women’s Mining Coalition honored 100 women who have been selected for Women in Mining UK’s 2022 edition of the WIM100 Global Inspirational Women in Mining (WIM100). They were selected from 915 nominations for 491 women from 61 countries. After years of anticipation and preparation, the Alaska Mining Hall of Fame Museum opened in a great new location at 406 Cushman in Fairbanks. Gov. Mike Dunleavy was on hand for the grand opening celebration in October. Alaska Mining Hall of Fame Foundation president Tom Bundtzen officiated at the grand opening and played a key role in making the new museum a reality. The new location provides more space to display and celebrate the rich history and contributions of Alaska’s miners. It includes biographies of 130 Alaska mining pioneers. The museum is open to the public 10 a.m. to 5 p.m.

By Shane Lasley, North of 60 Mining News With $10 million in economic incentives and quicker permitting of already established industrial sites on the Gulf of Mexico, Louisiana has lured Ucore Rare Metals Inc. and its proprietary rare earths separation technology away from Alaska. In 2020, Ucore set a plan in motion to begin producing individual rare earth elements in Alaska by 2023. The idea was to install its RapidSX rare earths separation technology in an Alaska Strategic Metals Complex, a commercial-scale rare earths separation and purification plant to be built at the Southeast Alaska port town of Ketchikan. The Alaska SMC was to be the first of potentially several strategic metal complexes Ucore plans to develop to help supply the rapidly growing demand for rare earths and other critical minerals being driven largely by the auto sector’s transition to electric mobility. Ucore’s departure is a major hit to Alaska’s critical minerals portfolio. “Over the last several years, Ucore has been diligently working to establish its first SMC,” said Ucore Rare Metals Chairman and CEO Pat Ryan. “At the beginning of this year, we finalized two fundamental tenets. One, the emerging worldwide demand for Western rare earth
oxides will far exceed the capacity of just one SMC. Two, the only way to successfully meet the required production timelines of our prospective partners will be to build the first SMC within an established facility – which is just not currently possible with our original plans in Southeast Alaska.” Ucore’s shift to Louisiana began with discussions with state officials that quickly advanced to a trip to assess 10 existing facilities that could provide the company a head start on developing a Louisiana SMC compared to building one from scratch in Alaska. “It became quickly apparent that Louisiana had the existing infrastructure to support a new processing facility, such as ours, with an established chemical industry workforce, local access to universities and community college programs, chemicals and other raw materials, low energy rates, and several of North America’s largest shipping ports,” said Ucore Rare Metals COO Mike Schrider. The Gulf Coast state clinched a deal for Ucore’s proposed $55 million Louisiana SMC with an initial $9.6 million economic incentive package to be administered through Louisiana Economic Development over 10 years.

Trilogy Metals Inc. Provides Ambler Access Project Update
BLM Anticipates Publishing Second Draft EIS Before Mid-2023
By North of 60 Mining News Trilogy Metals Inc. reported in November that the U.S. Bureau of Land Management expects to reach a final decision on the Ambler Access Project — a proposed 211-mile road that would connect the Upper Kobuk Mineral Projects to Alaska’s highway system — by the end of 2023. This industrial access road would provide an economical means of delivering mineral concentrates containing copper, zinc, silver, cobalt, and other metals critical to clean energy and America’s economic interests from mines in the Ambler Mining District in Northwest Alaska to the market. The need for access to the Ambler District has been recognized by Washington D.C. lawmakers for more than 40 years. As such, Congress included special provisions in the 1980 Alaska National Interest Lands Conservation Act (ANILCA) meant to guarantee that a transportation corridor to this metals-rich region of Northwest Alaska would be approved. Section 201 (4) of ANILCA reads, “Congress finds that
representative in the House, says the road is the only missing link to a project that has broad support, including among Alaska Native organizations. “The mineral resources in the area, including copper, are of critical importance to the country,” she inked in a Sept. 29 letter in support of the Ambler Road. “The minerals are there; the state and private interests in exploring and developing those resources are in place; the support of Alaska Native corporation and tribes is strong. What is missing is access, which the Project would provide.” In a Nov. 15 letter to Secretary of Interior Deb Haaland, Alaska Sen. Lisa Murkowski and Dan Sullivan called for a streamlined reevaluation of the proposed Ambler Road. The senators said the project has already been thoroughly evaluated under the federal permitting system, and further delays would hinder President Biden’s clean energy goals by slowing access to one of the “largest undeveloped copper-zinc mineral belts in the world.” The senators cited a 2022 report by S&P Global that
forecasts global copper demand to nearly double, from the 25 million metric tons currently needed per year to about 50 million metric tons per year by 2035, in order to build the technologies critical to achieving global net-zero carbon emissions goals by 2050. “The message from S&P Global is remarkably clear: it is time to proceed with key projects, rather than delaying or denying them,” the Alaska senators penned in their letter. On Nov. 15, BLM submitted a status report on its supplemental environmental impact statement to further evaluate subsistence impacts on fish and caribou habitats and address the desire for additional tribal consultation. BLM currently anticipates publishing a draft SEIS by mid-year, which will be open for public comment upon publication. Based on the input on the draft SEIS, the federal agency plans complete a final SEIS, conduct final pre-decision consultation with Alaska Native tribes and corporations, and issue a final record of decision on the Ambler Road by the end of 2023.
there is a need for access for surface transportation purposes across the Western (Kobuk River) unit of the Gates of the Arctic National Preserve (from the Ambler Mining District to the Alaska Pipeline Haul Road) and the Secretary shall permit such access in accordance with the provisions of this subsection.” BLM, the U.S. Army Corps of Engineers, and the National Park Service issued a joint record of decision in 2020 that provided the federal authorizations needed to build a road that met this ANILCA mandate. In March of this year, however, BLM notified the Alaska Industrial Development and Export Authority (AIDEA) that it had suspended its authorizations issued under the Trump administration. The federal land manager cited a lack of adequate consultation with Alaska tribes and evaluation of potential impacts the road might have on subsistence uses as reasons to remand the previously issued authorizations for further review. Congresswoman Mary Peltola, who was elected to replace the late Don Young as Alaska’s at large

