Early childhood intervention for children with developmental delays and disabilities is emerging as an important policy issue across Europe and Central Asia. Many governments are initiating steps toward changing existing services and systems to enable evidence-based and family-centered practices, including conducting situational analysis of the sector, conceptualizing national models for ECI, amending legislation, establishing mechanisms for inter-sectoral collaboration, and revising professional roles and workforce capacity building. Transitioning to an integrated, intersectoral system that facilitates a seamless continuum of support from early identification of developmental concerns to provision of family-centered services to the children and families in the community involves a fundamental shift in how ECI policies are conceptualized. It also requires addressing the medical/rehabilitation-based, and exclusively child-focused models, that dominate the supports to children with disabilities and developmental delays in early years. The symposium will present the pathways countries are taking for driving a policy change toward more holistic, integrated, and timely support to children with developmental delays and disabilities and their families, anchored in evidence and family-centered principles.
