initiative to revitalize and enhance urban living across the region. As part of the St. Paul’s Transformation Proj- ect, the redevelopment will prioritize connectivity, walk- ability, and access to ameni- ties, creating a vibrant and inclusive neighborhood. The redevelopment will en- compass more than 1,000 hous- ing units across 55 acres and is expected to represent a $1 billion investment in the heart of Norfolk. The project aims to replace decades-old public housing with a vibrant, mixed- income, mixed-use community

that reflects the aspirations of current residents while fostering long-term resilience and opportunity. “We are honored to have the opportunity to help reimagine and reinvest in the Calvert Square and Young Terrace communities,” said Bobvala Tengen , senior development manager, Gilbane Develop- ment. “Our goal is to create high‑quality, inclusive housing options and neighborhood as- sets that reflect the vision and aspirations of current residents while building toward a stron- ger, more resilient future.” “Gilbane completed an ex- tensive and exhaustive process to be selected as the master developer for what will be one of the largest redevelop- ment projects in our portfolio,” said Nathan Simms, NRHA president and CEO. “Their company fit the bill and can handle the enormity of what we have to accomplish to serve our residents and expand and upgrade the footprint of the city of Norfolk.” “This transformative project is about more than physical change—it’s about honoring the legacy of Calvert Square and Young Terrace while ex- panding opportunities for the families who live here,” said Yarojin Robinson , senior vice president, Affordable & Mixed-Income Housing, Gilbane Development. “We’re committed to working hand- in-hand with residents, NRHA, and the City of Norfolk to ensure this transformation re- flects the community’s values.” The redevelopment will pri- oritize the creation of afford- able housing, the integration of green spaces, and enhance- ments to shared community facilities—all aimed at foster- ing a more inclusive and con- nected neighborhood environ- ment. Gilbane Development’s deep experience in urban renewal, combined with a steadfast commitment to sus- tainable practices, will ensure that this project aligns with Norfolk’s long‑term vision for growth and revitalization. To ensure the community’s voice continues to be central to the planning process, a four-day public design char- rette was held July 14–17 at the Murray Center. Residents, stakeholders, and the broader public were invited to partici- pate and help shape the future of their neighborhood. MAREJ
