Introduction
We are the UK’s leading provider of on-campus residential and academic accommodation infrastructure. We have over 36,000 rooms in operation or under construction through long-term, bespoke partnerships with 15 leading UK universities. With approximately 1000 employees, since 1998 UPP has invested well over £3bn in the UK higher education sector and provided homes to over 400,000 students. Our unique, long-term partnership approach enables our university partners to develop their estates whilst reinvesting in their core services of teaching and research. We design, build, finance and operate (DBFO) new, on-campus residential and academic infrastructure, and complete estate transfers of existing accommodation, for concession periods ranging from 40 years to 125 years. By providing high-quality and affordable accommodation on campus we aim to deliver the very best student experience in partnership with universities.

Our partnerships enhance the support and connection we have with the students who make their home with us. We currently manage the needs of more than 35,000 students every term and this means we never stop learning and we share our experience with our partners. We also know that every university is as unique as the thousands of students it serves and this ensures that we are never complacent, and never take a one size fits all view.
Listening, responding, adapting
Students can be demanding, and their needs constantly evolve. Independent qualitative and quantitative research helps us understand the evolving needs of students, and face to face focus groups and regular surveys with our residents enable us to check and adapt our approach quickly. As specialists, the quality of our teams and their in- depth understanding of the unique environment and the people for whom we provide services enables us to support universities, understand their aims and their strategy and together deliver tangible improvements to the student experience. Our design teams work to understand how students want to use space, and how they interact with each other, leading to seemingly small improvements to the specification of a bedroom, or major changes that impact on construction or technology. Reporting to the Head of Technical Asset Management within UPP’s Asset Management Division, this role will lead asset management at seven University campuses across the Midlands and North of England, specifically planning and delivering life cycle and asset replacement programmes, delivering refurbishment, modernisation and sustainability projects as well supporting defect management. You will lead on intelligent asset management planning, including condition analysis and data gathering on the estate, analysing trends, and working on options appraisal to inform long and short term investment strategies. We are seeking an individual with experience of asset management/ building surveying activities including whole life costing, condition analysis and asset replacement planning and delivery, together with the technical and commercial understanding of the procurement and management of strategic maintenance and refurbishment projects and programmes. Experience of working on a portfolio with comparable characteristics to the one found at UPP would be particularly advantageous, as would a technical background and professional qualification in the construction industry. The role requires excellent communication skills both externally with clients and internally, with the ability to lead a team and to manage multi-disciplinary consultants and work with stakeholders across the business. Job Purpose
The Regional Technical Asset Manager will provide leadership and oversight of asset management activities in the relevant region to ensure that all aspects of asset management are delivered effectively and efficiently including; Sinking Fund Works / Asset investment planning and delivery, working closely with the Defect Manager on defect investigation, management and resolution. Providing support on; proactive maintenance, energy and environmental management and Health & Safety performance regarding asset management. The Regional Technical Asset Manager will be responsible for the performance of the Technical Asset Manager and Assistant Technical Asset Manager in the relevant region. Excellent leadership, interpersonal and communication skills are essential to establish key relationships both within the UPP businesses and with our University partners and supply chain.
Role & Responsibilities
Asset Life Cycle Planning and Delivery
• Prepare long-term Sinking Fund Works programmes to inform asset investment planning and strategic decision making on UPP’s assets. • Prepare short to medium term Sinking Fund Works programmes in line with contractual obligations including details, prioritisation, timing and cashflow of proposed works, issued for approval by the SPV Board Directors and other UPP entities. • Build and maintain the strongest of relationships with UPP’s university partners and work with them on asset management issues and to agree Sinking Fund Works prioritisation. • In the preparation of the Sinking Fund Works programmes work closely with UPP colleagues to consider and include analysis of condition, energy and sustainability, student feedback, University partner perception / feedback, occupancy data and market analysis. • Undertake tendering, procurement and delivery of Sinking Fund Works and related projects in conjunction with URS site teams, and contractors to ensure that all deliverables are to schedule, within cost and meet the output specification and contractual standards including appropriate project controls and risk management processes. • Work closely with finance colleagues to develop Sinking Fund budgets for forthcoming Academic Years. Authorise all scheduled Sinking Fund expenditure and Purchase Orders within delegated authority limit and monitor and report on the in-year Sinking Fund budgets in total and by site. • Work closely with the Procurement team and URS site teams to ensure the best commercial and service delivery terms are achieved for Sinking Fund Works in line with whole life value and sustainable performance. Add value by proactively seeking opportunities which generate efficiencies for UPP. • Project manage the process for the delivery of Sinking Fund Works, perform Contract Administrator duties and ensure all works are completed to a good quality, on time and within budget. Preparing building contract documents in line with approved POs. • Demonstrate a strong understanding of contractual condition obligations as they pertain to Sinking Fund or Life Cycle asset management within the scope of the SPV’s boundaries. Work closely with URS site teams to ensure compliance.
