f aided by Rev. R. A. Hadden, conducted evangelistic meetings for quite some time. From experience gained during the evangelistic meetings, Rev. Horton conciuded that the greatest drawback to the Lord's work "is the fact that our leaders are not qualified by practical equipment," meaning training in Bible and personal evangelism. He summed up his opinions on this problem after hearing a sermon by a Dr. Galloway, Pastor of a Presbyterian Church, about whom he said, "He added nothing to our faith, but his message was very liberal." Liberalism was making great inroads in the Church at that time. In a letter to Mr. Stewart, Mr. Horton asked a relevant question on the matter, "Can we hope to change the tide which is so strong, or must we bend our efforts to setting in motion streams of real truth?" His statement was actually prophetic because the "streams of real truth" which were set in motion by the establishment of Biola have done more to stem the tide of lib- eralism than he could have imagined at that time. In establishing the Bible Institute, Mr. Stewart and Rev . Horton agreed that it must be inter-denominational and have a specific type of program. As a result of their extensive planning, Rev. Horton was authorized to search for a suitable facility somewhere in the downtown area of Los Angeles which could accommodate not only the classes they had in mind, but slso the Fisher- men's and Lyceum Clubs, evangelistic meetings, and Bible Conferences. One suitable building at Fourth and Broadway for some reason was never rented, and the search continued. At that time they were receiving requests concern- ing the possibility of starting Bible training classes in San Diego, Santa Barbara, and Riverside . Based on these requests, they conceived that a stron extension work in Bible study, would be profitable in those areas, provided a central training center could be established in the Los Angeles area.
