Symposia Advancing Comprehensive Early Childhood Intervention S9.02 Early Identification and Referral: It’s Complicated! Symposium Organizer: Margaret Gillis (USA) Affiliation : SRI International
The benefits of identifying delays and disabilities and providing early intervention services as early as possible are well-established, yet barriers to doing so persist. The four papers in this symposium discuss issues related to early identification and referral for services from multiple perspectives. To advance the conversation beyond how individuals experience the process, we incorporate data and psychometric perspectives as well. The first paper provides perspectives of families on their experiences seeking services for their infants and toddlers, highlighting suggestions for easing the process. The second paper describes results from interviews with primary care physicians regarding what influences them to refer (or not refer) children with positive developmental screening test results to early intervention. The third paper shares findings from several states’ early intervention program referral data on inequities in the path from referral to early intervention enrollment based on child, family, and community characteristics. The fourth paper merges insights from epidemiology, psychometrics, and allied health research to identify weaknesses in screening tools and systems (e.g., missed cases) as well as how the field currently assesses the quality of existing approaches to establishing “high quality” evidence to promote early identification practices. Together, these papers highlight the multifaceted nature of identifying and responding to potential delays and disabilities in young children, which may be complicated by differing priorities, philosophical foundations, or practices across fields. We also discuss potential solutions for improving early identification and access to early intervention.
