These advising bodies play an important role in shaping city policies, programs, and services. VOLUNTEERS IN POLICE SERVICE
VACATION HOME CHECKS
The Volunteer In Police Service (VIPS) program is a valuable asset to the Placentia Police Department, local businesses, residents, and the community as a whole. By volunteering, VIPS share their unique experiences, wisdom, and talents with the community. They also provide police officers with additional eyes and ears to keep neighborhoods family-friendly, safe, and clean. Volunteers perform non- hazardous tasks both in the field and in police facilities. VIPS are required to commit to a minimum of 16 hours per month and be able to attend the Citizens’ Academy. Our VIPS are available to perform Vacation Home Checks for residents of Placentia. To request this FREE service, please complete the online form available on our website at www.placentia.org/police at least five days before your trip. One of our VIPS will contact you to complete the arrangements.
PARTNERSHIP WITH THE HOPE CENTER
Placentia PD has partnered with the HOPE Center, a centralized hub that connects service workers and specialized resources to respond in real time to street homelessness. The program aligns outreach efforts to improve efficiency, provide consistent support, and help individuals experiencing homelessness in North Orange County transition from the streets to housing. This partnership also reduces non- emergency 9-1-1 calls, allowing officers to focus on true emergencies. Guided by the mantra “Right People, Right Resources, Right Now,” Placentia joins Fullerton, Brea, Buena Park, Cypress, La Habra, La Palma, Orange, Yorba Linda, and Stanton in this program, with more cities expected to join. The HOPE Dispatch Center can be reached at (657) 243- 1884 and is open Monday through Friday from 7:15 a.m. to 5:15 p.m. Messages left after hours will be returned during regular business hours.
YOU ARE NOT ALONE (Y.A.N.A.)
We want to remind everyone about our Y.A.N.A. program, a free service offered by the Placentia Police Department, for residents of the City of Placentia. If you or someone you know is a senior citizen, disabled, lives alone, is homebound, or simply needs someone to check in on them, you can register for our YANA program. Our VIPS will work with you to establish a regular schedule for contacting you. This program will offer peace of mind and a sense of security for those who enjoy their independence but have no friends or family to check in on them. MILITARY BANNER RECOGNITION PROGRAM
The Placentia Military Banner Recognition Program is now accepting applications for the 2026 installation. Known as Placentia “Hometown Heroes,” the program honors Placentia residents who are currently serving on active duty or are honorably discharged veterans of the U.S. Armed Forces, including the Air Force, Army, Coast Guard, Marines, National Guard, Navy, and Space Force. Eligible honorees must live or work in Placentia or have an immediate family member (parent, spouse, child, or grandparent) who resides in Placentia. Banners will be installed along Kraemer Boulevard and Yorba Linda Boulevard, at the City’s discretion, and displayed for two years. At the end of the display period, the banner will be returned to the applicant.
Applications are being accepted through October 21 to allow time for ordering and installation in November. The cost per customized banner is $260, with a limit of one banner per service member.

Use Daylight Saving Time as a reminder to check your smoke alarms, too!
DOWNLOAD THE PULSEPOINT MOBILE APP
Each day, nearly a thousand people die from sudden cardiac arrest. The PulsePoint app was originally created to help increase chances of survival for those experiencing sudden cardiac arrest (or SCA). The app allows trained users to be notified of cardiac incidents taking place in public places where a user may arrive onsite before first responders can arrive to the scene. Download the PulsePoint mobile app today, search for Placentia Fire and Life Safety, and be sure to follow us. PulsePoint users are also able to see real time incidents and locate the Placentia Fire and Life Safety units in the City. The free app is available on the Apple App Store or the Google Play Store.
On March 8th, we’ll change our clocks forward one hour for Daylight Saving Time. This is a great opportunity to check your smoke alarms and replace them if needed. If your alarm chirps, it is time to replace it. The Office of the State Fire Marshal requires all smoke alarms to have a 10-year non-replaceable battery. However, it is essential to periodically test yours to ensure they are functioning properly. To do this, press the “test” button and listen for the beeping sound. Newer alarms have a recorded message that will play when activated. A good practice is to check all smoke and carbon monoxide alarms in your home every time we change our clocks. Testing these devices can make a life-or-death difference. If you need assistance with your smoke alarms, please contact the Placentia Fire and Life Safety Community Risk Reduction Division at (714) 993-8135. The American Red Cross also hosts its ongoing “Sound the Alarm” program, providing smoke alarms and installation to those in our community. CAPITAL IMPROVEMENT
GOLDEN AVENUE BRIDGE REPLACEMENT
The existing Golden Avenue Bridge is being replaced with a new two-lane bridge featuring sidewalks, bike lanes, a striped median, hand railings, and related roadway, drainage, and utility improvements. Construction is ongoing with completion expected in October 2026. There will be a temporary full bridge closure for the duration of this project. Funding sources include Measure U, the Highway Bridge Program (HBP), and Community Project Funding/Congressionally Directed Spending (CPFCDS).
Pavement improvements are underway on approximately 1 million square feet of residential streets between Bastanchury Road and Yorba Linda Boulevard, and Brookhaven Avenue and Stanley Avenue, along with minor sidewalk, curb, and gutter repairs. Construction began in November 2025 and is nearly complete. The project is funded through Measure U, SB1/RMRA, Measure M, and Gas Tax revenues. FY 2024–25 RESIDENTIAL STREET REHABILITATION
OLD TOWN FAÇADE IMPROVEMENT AT 330 W. SANTA FE AVENUE
Exterior improvements are in progress at 330 W. Santa Fe Avenue, including façade upgrades, new signage, fresh paint, window replacement, and new exterior lighting. The project is anticipated to be completed in March 2026 and is funded through the Community Development Block Grant (CDBG) program. The business is open during construction.
New curb ramps were installed along Brookhaven Avenue to improve pedestrian accessibility to local schools, along with repairs to damaged and uplifted sidewalks. Construction was completed in December 2025. The project was funded through the Community Development Block Grant (CDBG) program. FY 2025–26 ANNUAL SIDEWALK AND CURB RAMP REPAIR PROJECT

