Alaska Miner Journal, March 2023

THE ALASKA MINER JOURNAL: The publication is member-only news mailed to AMA members, eight times a year, in months when the Magazine is not published. The Alaska Miner Journal is dedicated to those who work in and support the mining industry in Alaska, its commitment to the people, and the resources of our state. Our goal is to disseminate information on responsible mineral development, educating the public about the value of mining, providing information for our membership and the general public, providing policymakers the information they need to understand the mining industry and monitor political and regulatory processes affecting mining in Alaska.

A Message from the Executive Director

Dear AMA Members and Friends, Even after almost 85 years, we at AMA can break some new ground! And that’s exactly what we did early this month with our first ever Juneau Mining Forum! We Alaska miners love to get together each spring, after a long cold winter, and before heading afield for a long summer mining season. The great attendance at our past spring conventions in Fairbanks, and last year’s Mining Day celebration reinforced that. So, this year, and not just because the Legislature is in session, we teamed up with the Council of Alaska Producers to hold our spring event in Juneau. We sometimes forget, and most Alaskans never knew, that there’d never have been a Juneau without mining. Our state capital today still sits upon the tailings of historic mines that were once the largest in the world and which heralded modern Alaska. It all began in 1880 when Chief Kowee showed prospectors Joe Juneau and Richard Harris the presence of gold in Gold Creek in Silver Bow Basin. The city of Juneau was founded there that year. The strike sparked the Juneau gold rush which resulted in the development of many placer and lode mines. The largest early mines were the Treadwell complex and the AJ lode mine. The first claims of what was to become the Treadwell complex were staked in 1881. Mining the Treadwell site began by sluicing residual placers over the lode deposits. Underground mining began with a five-stamp mill operating in 1883. In the mid-1910s, with 960 stamps

families in Southeast Alaska. Through the day, it was a great time to catch up with the current challenges we are facing, as well as see the opportunities before us. And throughout the day we heard from the state agencies who everyday work with us to develop Alaska’s resources. We are blessed to have a strong partnership with our state agencies who are committed to both protecting Alaska and defending our constitutional duty to develop Alaska’s mineral resources. We also had an in-depth review from officials from British Columbia about the safeguards they have in place and the collaboration they’re providing to resolve concerns over Transboundary Mining. Throughout the day, it was compelling and gratifying to see and hear the commitment from members of the Alaska Senate and House, who were not just involved for this one day summit, but who work every day to support what we’re doing on your behalf. That collaboration extended into the evening for our traditional reception, which we hosted with the Associated General Contractors of Alaska, and Alaska Trucking Association. See inside this issue of The Journal and our spring issue of The Alaska Miner for a lot more details from the Juneau Summit … a good reminder that we continue to write our new history of Alaska mining every day.

grinding ore and tunnels reaching as far as 2,400 feet below the surface and extending under the sea, Treadwell was one of the most technologically advanced mines of its day. Up to 2,000 people worked at the mine before a collapse allowed the rising tide to flood the tunnels in 1917. All operations at the Treadwell ceased by 1922. As the Treadwell mines declined and closed, the AJ (Alaska Juneau) mine rose in prominence in the 1920s until WWII as a key component of the Juneau and Alaska economies. The Juneau mining district has produced over 7 million ounces of lode gold and 80,000 ounces of placer gold. The Greens Creek and Kensington Mines in Southeast Alaska continue that tradition to this day, while being among the most successful and environmentally conscious mines in the world. During our Juneau Mining Forum, the leadership from those two mines updated us not just on their continued production success but also their success at developing a skilled workforce supporting more than 1,000

Coeur Alaska Gives $10,000 to United Way of Southeast Alaska

one of the biggest predictors of lifelong success, and we hope that the Coeur Alaska LEARN UNITED Reading Tutor Program can provide the support needed to develop our next generation of Alaska’s leaders.” Coeur Alaska has been a proud supporter of United Way of Southeast Alaska for over a decade. Its employees have been involved in the Employee Workplace Campaign since 2011, the Coeur Alaska LEARN UNITED Reading Tutor Program since 2012, and the United Way Day of Caring since 2011. Coeur Alaska’s Kensington Mine is an underground, hard-rock gold mine located in the Berners Bay Mining District 45 miles north-northwest of Juneau. The mine began commercial production on July 3, 2010, and celebrated ten full years of production in 2020. Coeur Alaska employs approximately 400 people and is the second-largest employer in the City and Borough of Juneau. “Coeur Alaska has been contributing to and strengthening the Southeast community for over 35 years and our employees care deeply for the communities in which we live and operate,” Coeur Alaska’s Community and Government Affairs Manager, Rochelle Lindley, said. “Supporting United Way of Southeast Alaska is a fantastic way to make a broad impact in areas of the community that need it most.”

