This is based on changing workforce has created a lot of vacancies within the airport, they can be filled by either staff or contract employees with pros and cons to each. This project would look at the staffing balance (for project delivering divisions) that other airports utilize to achieve a more scalable and flexible workforce. It would also look at the difference of staffing for a Design, Engineering, and Construction type group versus a Special Projects group and incorporate project distribution to verify staffing projects could be scaled depending on project distribution.
