Joy Brown serves as the ATL Experiences Assistant Director + Human Trafficking Liaison at Hartsfield- Jackson Atlanta International Airport (ATL). At the Airport Joy produces several signature events and is passionate about the safety and well-being of those in and around the community. A certified Project Management Professional with a Master’s in Project Management from Keller Graduate School of Management, she brings deep expertise in organizational strategy, innovation, and transformational leadership. She is passionate about leveraging data to drive results, mentoring the next generation of leaders, and delivering sustainable impact. Looking ahead, Shermaine is committed to shaping policy, fostering innovation, and advancing solutions that ensure the long- term success of global aviation.
Philip James Doucet is the Assistant Director of Airside Facilities at Hartsfield-Jackson Atlanta International Airport, where he oversees airside facilities maintenance, ensures FAA Part 139 compliance, and leads operational planning and project execution. He holds a bachelor’s in aerospace administration from Middle Tennessee State University and a master’s in public service management from Cumberland University. With experience in airport operations, safety, project management, and stakeholder coordination, he is passionate about optimizing airside infrastructure and ensuring safe, efficient airport environments. Looking ahead, Philip aims to grow in executive airport leadership, contributing to innovative, passenger- focused aviation operations.

Dawn Daniels Muhammad Senior IT Manager Application Design and Development Dawn Daniels Muhammad is an IT Manager, Senior with over 26 years at the City of Atlanta, Department of Aviation. She is responsible for leading a team of developers, designers, and system administrators to develop and implement business and airport applications and systems that align with the organization’s business goals. Her role is to oversee the development lifecycle, ensuring high-quality, innovative, and efficient solutions. Dawn attended the College of Charleston in Charleston, SC. where she majored in Mathematics and minored in Computer Science and African Studies. With experience as a solutions architect, web developer and holding a Lean Six Sigma Certification, Dawn is passionate about problem solving and is someone who thrives on finding creative solutions to issues. Looking ahead, Dawn is ambitious in her desire to bring innovative technology to ATL Airport and the Aviation industry by providing strategic thinking and technical expertise in that area.
David Washington is an IT Director who oversees IT projects and business administration for Hartsfield- Jackson Atlanta International Airport. David has 25 years of aviation experience managing a variety of areas. In his current role he maintains over 60 open active projects which deliver new technology and innovation to the world’s busiest and most efficient airport. David was born in Colorado and graduated from Mercer University. He holds industry recognized certifications such as PMP and AAAE Certified Member. Erissa has over 16 years of dedicated service with the Department of Aviation and currently serves as the Assistant Director of Program Management in Planning & Development. She holds a Bachelor of Science degree from Clark Atlanta University and oversees organizational development, budgeting, facility and fleet management, and document control. Throughout her career, Erissa has gained extensive experience in administrative management, contract administration, and project oversight, consistently improving operational efficiency and streamlining processes. She leads a team of document control specialists and collaborates with HR to support professional growth and develop staff into leadership roles. Passionate about organizational advancement, she is committed to optimizing systems, enhancing collaboration, and fostering high-performing teams. Looking ahead, Erissa aims to continue strengthening her leadership skills to drive innovation and operational excellence. Saaema Alavi is an accomplished architecture professional with nearly a decade of experience in aviation infrastructure at Chicago’s O’Hare (ORD) and Midway (MDW) International Airports. As Assistant Commissioner for Design and Construction with the Chicago Department of Aviation (CDA), she oversees complex infrastructure and tenant projects from concept through completion. Saaema began her aviation career as a consultant in tenant development before joining the CDA in 2020 as a Coordinating Architect, leading design reviews and collaboration among diverse stakeholders. Her dedication to excellence and process improvement quickly advanced her into leadership, where she now directs the CDA’s Design Group. She is deeply committed to mentoring and empowering her team, championing sustainability, innovation, and professional growth while ensuring Chicago’s airports remain global leaders in design and construction excellence.
Ildefonso “Fonz” Baerga is a Projects Administrator at the Chicago Department of Aviation, where he oversees initiatives focused on brand awareness, stakeholder engagement, and enhancing communications across Chicago’s airports. He holds an MBA in General Management & Entrepreneurship from Keller Graduate School of Management and a Bachelor of Science in Aviation Administration from Lewis University, with extensive experience in airport management, airline relations, and regulatory compliance. Passionate about authentic leadership, strategic planning, and fostering collaborative environments, Fonz aims to leverage his participation in the Eno AirMAX program to exchange best practices and further his career in aviation leadership and innovation.
Dontal Hampton is a Project Coordinator at the Chicago Department of Aviation Workforce Development with 17 years in the private legal sector. In 2020, he pursued a BA in Computer and Information Science at East-West University, leading to a transformative CDA internship in 2021. He assists in workforce development projects, recruitment, and performance tracking while fostering partnerships to create training opportunities. Passionate about workforce growth and career development, Dontal strives to enhance job readiness and connect skilled workers with meaningful employment. His goal is to develop innovative programs that empower individuals and drive economic success.