Coeur Alaska, Inc., owner and operator of the Kensington Mine, has presented $10,000 to the United Way of Southeast Alaska to strengthen the Coeur Alaska LEARN UNITED Reading Tutor Program. Originally founded in 2012 as a partnership between Coeur Alaska, United Way of Southeast Alaska, and the Juneau School District, the program partners with the Juneau School District to pair community volunteers with elementary students to improve literacy skills for students by third grade. Volunteer reading tutors provide constructive guidance, positive encouragement, and a literacy-rich setting for elementary school-aged children. “After a temporary pause in the program due to the pandemic, the timing was right to relaunch the Coeur Alaska LEARN UNITED Reading Tutor program,” President and CEO of United Way of Southeast Alaska Wayne Stevens said. “As we transition away from the pandemic, it felt like an ideal time to make an investment to revitalize the program to limit the negative impacts of the COVID pandemic and associated education shifts on literacy skills.” “Investing in education creates a strong foundation for the future workforce of Alaska,” said Coeur Alaska’s General Manager Steve Ball. “Reading proficiency is

Biden Administration Approves Willow Project

FOR SALE

The Biden Administration said March 13 it is approving the Willow oil-drilling project on the North Slope, a major climate move by President Biden that drew quick condemnation from environmentalists. The announcement came a day after the administration said it would bar or limit drilling in some other areas of Alaska and the Arctic Ocean. The Willow approval by the Bureau of Land Management would allow three drill sites, which would include up to 199 total wells. ConocoPhillips has said it considers the three-site option workable, “the right decision for Alaska and our nation” in the words of company chairman and CEO Ryan Lance. The Willow project could produce up to 180,000 barrels of oil a day, create up to 2,500 jobs during construction and 300 long-term jobs, and generate billions of dollars in royalties and tax revenues for the federal, state and local governments, the company said. While monumental for the state’s economy, it’s unclear if this marks a change in Biden administration actions to limit resource development in Alaska. — The Associated Press

Mechon, Hecla Train PWSC Students

PWSC received hands-on training from a team of AMA members this spring. “We recently had a visit from Roger Mechon, owner of RLM Tech Inc., who taught our millwright program students about the slurry pump. Not only did he go through the entire pump with our students, but he also led them in taking it apart and reassembling it. “This invaluable opportunity was made possible by the generous donation of the slurry pump from his company and Hecla Greens Creek Mine. We are incredibly grateful for the partnership between our millwright program and these two companies. It allows us to provide our students with hands-on, real-world experiences essential to their education.” RLM Tech has provided specialized pumps to the Alaska mining industry for decades. “Having Mechon teach the class brought our students a wealth of knowledge and expertise. He gave them insights into the workings of the pump that they would not have been able to gain from textbooks alone. Additionally, taking apart and reassembling the pump gave our students valuable experience with a critical

component of industrial machinery. “Partnerships like these are essential to the success of our millwright program. By working closely with industry professionals and companies, we can ensure that our students learn the skills and knowledge in high demand in the job market. We are thrilled to have had this opportunity, and we look forward to continuing to build strong partnerships with companies like this. “Thank you to Roger Mechon, RLM Tech Inc, and Hecla Greens Creek Mine for donating the slurry pump. Your generosity and support are greatly appreciated, and we are excited to see how this experience will impact our “My wife gives me a lot of grief for rambling on stories but after being involved with industry in Alaska for close to 50 years, there are a lot of stories. And some are meaningful. “The younger generation (young enough to be our grandkids) are the ones that need to bridge the old experiences with the new techology. The training organizations are working diligently to make that information bridge. I was very impressed with the PWSC training including some of the advanced technology that they are exposing the students to. I also commend ARE for ALL that they do. Ella, Beki and all of the others are working hard to expose young kids to reality rather than the woke stuff that the schools are focusing on. I have an opinion and it certainly is opposite to the trend that seems to be taking over the schools. student’s education and future careers.” Roger is modest about his donations. “One last comment. Everyone should see the old black and white movie “Fahrenheit 451”. That movie dates back to very early 60’s and should be required viewing for young people and even our age group of people. That movie stresses the importance of transfer of information and experience from generation to generation!”