Pebble Responds to Newest EPA Attempt

The Environmental Protection Agency is continuing efforts to stop the Pebble Project without due process. Casey Sixkiller, the administrator for the EPA’s Pacific Northwest region that includes Alaska, recently recommended the agency stop the mine from being built under a rarely employed agency “veto,” setting the stage for a final decision from EPA headquarters by February. “We still firmly believe that the proposed determination should have been withdrawn as it is based on indefensible legal and non-scientific assumptions,” Pebble Partnership John Shively said. “The process and the decision have been political from the start, as evidenced by White House Climate Change Advisor Gina McCarthy’s stating in November of 2021 that the administration would shut down the project once and for all while praising the action with a ‘hallelujah.’” “Those who think we can build a green energy economy in this country and stop mining at the same time are living in a fantasy world. I suspect the Chinese are laughing at the U.S. for making it so easy for China to become the ‘OPEC’ of producing minerals critical for the world’s economy. We have witnessed the situation unfolding in Europe which is the direct result of their being dependent on an unfriendly country for essential resources, and yet, for no good reason, the U.S.is heading down a similar path for these critical minerals. “The EPA has made wildly speculative claims about possible adverse impacts from Pebble’s development that are not supported by any defensible data and are in direct contradiction to the facts validated in the USACE’s Final Environmental Impact Statement (FEIS) for the Pebble Project. The FEIS clearly states that Pebble can be developed without harm to the Bristol Bay fishery. EPA’s speculation about impacts is not the same as demonstrating impacts will occur and is not a valid reason for issuing a veto. “Congress did not give the EPA broad authority to act as it has in the Pebble case. This is clearly a massive regulatory overreach by the EPA and well outside what Congress intended for the agency when it passed the Clean Water Act. This point was also highlighted in a letter to the EPA signed by 14 states, including Alaska, in September that expressed their deep concern with the precedence this EPA ‘wildcard’ would set. “Perhaps the most egregious aspect of this entire process is the EPA’s blatant dismissal of, and complete lack of consideration for, the significant economic benefits this project could have for the region and for the state without explanation or justification. The EPA gives short shrift to what hundreds, if not thousands, of jobs
could mean for the communities around Iliamna Lake. I know from personal experience what jobs mean for Alaska’s smaller, rural communities and for the Alaska Natives who live there. The Final EIS and subsequent Economic Impact Assessment clearly demonstrate the dramatic impact responsible Pebble development could have for these communities. The benefits are indisputable. “The state of Alaska is the owner of the world-class Pebble prospect and specifically selected the Pebble area for its mineral potential. If the EPA finalizes its veto and precludes any development on over 300 square miles of Alaska land, it would be violating Alaska’s Statehood Compact and the ‘no- more’ clause of the Alaska National Interest Lands Conservation Act. “EPA is not only taking significant tax and royalties from the citizens of Alaska but is also taking away contributions to the Permanent Fund and the dividends it provides to our people. “In addition, EPA gives little to no consideration to the critical role copper will play in our nation’s transition to more renewable sources of power. There are multiple studies and reports that point to a looming supply gap for copper in the decades ahead. Pebble could be a critical source for the copper the nation needs to make this transition.