Jessica Macias Projects Administrator Security, Regulatory + Compliance
Russell Johnson, Assistant Commissioner of Concessions at Chicago Department of Aviation (CDA). Since 2018, he has played a major role in the CDA concessions team as a Project Administrator/ Assistant Commissioner and have established an expertise in our concession’s programs at both O’Hare and Midway airports. Prior to that, I had ten additional years of experience in the concession’s programs of other venues, including the Chicago Bears, Chicago White Sox, and the Cook County Forest Preserve. Prior to his roles in concessions, Russell spent 19 years in the pharmaceutical industry performing sales, marketing, and management roles. This range of experience is invaluable to the management of CDA’s concessions programs, bringing in a diversity of examples of successful enterprises. He obtained a bachelor’s degree in accounting from Chicago State University and attended the MBA program at Howard University’s School of Business.
Dan Kierna is a highly accomplished airport operations executive with 17 years of experience in airfield management. As Assistant Commissioner of Airfield Operations for the Chicago Department of Aviation (CDA), he leads a fast-paced multidisciplinary team ensuring safety, efficiency, and compliance at O’Hare International Airport. Dan began his aviation career as an Operations Supervisor at South Bend Regional Airport before joining the CDA in 2008. His expertise includes airfield safety, compliance, and major infrastructure projects. He holds a Bachelor of Science in Aviation Management from Western Michigan University. Outside work, Dan enjoys traveling, family time, and a good craft beer.
Jessica Macias began her aviation career in 2021 as a Projects Administrator and now serves in the Chicago Department of Aviation’s Security, Regulatory, and Compliance Division. With experience in business operations and municipal auditing, she ensures compliance with TSA, federal, and airport security regulations for both O’Hare and Midway International Airports. At O’Hare, Jessica played a key role in opening the new Terminal 5 extension, verifying that more than 200,000 square feet met all security standards. She later transitioned to Midway, where she strengthened partnerships with tenants and contractors and improved compliance processes. Committed to safety and education, Jessica launched a biannual training program to keep airport employees informed on evolving regulations and best practices. Her leadership and dedication help foster a culture of awareness and security across Chicago’s airports.helps strengthen the safety culture across Chicago’s airports, ensuring that everyone who works in or travels through them experiences a secure and efficient environment.

Omar Vega General Manager of Airport Operations Airport Operations
Terri Zhu Assistant Commissioner of Compliance Compliance Terri Zhu is the Chicago Department of Aviation’s Assistant Commissioner of Compliance, where she oversees contractor compliance with the City’s supplier diversity and local and diverse hiring requirements, and develops initiatives to help small businesses work at Chicago’s airports. Prior to her time at O’Hare, Terri implemented workforce training programs at the Chicago Cook Workforce Partnership; conducted applied policy research at the University of Chicago Inclusive Economy Lab; opened a non-profit grocery store; and taught German to undergraduate and graduate students. She holds a Ph.D. in Germanic Studies and Master of Public Policy from the University of Chicago and a B.A. in German Literature and Cultural History from Columbia University. Looking ahead, Terri aims to reform business processes that impede the ability of small businesses to contract successfully with Chicago’s airports.
Omar Vega is the General Manager of Airport Operations at Midway International Airport, bringing over 20 years of expertise in airport operations, facility maintenance, and customer service management. He began his career in 2000 with Envoy, advancing from Fleet Service Clerk to Ramp Supervisor before joining American Airlines in 2005 as a Customer Service Manager, later becoming Facility Maintenance Manager. Omar Demonsteates leadership, problem- solving, and commitment to safety. He excels in managing large-scale operations, mentoring teams, and driving efficiency. At Midway, he continues to enhance operations, improve customer service, and uphold the highest safety standards for passengers and airline partners.

