Expenditure:

A decrease in the net financial resources of the County generally due to the purchase of goods and services, the payment of salaries and benefits, and the payment of debt service. A special fund, administered by the County as a trustee, consisting of resources to be expended or invested under the terms and conditions of the established purpose. The County Government’s policies with respect to taxes, spending, and debt management as these relate to government services, programs, and capital investment.
