U.S. VIRGIN ISLANDS ARRIVAL / DEPARTURE REQUIREMENTS
1. Pilotage – yachts over 1,600 GRT will require a pilot. Contact sttpilots@gmail.com or 340-998-2260; 340-998-1104 2. Yacht Haven Grande’s USCBP (customs & immigration) office is based on prior appointment only. Request either an 11am or 2pm slot - please request an appointment at least 72 hours in advance at YHG@IGYMarinas.com 3. Notices of Arrival: foreign-flagged commercial vessels of all sizes, and foreign-flagged yachts over 300 GRT arriving to (and departing) USVI waters from another port, must: i. file an eNOAD with the U.S. Coast Guard. eNOADs can be submitted here: https://enoad.nvmc.uscg.gov/ ii. eNOA must be completed 96 hours prior to arrival; unless your departure port is less than 24 hours away – in this case, the notice must be filed 24 hours prior to arrival to USVI waters. iii. eNOD is only applicable if departing to foreign waters. An eNOA is used for departing the USVI direct to a US port. iv. eNOAD FAQs here 4. Yachts over 300 GRT will require a Certificate of Financial Responsibility, or CoFR on file with the USCG. 5. Yachts over 400 GRT must have a Non-Tank Vessel Response Plan NTVRP on file with the USCG. 6. USCBP forms 1300 and 418 (a crew list can be attached to 418) need to be completed for entrance from a foreign port. If your web browser will not display the CBP form, simply download the form to view and complete it. 7. Foreign-flagged yachts arriving directly from a USA or Puerto Rican port to the USVI must submit USCBP forms 1300 (this can be done via the YHG office, or through your appointed agent – captain does not need to present in person). 8. The yacht’s registration/documentation must be accurate and up to date, including clearance from last port. 9. All passengers/guests must have valid, up-to-date passports with at least six months’ validity. 10. I-94s are no longer required for foreign visitors. 11. All non-USA crew must have a valid B1 (business visa), B1/B2 combination visa, or a C1/D combination visa. 12. Non-USA guest arrivals (note: generally, guests cannot arrive by yacht for the first arrival – unless they have a B1 or B2 visa): i. CAUTION: for foreign guests’ first arrival into the US/USVI, approved ESTA holders must enter on a commercial signatory carrier – examples of CSIs include airlines, ferries from the BVI, and NetJets. ii. nationals of a VWP (Visa Waiver Program) country must apply online for an ESTA no less than 72 hours prior to intended entry date – https://esta.cbp.dhs.gov . iii. Guests who don’t qualify for an ESTA/VWP country, must have a B2 visa. 13. For yachts departing USVI waters to enter the BVI, port departure clearance is not required for the BVI authorities. 14. For yachts departing USVI waters to any other foreign port (besides BVI), port departure clearance is required. Any guests arriving via air should have their information added to the 418 form prior to their departure via yacht. 15. There are no restrictions to which country the yacht is registered (flag) if its registration and documentation are accurate and up to date. Certain exceptions apply - namely, ‘countries of interest’ (e.g. Iran). 16. USVI waters’ do NOT require a U.S. Cruising Permit. Puerto Rican waters require a U.S. Cruising Permit: the permit can be applied for upon arrival in Puerto Rico, or other US ports. You may not apply for a US Cruising Permit in the USVI. 17. Regulated Garbage (RG): garbage generated aboard a vessel is considered RG when the vessel has been to any port outside of the U.S. and Canada within the previous two-year period or been to a port in Hawaii, Puerto Rico or the U.S. Virgin Islands within the previous one- year period. RG must be disposed at an RG-approved site. Dumping of foreign garbage into U.S Territorial waters or non-designated garbage receptacles is illegal, and under Federal laws subject to fines.