Sally Doles is a Senior Project Manager with the Special Projects team at Denver International airport where she manages the East Security build out focusing on scope, schedule, and budget. Sally received a BS in Civil Engineering from Colorado State University and a ME in Structural Engineering from Texas A&M. She is a licensed Professional Engineer with experience in design and construction management of aviation, commercial, transportation, and transit projects. She is passionate about working with stakeholders to find creative solutions for successful project delivery. Looking ahead, Sally aims to develop supervisory skills and step up into a management position.
Karla Grahn is a passionate leader in volunteer engagement, serving as the Volunteer Program Manager at Denver International Airport (DEN) since 2019. She oversees DEN’s Ambassador Program and the Guinness World Record-holding Canine Airport Therapy Squad (CATS), as well as two successful youth volunteer initiatives. Karla is dedicated to recognizing and celebrating volunteers, working to highlight their contributions through media, awards, and special events. Her leadership has positioned DEN’s volunteer programs among the top in the industry. A recognized industry leader, Karla is frequently consulted by airports, organizations, and media outlets for her expertise in volunteer management. Her commitment to service and innovation continues to enhance DEN’s customer experience while shaping the future of volunteer programs in the aviation industry.
Areli Bonilla is a detail-oriented and results-driven professional with more than seven years of service at the City and County of Denver. As Administrator I for the Center of Equity and Excellence in Aviation at Denver International Airport (DEN), she leads workforce development initiatives focused on empowering underrepresented communities in aviation. Areli manages strategic programs, including leadership training for mid-level and senior staff, and oversees compliance and tracking for multiple projects. She is also spearheading efforts to introduce A.A.A.E. courses at DEN and revitalize mentorship and job-shadowing programs. Previously, she served as a Contract Administrator with DEN’s Business Operations team, managing contracts and ensuring regulatory compliance. Her experience in small business certification and event management helped connect minority-owned businesses with citywide opportunities. A University of Colorado Denver graduate with a business degree and marketing minor, Areli continues to expand her expertise through leadership programs and pursuit of the CAPM certification.

Rachel Gruber is the enthusiastic Aviation Program Manager for the Airline and Commercial Affairs Team at Denver International Airport (DEN). With six years at DEN, she brings experience from Government Affairs, where she served as Interim Vice President and Manager of Regional Affairs, to her current role overseeing operational readiness for airport projects requiring coordination with airlines and DEN divisions. Rachel successfully led the A East Ground Load project, delivering 14 new gates, a holdroom, and support spaces, and is finalizing a new 30-year lease for the fixed-base operator—the first of its kind in airport history. Previously, she directed the EcoPass initiative, securing a $1.9 million contract to provide reduced transit passes for 3,000+ concessionaire employees. Before DEN, she managed business development and events for the Aurora Chamber of Commerce. A Colorado State University graduate and AAAE Certified Member, Rachel loves traveling, exploring new cuisines, and attending concerts and sporting events. Garrett Meyers serves as the Internal Audit Manager at Denver International Airport. In his role, Garrett helps plan, design, and execute risk-based audits to assess and improve the internal control environment at DEN. He graduated with a Master of Accounting degree from the University of Kansas. Before joining DEN in 2023, Garrett spent nearly eight years in public accounting, primarily as a consultant providing outsourced internal audit and risk services. Looking ahead, Garrett will help lead the internal audit team’s efforts to continuously adapt their audit plans and approaches to identify and address the evolving risks of the airport.
Alyssum Skjeie is the Exhibitions Curator within the art team at Denver International Airport (DEN). As part of the Customer Experience department, she is passionate about creating inspiring moments that establish a sense of place for staff and travelers. She looks forward to growing with the art program at DEN through exhibitions and Public Art commissions with an eye towards enhancing the customer experience through engaging programs and displays. She holds a degree in design from CSU Long Beach, and master’s in architectural history from the University of Virginia.

Antonio Tellez Electrician II Airport Operations
Naomi Tucker Equity, Engagement + Inclusion Administrator II Outreach + Engagement Naomi Tucker is a culture enhancer and storyteller dedicated to human connection. As the Equity, Engagement and Inclusion Administrator II at Denver International Airport (DEN), she facilitates the Equity, Diversity and Inclusion (EDI) Team and Employee Engagement Committee, leading initiatives like the CEO Visionary Awards, Dear DEN, cultural events and EDI programs to enrich employee experience. She holds an MA in Theatre from Regent University with a Diversity, Equity, Inclusion and Belonging certificate. A certified Enneagram coach and trauma care practitioner, she integrates growth-focused training into her work. Naomi aspires to create a therapeutic theatre that embraces everyone’s unique story..
Antonio Tellez is a licensed Colorado Journeyman Electrician with over 20 years of experience and an A.A.S. in Electrical Construction. He currently works as a maintenance electrician at Denver International Airport, specializing in Passenger Loading Bridges. With certifications in OSHA 30, NFPA 70E, FEMA ICS 100, 200, and 700, and General Aviation TSA Security Awareness, he brings a wealth of expertise to his role. Antonio is pursuing a B.S. in Aviation and Aerospace Management at Metropolitan State University, fueled by his passion for aviation, travel, and helping others. He also enjoys creating art, photography, and running in his spare time.

