and whether AI can analyze standardized calculation-level information across the entire global workforce. These questions should also begin by changing the global payroll RFP. Enterprises should go beyond asking providers where they offer payroll, what their implementation timeline is, or what they charge per payslip. They should ask who actually calculates their payroll, whether the calculation is performed by the provider’s own technology or another company’s engine, how many payroll engines will ultimately process their workforce, how many times employee information will be transformed between the HCM and final calculation, whether there is a standardized global payroll data model, how statutory rules are maintained and validated, whether calculation- level information is available before approval, where payments and reconciliation occur, whether AI

has access to calculation-level data or only consolidated outputs, and who ultimately owns the technology and accountability when something goes wrong. A polished global interface can make many payroll solutions look remarkably similar during a demonstration. Two providers may show employees, payroll calendars, reports, approvals, analytics, and integrations through modern cloud interfaces. Underneath those interfaces, however, can exist two fundamentally different architectures. One may calculate payroll through a common native technology environment, while another sends the underlying information through a network of local systems and providers. From the customer’s perspective, they may initially appear comparable, but operationally they are fundamentally different. The traditional global payroll aggregator model deserves recognition for what it accomplished. It gave multinational organizations centralized access to fragmented local payroll markets and provided a practical way to manage global payroll during a period when building truly multi-country payroll technology was extraordinarily difficult. It was an important stage in the evolution of the industry.
