MALAYSIA SMART CITY OUTLOOK 2021-2022

Where We Are Heading Developed countries have been creang their infrastructure on the basis of smart governance and sustainable development for more than a decade now. The developing world is not far behind either. As cies are developed on the basis of the smart city model, governments across all regions are using e-governance to

strengthen democracy, cizen parcipaon and public welfare. The aim of smart or e-governance is to make the system more transparent and cizens more informed. Government informaon will no longer be a repository of a few public officials or servants but is accessible by all secons of society.

Government-To-Cizen (G2C) Smart Transacons • Opens the door for a transparent and secure method to provide cizens with public services in cies. • Simplifies the access for engagement between local authories and cizens on issues regarding taxes, licences and documentaon. • Provides digital, transparent and personalised experience using blockchain, smart contracts, smart communicaons, data encrypon, and other technology advancements for the government. • Leverages blockchain technology and smart contracts to create digital marketplaces for cizens to self-serve and manage government-granted entlements like permits, licences, and vouchers, as well as streamline the operaon of patent registraons and distributed exchange plaorms.

Civic Engagement Plaorm • Allows sharing of ideas and suggesons between cizens and the government regarding upcoming and potenal projects in cies. • Digital communicaon methods help authories reach a wider and more diverse group of smart cizens. • Connects local governments with their cizens to make collaborave decisions. Soware features include city-led discussions, debates, real-me tracking, idenfying their most acve members, crowdsourcing ideas and enabling mul-level administraon.

Addressing Cizen Grievances • Using smartphone applicaons, cizens now have the opportunity to report public service issues, while providing evidence in the form of photos or other media files. • These applicaons acvate the device’s GPS locaon for efficient roung of the required staff and management of the reported issues in one plaorm. • A cloud-based civic assistance soware allows cizens to report issues using a mobile applicaon, a social media agent or through Short Messaging Services (SMS). • Grievances are visualised on a map for both cizens as well as for operators. • Use of Arficial Intelligence to manage the most commonly reported non-emergency requests. • Detects duplicate incidents and automacally priorises requests based on various factors such as the locaon, the scope of grievance and the availability of staff.

IoT For City Infrastructure Management • Several data sources, such as cket sales of public transport systems, tax data, police reports, and sensors on roads and buildings which are connuously collected for further analysis. • Internet of things city infrastructure plaorms work to reveal paerns of interacon between cizens and infrastructure for further smart management, for example, in handling lesser-used city spaces or by creang traffic management or energy consumpon policies. • IoT plaorm will transform raw data from smart city sensors and controllers into real-me streaming API, ulising edge compung with a “store-then-analyse” architecture to ensure high-speed and improved efficiency in data management for making important decisions regarding the city.

Online Vong System • Shiing to online vong plaorms allows for expanding the voter base while geng cizens more involved in decision-making processes regarding any new policies. • Web and mobile vong applicaons provide intuive interfaces with projects descripons, details, and instrucons. • Increase voter turnout as cizens can cast votes from the convenience of their home or office. • Blockchain-enabled vong technology will significantly cut the chance of manipulang the results for any vote and ensures that all votes are cast anonymously to ensure voter privacy.