Amy Liu, AICP manages the Climate Resilience program at PHL. She leads the implementation of the PHL Stormwater Management Plan and PHL Climate Adaptation and Resilience Plan. Her professional background is in stormwater management and she worked at at the Philadelphia Water Department for 10.5 years prior to joining PHL. Amy aims to learn more about climate science, H&H modeling, airfield drainage and aviation master planning. She is passionate about public service, environmental stewardship and social justice. She has a Bachelor’s of Arts in Environmental Studies from UC Santa Barbara and a Master’s in City and Regional Planning from Cornell University. She enjoys dancing, going to the gym and traveling in her free time.
DeAsia Tyler is the Safety Manager for the Philadelphia International Airport and the Philadelphia Northeast Airport, where she is responsible for the health and safety of the Department of Aviation’s employees. Her Master’s of Science is in Environmental Protection and Safety Management from Saint Joseph’s University. She also holds a Bachelor of Arts in Political Science/ Public Administration from Elizabeth City State University. She is passionate about emergency response. DeAsia aims to create a positive safety culture for all employees.
Ed Davis is a Project Manager at PHL airport, where they oversee a diverse range of construction projects from initial planning through to project closeout. Holding a degree in Civil Engineering from Temple University, they bring a specialized background in water transport and aviation project management. With experience in design, project management, construction coordination, and team leadership, Ed is dedicated to fostering strong teams and promoting continuous professional development. Looking ahead, Edward aspires to progress into senior leadership roles, pursue an advanced degree, and serve as a mentor to develop the next generation of leaders within the industry.

Kyle Sudin is the Director of Commercial Parking & Ground Transportation for PHL where he is responsible for the revenue and customer experience for all the various ways people access the airport: parking, taxis and TNCs, transit, rental cars, etc.. Prior to joining the City of Philadelphia in 2023, Kyle spent over 10 years at the Port Authority of NY & NJ establishing their commercial parking program.
Michael Meyers is a Controller for the Philadelphia International Airport (PHL), where he oversees the Accounting Unit. He has over 20 years experience at the Airport and is passionate about learning how other Airports conduct their business processes.
Milaris Florian is the Director of Safety Management Systems (SMS) for the Philadelphia International Airport (PHL). Her educational background is a Masters in Homeland Security from Wilmington University and a Bachelor of Science in Airport Management minor in Air Traffic from Vaugh College of Aeronautics and Technology. She worked at Wilmington Airport and Burlington International Airport as an Operations Coordinator. She was also at the Mike Monroney Aeronautical Center as a Remote Pilot Operator. She has experience in airports and is passionate about aviation. Looking ahead, Milaris Florian aims to instill a safety culture at PHL and improve everyday operational decision-making.

She began her career as a teacher and principal, earning recognition for transforming schools. Mrs. Davenport served as a principal for several years and received Governor’s Honors for her school’s progression into a School of Excellence. She joined the ATL team in 2017.

Program Summary: Eno AirMAX is a proactive, structured leadership development and exchange program. The eight participants, chosen from four airports, will attend three, one-week knowledge exchange sessions at each participants airport. The program will conclude with a graduation hosted by the Eno Center for Transportation.

While some internal controls exist to check the accuracy of reported revenues, DEN does not have continuous monitoring (sometimes referred to as continuous auditing) techniques in place using analytical tools. NDEN ENO AIRMAX COHORT PARTICIPANT Rachel Gruber Airline + Commercial Affairs Aviation Program Manager | Planning + Engineering ATL SUBJECT MATTER EXPERT Aaron Davis Sr. Director | Asset Management Business Project Statement: Scope 3 emissions (primarily associated with aircraft jet fuel use) represent a hard-to-decarbonize area. DEN’s airline partners have their own ambitious GHG reduction goals, and while Sustainable Aviation Use (SAF) is a primary strategy, we have heard from many in the SAF industry that Colorado may not be a feasible market for high levels of SAF penetration, due to our lack of State-level incentives, lack of refining and pipeline capacity, lack of available SAF feedstocks, etc. We are interested in policy or technological solutions that would make Denver a more attractive market for SAF. My goal is to create an action plan of opportunities to increase SAF use at DEN to create a long- term strategy focused on next steps, engagement with leadership, and the appropriate airport role in the SAF market. This is based on changing workforce has created a lot of vacancies within the airport, they can be filled by either staff or contract employees with pros and cons to each. This project would look at the staffing balance (for project delivering divisions) that other airports utilize to achieve a more scalable and flexible workforce. It would also look at the difference of staffing for a Design, Engineering, and Construction type group versus a Special Projects group and incorporate project distribution to verify staffing projects could be scaled depending on project distribution.
