City Receives Distinguished Budget Presentation Award The City of Chanhassen has received the Government Finance Officers Association (GFOA)’s Distinguished Budget Presentation Award for its 2024 Budget Book. This is the first time the city has received this award. Property Tax Dollar Distribution For 2024, the City of Chanhassen receives 21 cents of each residential property tax dollar paid (based on a $500,000 home in
city’s Annual Comprehensive Financial Report (ACFR) for the fiscal year 2023 fairly presents the financial position of the city in all material respects and in conformity with generally accepted accounting principles in the U.S. In other words, the city received a “clean” audit opinion. Market Boulevard is one of the main entry points into downtown Chanhassen. The latest data indicates the street experiences 13,000 vehicles per day (VPD). It’s classified as a Major Collector and is on the city’s Municipal State Aid (MSA) System. The street, sidewalk, and trails are due for pavement replacement, but other access and mobility improvements are also needed. The design kicked off in the spring of 2023, and construction is planned for 2025. The project is anticipated to cost approximately $7 million and will be funded by various sources, including MSA, Property Assessments, TIF, and City Pavement Management and Utility Enterprise funds. This corridor is critical to the city’s Downtown Vision and the proposed Civic Campus project. OUTDOOR RECREATIONAL & CAMPFIRE SAFETY
Recreational fires can be a fun activity when conducted safely and responsibly. Here are some important guidelines to follow to ensure your safety,
Administration indicated 3,522 deaths were attributed to distracted driving in 2021 nationwide. In 2023, 422 property damage crashes and 48 personal injury crashes occurred in the City of Chanhassen. In Chanhassen specifically, the Carver County Sheriff’s Office issued 36 citations for violating the hands-free law. Consequences for Distracted Driving: » The first citation is more than $120, which includes the fine plus court fees. » Subsequent citations are more than $300, including the fines and court fees. » Potentially increased insurance rates. » If you are involved in a crash that results in a death or injury, the driver can face criminal vehicular operation charges. least twenty-five feet away from any structures or combustibles, including houses, garages, sheds, wood piles, and wooden fences. Manufactured portable fire pits should be at least ten feet away from these items. It is essential to have a fire extinguisher, bucket of water, shovel, or garden hose readily available for use during recreational fires. Fires must be attended by a responsible adult who is knowledgeable in the use of fire extinguishing equipment. The fire should be supervised until it is completely extinguished. Prohibited Materials and Safety Tips Open burning of lumber, pallets, wooden shingles, scrap wood, brush, tree trimmings, leaves, straw, hay, yard waste, cardboard, paper, garbage, and similar items is prohibited. It can result in fines and/or Fire Department costs. Additionally, the use of flammable or combustible liquid accelerants is not allowed. Recreational fires are not permitted on commercial or industrial sites or locations with ongoing construction activities. Children should be kept at least three feet away from the fire to ensure their safety. When cooking food on a stick, if it catches fire, avoid shaking or waving it; instead, blow it out to extinguish the flame. By following these guidelines, you can ensure a safe and enjoyable experience this fall.

Burning materials during spring and fall yard cleanup does not qualify as a recreational fire. While small branches and twigs can be used to start a recreational fire, they should not be used for continuous burning. Always consider your neighbors, and be mindful of where the smoke is heading. Recreational fires are prohibited if a total burning ban or Department of Natural Resources (DNR) Red Flag Day is in effect. Wind speeds and gusts should not exceed 10 MPH during the fire, and the smoke should not create a nuisance for nearby neighbors. Prevailing winds must blow away from nearby occupied buildings. Fire Size, Location, and Safety The material for recreational fires must be confined to a pile no larger than three feet in diameter and three feet in height and should consist only of unpainted and untreated wood. Coal or charcoal may be burned. All fire rings or pits must be located at

