163 the State of California for a change in Biola's Incorporation. A new charter was granted late in 1935. Because the required courses had been taught for some time, the Board authorized the granting of the new d~g;;;~~~~- the . June, 1936, commencement: the Bachelor of Theology for men, the Bachelor of Christian Education for the women, and the Bachelor of Music for both men and women. The desire for improvement of the academic program continued; when Dr. Sutherland became Dean in 1942, almost immediately he recommended two basic changes: (1) increase the s~ze of the student body, (2) improve the faculty and the scholastic level of the School. Briefly, the implementation of this program involved such changes as dividing the curriculum into six departments each with its Department Head with the title of professor; and the develop- ing of faculty rank which included professors, associate professors, assist- ant professors, and instructors for the part-time faculty. In addition to these changes, Dr. Sutherland and others for some time had recognized the need to establish a graduate school of theology. In 1943, Dr. Sutherland recommended this plan to the Board stating that because such a seminary affiliated with Biola would interchange faculties and fac- ilities, there would be no need for any major change, and already the State of California had approved the granting of degrees. The Board approved the plan, and in 1944, the Collegiate Program was renamed the Bible Theological . _ Seminary of Los Angeles, affiliated with the Bible Institute of Los Angeles and the forerunner of Talbot Theological Seminary. Over the next few years, such major changes meant vast improvements in all areas. For example, during the long depression era, of necessity, the faculty had been selected more on the basis of their willingness and their financial ability to teach with little pay. During the Depression years and the ~ra following, there was the ingrained philosophy at Biola that faculty ·salaries should be based on the formula in use in public schools. Public
