MALAYSIA SMART CITY OUTLOOK 2021-2022

Increasingly, many ci�es worldwide are empowering ci�zens through improving the poten�al for be�er, more inclusive educa�onal and employment opportuni�es and facilita�ng digital literacy and adop�on. Hong Kong, Sydney, Taipei and Amsterdam have been picked for this chapter to demonstrate their Global Practices

respec�ve holis�c approach to Smart Community development, each embracing technology as well as enabling ci�zen par�cipa�on through its deployment. These examples provide some innova�ve ideas for adop�on in Malaysia.

Hong Kong

Taipei

Organises intensive training programmes on STEM for curriculum leaders of primary and secondary schools to enhance their capacity. Provides enhanced informa�on technology (IT) training to secondary school students. Enhances R&D capability through collabora�on with renowned ins�tu�ons in other jurisdic�ons. A�racts and retains more IT professionals, especially in biotechnology, data science, ar�ficial intelligence, robo�cs and cyber security. Provides financial and non-financial support to young entrepreneurs and start-ups to build a stronger IT culture. Expands incuba�on programmes at Science Park and Cyberport Smart-Space. Strengthens training on innova�on and applica�on of technology for civil servants.

Taipei “Living Lab” encourages ci�zen par�cipa�on. Ini�a�ves are created to engage ci�zens to help understand needs, working directly with agencies to iden�fy opportuni�es and support their smart city ini�a�ves. It engages the ICT community to promote innova�ve solu�ons through a proof of concept (PoC) model. Taipei IoT Experimental Pla�orm encourages innova�on and speeds up solu�on commercialisa�on. "Taipei CooC Cloud" allows students to study independently with online resources, provides teachers with one-stop teaching services, teaching materials and facilitates the exchange of teaching experiences. Taiwan's JOIN Pla�orm – is an i-Vo�ng system invi�ng the public to vote online on issues of concern.

Sydney

Amsterdam

The city of Sydney libraries have implemented an experien�al learning programme that enables digital fluency through hands-on learning to create more ‘digital ci�zens’. They provide equality of opportunity, crucial employment skills and help people to remain connected in their communi�es to develop new skills, knowledge and ideas to enrich their lives. Uses digital pla�orms such as the Sydney Your Say consulta�on hub for communi�es to provide comments, feedback and views on the work of the City through online pla�orm, including via social media, website, surveys and live-polling.

Internet of things (IoT) Living Lab promotes IoT interac�vity in public spaces to encourage ci�zens and ci�es to test and prototype innova�ons. The beacons (sensors) with LPWA network technology - a new standard machine-to-machine protocol is developed to push the development of IoT economy across public and private ver�cals. iBeacon Living Lab is created to provide IoT infrastructure, ac�onable open data and a developer-friendly network to explore and experiment IoT-enabled interac�ve solu�ons in the urban environment.

As the process of developing smart ci�es in Malaysia evolves and ci�es have become gateways for highly skilled workers and new immigrants, there are a number of global state-of-the-art ini�a�ves that can be adopted to empower ci�zens and create smart communi�es. ‘Living Labs’ to encourage ci�zen par�cipa�on for one, can improve ci�zen engagement

and iden ti fy need-based opportuni ti es. Libraries too, can create experien ti al learning programmes to facilitate digital literacy and thus create digital ci ti zens. In addi ti on, community hubs are also important tools to enable feedback and comments to reach local authori ti es and service providers.
