Malaysia’s Smart Cities Driving Factors
As ar�culated in the Malaysia Smart City Framework launched in September 2019 by KPKT, the need to develop smart city in Malaysia is mo�vated by a number of factors (Figure 1-6), including rapid urbanisa�on, Malaysia’s commitment to global agendas and the rising global trend
of disrup�ve technologies adop�on. The na�onal drive towards digitalisa�on and digital economy, and the need to a�ract more foreign investments are also contribu�ng to the growth of smart ci�es in Malaysia.
RAPID URBANISATION Rising urban popula�on puts pressure on ci�es to effec�vely deal with issues such as environmental pollu�on, road conges�on, natural disaster and the inefficient use of energy, water and other resources.
COMMITMENT TO SDGS, NEW URBAN AGENDA AND THE UN HABITAT As a na�on that is commi�ed to the global agenda of the SDGs, New Urban Agenda and the UN Habitat, embracing the smart city model demonstrates Malaysia’s support for these agendas.
GLOBAL TREND OF DISRUPTIVE TECHNOLOGIES ADOPTION The availability of technologies including IoT, AI and Big Data are some of the drivers of the global smart city trend in managing challenges posed by the growth and expansion of the country’s ci�es.
DRIVING TOWARDS DIGITAL ECONOMY Smart city provides an excellent opportunity to expand the na�on’s drive towards digitalisa�on. The deployment of intelligent and smart technology in smart city provides fer�le ground for the growth of digital commerce.
COMPETITION FOR FDI AND DDI Compe��on for investment, both local and foreign, is a con�nuing agenda for the na�on. Posi�oning Malaysian ci�es to be on par with other ci�es of the world is cri�cal in raising the na�on’s a�rac�veness as an investment des�na�on.

Malaysia Smart City Outlook 2021 - 2022
The Malaysia Smart City Outlook 2021-2022 (MSCO 2021-2022) reports on the progress of the na�on’s smart city agenda to date. The implementa�on of the seven components of smart city (Figure 1-7) is benchmarked against the global best prac�ces. Through the benchmarking exercise, the Outlook provides sugges�ons on the way forward in order to realise the smart city aspira�ons. New and emerging technology trends are highlighted within each component, providing new direc�ons and recommenda�ons on driving smart city in Malaysia. At the same �me, solu�on providers are informed of the many economic opportuni�es ahead. The Outlook also provides further mo�va�on to city authori�es to embrace technologies into urban planning and opera�on, whilst a�rac�ng the relevant technology players to par�cipate, especially those companies pursuing expansion in the fast-growing market and digital economy. The Outlook hopes to demonstrate to the government, industry and communi�es that smart ci�es promise a new source of economic growth for the country, while at the same �me, suppor�ng the na�on’s sustainability commitment.