Asset Performance and Compliance
• Maintain an up to date record of estate condition informed by undertaking surveys and reviews. Ensure the Technical Asset Managers and Assistant Technical Asset Managers undertake regular site visits, recording condition findings in a report for action by the relevant UPP team. • Work closely with URS site and Procurement teams to consider opportunities to improve the approach to maintenance and procurement of service contracts to improve the asset performance. • Ensure the Technical Asset Managers provide specific insight into the performance of building elements and identify opportunities to optimise performance which may lead to longer service life and reduce the frequency of replacements. • Develop and regularly maintain a robust process for the management and delivery of Sinking Fund Works in line with contractual obligations and UPP objectives. • Produce, review, and control necessary documentation including tender specifications, preconstruction documentation, post-construction documentation (O&M’s, warranties, asset register, drawings etc) relating to Sinking Fund Works. • Ensure all statutory obligations (including CDM) are met in the delivery of asset management activities and Sinking Fund Works Programmes.

Asset Reporting
• Produce annual and monthly reports on the Sinking Fund Works performance against the cost budget and works programme for each SPV. Provide asset management reports to, and when requested attend relevant board meetings including Executive Leadership meetings, Group Board meetings, SPV and Partnership Boards etc. • Prepare Sinking Fund and Life Cycle reports to ensure the SPVs comply with relevant finance agreement obligations including the Bond Common Terms Agreement and Monitoring Services Agreement. Respond to queries and provide information to funders, technical advisers, and rating agencies. Additional Responsibilities • Work closely with the Defect Manager, contractors, and URS colleagues to undertake identification, management, and resolution of defects. This includes investigation, preparation and updating of reports as required. • Undertake analysis, planning and delivery of projects related to fire safety remedial works of internal passive fire protection and fire doors across the portfolio. Support URS site teams with centralised tendering and procurement of internal passive fire protection and fire door surveys as required. • Work closely with UPP’s Commercial and Pre-Construction teams to prepare bid life cycle models which consider whole life value whilst ensuring that UPP remains competitive. • Work closely with the Head of Energy and Environment to undertake analysis, planning and delivery of energy efficiency projects such as LED lighting, water saving and other projects which may be approved for investment. • Identifying opportunities in asset management to reduce cost across the portfolio. • Work closely with the Pre-Construction team on product development to ensure that product development ideas and design concepts are carried through to Sinking Fund and related projects. Ensure standardisation of good design in the delivery of Sinking Fund Works. • Where required, prepare, and manage design proposals for each site with support from interior design expertise. • Provide technical advice to URS site teams, other UPP departments and liaise with and manage technical advisers involved in asset management activities. • As a member of relevant internal groups, champion continuous improvement by engaging in lessons learnt and knowledge / good practice sharing sessions to enhance UPP’s overall asset management and accommodation offer.
People Management
• Act as an ambassador for the Above and Beyond Behaviour Framework, empowering colleagues to challenge behaviours that do not align. • Responsible for recruitment, onboarding, coaching and supervision of the team. • Ensure that reporting lines engage in regular and meaningful performance development conversations i.e. 1-1’s and the formal PDR process. • Identify and work, with HR’s support, to address performance concerns as they arise and without delay. • Ensure that the team consistently achieve full compliance in training, and subsequent record keeping. Identify and liaise with the Talent team to address any additional training needs within the team. • Lead on communication and engagement strategies and actions within the team. • Plan and organise staff resources - monitoring absences, timekeeping, and additional staff expenses, ensuring that resources are appropriately aligned to the delivery of business requirements. • Enhance and develop the capability of the team, continually working to drive improved performance.