More Exceptional Arctic Drill Results

Assays Affirm Consistent High-Grade Zones for Early Mining

North of 60 Mining News Trilogy Metals Inc. Feb. 27 reported another batch of high-grade assays from infill drilling the world-class Arctic copper-zinc-lead-gold-silver deposit in the Ambler Mining District of Northwest Alaska. “The latest infill and geotechnical holes continue to demonstrate very high grades of polymetallic metals over impressive widths in the shallowest parts of the deposit,” said Trilogy Metals President and CEO Tony Giardini. The high-grade volcanogenic massive sulfide deposit at Arctic is slated to be developed into the first mine at the Upper Kobuk Mineral Projects, a 448,217-acre package of state and Alaska Native lands being advanced by Ambler Metals LLC – an equally owned joint venture between Trilogy and Australia-based South32 Ltd. A recently updated feasibility study details plans for a mine at Arctic slated to produce 1.93 billion pounds of copper, 2.24 billion lb of zinc, 334.8 million lb of lead, 423,000 ounces of gold, and 36 million oz of silver over an initial 13 years of mining.

Alaska Energy Metals Makes Its Debut

Millrock Shifts Focus to Nickel-Cobalt-Rich Nikolai Project

By Shane Lasley, North of 60 Mining News Millrock Resources Inc. March 1 announced that it is shifting its focus to exploration of Nikolai, an Alaska project prospective for a large deposit of critical energy metals such as nickel, copper, cobalt, and platinum group elements. As part of this shift in focus, the company plans to change its name to Alaska Energy Metals Corp. and complete a 10-to-one share consolidation. “Despite strong execution of the project generator model over the past few years, Millrock’s share price has declined,” said Millrock Resources President and CEO Gregory Beischer. “Bold changes are necessary, and the Nikolai project presents a timely opportunity.” Discovered by INCO in the 1990s and explored by Pure Nickel Inc. from 2007 through 2014, the Nikolai project hosts a roughly 10-mile- (15 kilometers) long trend of nickel-copper-cobalt-chromium-PGE mineralization. Highlights from drilling completed by Pure Nickel in the Eureka Zone of what was then referred to as the Man project include: Our flexibility and dedication have enabled us to become a top provider for the heavy civil construction and resource development industries. MOVING THE EARTH

To explore Nikolai’s potential, Alaska Energy Metals envisions carrying out a 4,200-meter drill program this summer that will focus on establishing an initial NI 43-101-compliant inferred resource estimate for Eureka Zone, the primary area historically explored on the land package. Historical drilling indicates the presence of a thick zone of nickel enriched mineralization at Eureka that extends for roughly 10 miles. A roughly 3,400-meter subsection of this zone shows more substantial metal concentrations in historical drill holes. Drilled intervals range between 95 meters and 320 meters, with nickel-equivalent grades ranging between 0.29 and 0.47 percent. In addition to Eureka, the road-accessible Canwell block has shown the potential for higher grade deposits. Exceptionally high-grades of nickel, copper, gold, platinum, palladium, along with the rarer platinum- related metals osmium, iridium, ruthenium, and rhodium have historically been reported from outcrop grab, float, and chip samples.

In 2023, Alaska Energy Metals intends to carry out an extensive rock and soil sampling program and a modern, detailed airborne electromagnetic survey on the Canwell Block in preparation for a 2024 drilling program. Given that Nikolai is located near the paved Richardson Highway about a 2.5-hour drive south of the city of Fairbanks, Alaska Energy Metals believes the project could be an important source of the nickel, copper, and cobalt needed for electric vehicles and renewable energy. “The demand for nickel and cobalt for electric vehicle battery manufacture has been growing rapidly and is projected to increase significantly. It will be necessary for the mining industry to mine bulk tonnage nickel – cobalt deposits to meet the demand,” said Beischer. “Alaska Energy Metals is positioning itself to supply domestic markets with a source of critical and strategic metals. Located in the USA, we intend to help North America transition to electrical power for vehicles and other rechargeable battery powered products.”

n 224.6 meters averaging 0.23 percent nickel, 0.06 percent copper, 0.017 percent cobalt, 39 parts per billion platinum, and 81 ppb palladium. n 319.7 meters averaging 0.25 percent nickel, 0.09 percent copper, 0.018 percent cobalt, 54 ppb platinum, and 117 ppb palladium. n 205.2 meters averaging 0.24 percent nickel, 0.09 percent copper, 0.017 percent cobalt, 61 ppb platinum, and 122 ppb palladium. Early last year, Millrock announced that it had staked 104 state mining claims covering Eureka Zone and entered into an option agreement for Canwell, a block of 42 state mining claims about 11 miles to the northeast, where historical surface rock sampling and drilling has identified higher-grade nickel, copper, and PGEs. “Historical drilling at Nikolai indicates potential for a very large, low-grade, polymetallic deposit dominated by nickel sulfide mineralization,” said Beischer. “The demand for nickel and cobalt for electric vehicle battery manufacture has been growing rapidly and is projected to increase significantly.”