The law states that drivers cannot hold their phones in their hands, access or post on social media, or search the internet on the device while driving. AUDUBON BUSINESS PARK The Audubon Business Park is in the process of constructing a new campus for The Bernard Group. The Bernard Group is an employee-owned company which currently operates with five locations spread throughout Chanhassen, Chaska, and Shakopee. This new location for The Bernard Group will consolidate their five locations down to a singular campus in Chanhassen. The company will occupy all 395,000 square feet of building space on the 30 acre parcel located at the southwest corner of the intersection of Audubon Road and Highway 5. The Bernard Group is a full-service strategic communications and branding firm with in-house concept development, manufacturing, and project management. They are a trusted partner to some of the most prestigious brands in the retail industry. CHANHASSEN CINEMA & HOTEL REDEVELOPMENT The Roers Companies received approval to redevelop the Chanhassen Cinema & Country Inn & Suites properties into a mixed-use development consisting of nearly 15,000 square feet of leasable commercial space, 310 market-rate apartments, and
over 400 structured parking stalls, some of which are available to the public as covered parking for people looking to patronize the future street-level businesses. The project will also include the addition of a sidewalk on the south side of West 78th Street between the Aldi grocery store and Market Boulevard. CIVIC CAMPUS - PROJECT UPDATE On May 30, the city marked a significant milestone with the groundbreaking ceremony for the new Civic Campus. This transformative project is now underway. Addressing the Need for a New Facility: The current municipal building, constructed in 1981, no longer meets the needs of Chanhassen’s population. With significant deferred maintenance and operational inefficiencies, the existing City Hall has a Facility Condition Index of 0.326, a critical level according to industry standards. Needed repairs and updates included new furnaces, ventilation systems, windows, skylights, and more.
The project's first phase involves constructing a new two-story building at the site's southeast corner. This new building will feature a Senior Center, city offices, Council Chambers, meeting rooms, and open public spaces. Construction of the City Hall is expected to take one year. Upon its completion, the existing City Hall will be demolished in the summer/fall of 2025, making way for the development of the parks portion of the Civic Campus. Illicit discharge is any discharge into the public storm sewer system that is harmful to the health or welfare of people, the environment, wildlife or surface waters. Illicit discharges into public stormwater systems are prohibited by Federal and State law. The City of Chanhassen is committed to identifying and reducing illicit discharge into its storm sewer system in order to protect our abundant natural resources including lakes, streams, and wetlands. Public surface waters are sources of wildlife food and provide recreational opportunities such as swimming, boating, and fishing, which can all be negatively affected by stormwater pollutants. WHAT IS ILLICIT DISCHARGE?
LEAF LITTER & WATER QUALITY
Wherever leaves fall, they decompose and restock the soil with nutrients and organic matter. But when there is no soil to land on — such as on a street, driveway, or sidewalk — the leaves and all their decomposing bits wash down the street and into the city's storm drains. From there, they go directly into storm ponds, wetlands, lakes, and creeks, where the nutrients are food for unwanted algae growth. In addition to a major "ick" factor, algae is a problem because it uses up oxygen and blocks sunlight that fish and native plants need. Please don't "leaf" it up for someone else to dispose of! Here's what to do with your autumn leaves so that they nourish the soil and do not contribute to unwanted algae and poor water quality: » Rake the leaves that have accumulated along your curb, sidewalk, and alley. » Never trash or burn your leaves. » Put leaves in your backyard compost pile. » Use leaves to mulch your garden and lawn. » Drop leaves off at a compost site or consider curbside pick- up for more convenience. Residents may drop off yard waste on Mondays, Wednesdays, and Fridays from 7:30 a.m.-2:30 p.m., through November 15, excluding holidays. Payment can be made at Public Works during business hours by cash, check, or card. Residents must check in at the Public Works office and show proof of residency. Fees are $1/bag, $8/cubic yard.

Chanhassen’s adaptive recreation program is a cooperative effort between the City of Chanhassen and Reach for Resources, an organization dedicated to providing programs designed for individuals with disabilities. Reach for Resources also provides independent living support, case management, and counseling for families.
