The Strategies on Implementing the Smart City Policy Successful Smart Ci�es tend to have one thing in common: “a strategic approach”. The strategies ensure the incorpora�on of different components and sidestep any ad-hoc solu�ons. The strategies would also s�mulate cross-sectorial solu�ons, such as data pla�orms, sensor networks and service integra�on. Addi�onally, this helps
to set up a milestone target and built-up responsibili�es for the implementa�on of smart city ini�a�ves. Fundamentally, a good policy implementa�on must facilitate the deployment of a number of driving factors towards achieving the objec�ve, strategies, and vision of the policy.
Rationale of Smart City Policy A good smart city policy regards both challenges and solu�ons as op�mally invaluable inputs to the city. A smart city is an ecosystem comprising many different actors, subsystems, ac�vity layers, and ins�tu�onal logics, with their interac�ons augmented by various
technological applica�ons. To realise the smart city policy, it is important for Malaysian PBTs to harness the enablers that are prominent in their respec�ve contexts. However, the different challenges faced by Malaysian ci�es need to be analy�cally jus�fied by experts.

Even though there is a differen�a�on of smart city direc�ons by states or PBTs, it would be an important next step for any new smart city policy to be planned and developed according to the unique local characteris�cs of each city, depending on their individual strengths, such as their affluence, economic profile, human capital skills, technology literacy and bureaucra�c efficiency.
