185 They had studied the Rules and By-Laws of the re-organization executed by the Los Angeles Board, and the appointment of Mr. Roberts as the Executive Secretary of the Hunan Bible Institute. They characterized this new organ- ization as being "evidently made for one man who represents the Board of Trustees holding the dominion and control . " They stated that they had pre- sented the documents to a Christian man, the Commissioner of Education for Hunan Province, who stated, "The whole policy and aim is for power . I would not show this document to a non- Christian friend. It would be a shame. Any man of self respect will not cooperate with such an institution . " A strong appeal was made to the Los Angeles Board to reconsider both the document for re-organization and the appointment of Mr. Roberts as Execu- tive Secretary of the China School . After studying this situation of the Hunan Bible Institute, the Biola attorney concluded that the China School was being operated without proper legal status as a part of the Bible Institute of Los Angeles. Most of the funds for the China School were channeled through the Bible Institute of Los Angeles, but not completely controlled by it, which put the Biola Board of Directors in a difficult position. Therefore, the Biola Baord was faced with two alternatives: withdraw from the China field and cede all its au- thority and property to the self-appointed Board; or take the necessary action recommended by the Attorney to adopt the recommendation made by Dr. Roberts to grant no recognition of the self-appointed Board, pending the appointment of an impartial Committee in China. Dr . Roberts further suggested that Dr . Paul Rood, President of Biola, visit the Hunan School to help clear the up clouded situation. After making its decision, the Biola Board's response was cabled to Dr. Keller : ''Cannot grant recognition of Board. Continue your Superintendency . Appoint temporary Committee. Will send President Rood as Board Represent- ative to arrange permanent organization." The Board then sent this letter