PROJECT UPDATES
UNDERGROUND STORAGE TANK REPLACEMENT – CITY YARD
The City is replacing underground storage tanks at the City Corporation Yard to improve infrastructure safety and compliance. Construction began in December 2025 and is anticipated to be completed in June 2026. The project is funded through Measure U.
OLD TOWN STREETSCAPE IMPROVEMENTS
Planned improvements in the Old Town area include enhanced pedestrian safety and accessibility, new landscaping, lighting, striping, signage, and roadway rehabilitation. Construction is anticipated to begin in Fall 2026 and will be funded through the Enhanced Infrastructure Financing District (EIFD).
TYNES GYM ROOF REPLACEMENT
The roof at Tynes Gym has been successfully replaced to protect and preserve the facility for community use. The project is complete and was funded through Park Impact Fees.
POWELL BUILDING IMPROVEMENTS
The Powell Building will receive an upgraded HVAC system and new energy-efficient windows to improve comfort and sustainability. Construction is anticipated to begin in Spring 2026. The $454,878 project is funded by the Prop 68 Grant, Energy Efficiency and Conservation Block Grant (EECBG), and Measure U.

EXPAND THE FOREST
PROGRAM
T
he City of Placentia is still accepting applications for its Expand the Forest Program! This program, adopted as part of the City’s Urban Forest Management Program, allows residents to purchase and dedicate a tree to commemorate a loved one or special event. Planting a tree in a City Park is a special way to honor a loved one and provides a gift to the whole community by contributing to the expansion of the City’s Urban Forest. A dedication tree can be planted in a City Park, and potential tree sponsors can use a Park map to identify their preferred park and planting location(s). The cost to purchase and plant a tree will be funded by the tree sponsor and is based on the current contract price paid by the City for 24-inch box trees. The current cost is $390 for an Expand the Forest tree. Once a location is selected and payment for the tree has been received, the City will
arrange to have the tree planted by the City’s landscape maintenance contractor, with or without the sponsor(s) in attendance, depending on their preference. Once planted, the City will assume maintenance responsibilities to care for the tree. The tree sponsor(s) will receive a certificate signed by the Mayor in appreciation of their tree sponsorship and will be acknowledged in the City’s Quarterly Newsletter. Residents can participate by completing an Expand the Forest Program application and submitting it to the Public Works Department at urbanforest@placentia.org or in person at 401 E. Chapman Avenue. The City invites residents to participate in a free community Shred & E-Waste Event on Saturday, April 18th, from 8:00 a.m. to 11:00 a.m., at the Placentia Civic Center (401 E Chapman Ave). Shredding documents can help prevent fraud and identity theft. E-waste recycling can repurpose natural resources, such as aluminum and copper. All Placentia residents and businesses are welcome. RECREATION PROGRAMS AND CLASSES All Recreation programs and classes are filled on a first-come, first-served basis. Advanced registration is required for all programs. Registration is only taken through the City of Placentia Community Services Department. Registration will not be taken onsite on the day of class. Activities may be cancelled if the minimum enrollment is not met.

Tiny Tots is an early childhood development program held in a recreational setting at Koch Park Recreation Center. The goal of this program is to help prepare children ages 3 to 5 for a successful transition into school settings. With a mixed focus on arts and crafts, socialization, play, and early education practices, Tiny Tots introduces children to colors, numbers, shapes, letters, and writing, while exploring interpersonal skills such as sharing, taking turns, listening to others, and taking responsibility for their actions. Regardless of classroom experience, each child will gain practice in fine motor skills, academic recognition, and social-emotional development through daily planned activities that incorporate imagination play, arts, music, and more. While the Tiny Tots program will supply all materials required for classroom activities, families are asked to provide a daily lunch and light snack, a reusable water bottle, and an extra set of clothing.
