THE ROLE ASSISTANT DIRECTOR OF ESTATES & FACILITIES (PROPERTY SERVICES) JOB PURPOSE: • To be responsible for the management, development, planning and financial control of sections within property services including major capital works, property maintenance and refurbishment, mechanical and electrical services. • To assist the Director of Estates and Facilities and to take a directorate wide lead on specific key projects. MAIN DUTIES AND RESPONSIBILITIES: • Deputise for the Director of Estates and Facilities as and when required, contributing to the strategic management of the Estates and Facilities Service. • Take a lead role in the planning and programming of property issues within the University including major capital works. • Direct and manage sections within Property Services within the financial, physical and resource constraints that exist ensuring high standards of efficiency and effectiveness are maintained.

• Working with the Director of Estates and Facilities in acquisitions and disposals and assist in the development of Estates strategies and master plan. • To develop and implement appropriate procurement routes and forms of contract to ensure value for money is obtained and risk to the University is reduced. • Ensure the appropriate leadership, support and development of all staff within Property Services, motivate teams and individuals by providing clear direction, delivery support and maintenance of positive in-service and cross-service relationships. • To ensure that the highest standards of professional performance on the part of all staff are established and maintained through a process of evaluation, appraisal and staff development. • Ensure effective engagement and adherence with the University’s and Departments’, Health, Safety and Equalities Policies and Procedures. • As a member of the Estates and Facilities Senior Management Team, fully participate in and contribute to the formulation and presentation of the Department’s Annual Plan. GENERIC RESPONSIBILITIES: • Contribute to the translation of the University’s Corporate Strategy into measurable goals and targets. • Ensure adherence to the highest possible standards of probity and professional behaviour. • Participate in appropriate internal and external networks and professional groups in the interests of the role and in order to enhance network and share good practice.

• Appoint staff where appropriate within Property Services.

• Manage the evaluation and appointment of contractors and consultants to meet the changing needs of the University. • Direct the preparation of short, medium and long term budgets and forecasts for both capital projects and revenue expenditure within Property Services. • Work with the Carbon and Energy Reduction Officer to assist in the preparation of the energy budget and its expenditure and work with them on the implementation of the University’s Energy Management Policy and Plan.

• Manage the implementation of the Maintenance Policy and Plan.

• Undertake any other duties as assigned by the Director of Estates and Facilities.

• To ensure statutory compliance is attained in all areas of property under the direct responsibility of Estates and Facilities. • To advise on property services matters and assist in the formulation of strategic policies and plans. 14
