What is IICA?

The Inter-American Institute for Cooperation on Agriculture (IICA) is the specialized international organization of the Inter-American System which, with a rich 80-year history, supports the efforts of the Member States to achieve agricultural development and rural well-being through technical cooperation of excellence. Its Director General, Dr. Manuel Otero, was elected to the position by the Ministers of Agriculture of the Americas for the first time in 2017 and re-elected in 2021 for the period 2022-2026. Since qualifying as a veterinarian, Dr. Otero, a citizen of Argentina, has gone on to become an ex- pert in development issues. Under his leadership, IICA has adopted a new, inclusive, and modern approach to its activities. The organization’s work now focuses on positioning the agriculture sector, agri-food systems, and rural territories as strategic assets, thought of as key spaces and mechanisms for generating employment, income, and foreign exchange, and adding value in rural areas. IICA thereby aims to promote sustainable development and agriculture that is knowledge-intensive, has a human face and is in complete harmony with the environment. Adopting this approach, IICA has strengthened its supply of technical cooperation and, at the same time, become a bridge organization for activities with governments, the private sector, academia, the international community, and civil society, fostering the joint construction of a new rurality. As part of this new agenda, the Institute is focusing its technical cooperation on critical issues which are universal in scope, such as soil degradation, digital inclusion, and the promotion of inno- vation and cooperative enterprises in aid of family farmers, women, and rural youth. In what marked a major institutional transformation, the environmental dimension was also inte- grated into IICA’s technical work, with a view to making robust, lasting contributions designed to increase the resilience of the agriculture sector. In this way, the organization is helping agriculture adapt to, and overcome, the climate vulnerability faced by many of the member countries, while at the same time reducing greenhouse gas emissions and boosting carbon sequestration. All these policy guidelines are grounded in a conceptual framework that is regarded as the corner- stone for IICA past, present, and future, and which underpins all its actions. The core idea is that agriculture is an essential lever for development and, in its modern incarnation, does more than any other activity to foster the creation of opportunities for social progress in rural areas. It is therefore an unparalleled tool for bringing peace and prosperity to rural areas.

At the UN Food Systems Summit , the countries of the Americas presented a common position, arrived at by consensus, regarding the commitments required to strengthen food systems around the world and in the region in particular. The proposal, which was led and facilitated by IICA, was approved by 31 countries of the Americas in a resolution of the Institute’s Executive Committee. Agricultural digitization provides an opportunity to transform agrifood systems. Through the Digital Agriculture in Action mission, IICA is working on various initiatives aimed at making agricultural digitization a dynamic and inclusive process.

Living Soils of the Americas is an initiative led by IICA and Rattan Lal, winner of the World Food Prize 2020. Its governance model is based on the participation of the public and private sectors, with a view to strengthening the sustainability of soils and agrifood systems.

The thematic areas of gender and youth are highly relevant to agricultural and rural develop- ment. In this area of work, IICA fosters the participation of women and youth with a view to counteracting situations of inequality. The inclusion of women and youth improves conditions for sustainable agriculture and the quality of life of their communities. IICA’s Bioeconomy and Production Development Program works to raise awareness, build capacities, support policymaking, and drive projects and investments to capitalize on the bioeconomy in agriculture and rural areas of the Americas.

IICA fosters integrated solutions based on principles that respond to the priorities of its Member States, with a view to achieving a more sustainable, climate-resilient and low- carbon agriculture sector. The Institute supports the implementation of actions aimed at addressing the national priorities set out in the Nationally Determined Contributions (NDCs) within the context of climate change, as well as actions that can boost the inclusion of the agriculture sector in future versions.

The purpose of the Interpretive Center for Tomorrow’s Agriculture (CIMAG) is to highlight the fundamental role of new technologies in the agriculture sector and their impact on the well-being of families living in rural and urban areas, through a virtual educational space.

With respect to associative and cooperative undertakings , IICA and Cooperatives of the Americas renewed their partnership and agreed to design a Joint Cooperation Program to transfer knowledge, tools and digital skills to strengthen the capacities of cooperative undertakings that provide services for family farming, based on the principle of inter-co- operation. IICA’s International Trade and Regional Integration assists the Institute’s member countries in improving their presence in international and regional agrifood markets. To this end, it focuses on two areas of work: fostering market access and trade policy actions to contribute to improving international and regional agricultural trade; and driving trade promotion actions that contribute to identifying and capitalizing on the trade opportunities afforded by trade agreements and integration processes.

The mission of the Global Alliance Against TR4 is to support the banana sector and its main stakeholders in the fight against TR4 through the development of knowledge, technology and mechanisms, with a view to finding a definitive scientific solution to combat and eradicate the fungus. Since the beginning of this management, there have been three corporate priorities:

Institutional transformation through the change to a culture of processes that promo- tes efficiency, alignment, articulation and collaborative work and reduces the response time and attention to internal and external needs. A more efficient and effective institutional management, seeking the solidity of the financial architecture based on the best investment of resources, on the reduction of the cost of services and on the creation of proposals for new forms of financing. Strengthening and evaluating Human Capital, training our employees and recognizing institutional performance.

The main objective of the IICA Goodwill Ambassadors Program is to promote IICA’s key role in agricultural and rural development in the Americas. The program enables IICA to join forces with globally renowned individuals whose reputation and influence transcend national and continental boundaries.

Through the IICA Chair Program , the Institute seeks to give visibility to expert knowledge, foster capacity building and strengthening in the public and private sectors, as well as facilitate the exchange and production of knowledge and experiences, guided by a spirit of international solidarity among its 34 Member States.

AgroArt / IICA’s Virtual Art Museum is a space for dissemination and integration of the artistic expressions of the Americas emanating from the rich and varied diversity of its rural areas. In this early stage, the AgroArt exhibitions present various paintings and pho- tographs. Also available is an audiovisual exhibition that includes songs from the “Popular music tribute to those who work day to day to put food on our tables”, an initiative carried out during the pandemic.

Virtual Art Museum

This award pays tribute to those who are playing a unique dual role: guaranteeing food and nutritional security, by producing under all circumstances, as well as protecting the biodiversity of the planet. It will also emphasize their capacity to be positive role models in rural areas of the region.

Is a digital tool that aims to contribute to the changing ways of formulating policies in the Americas, as it will provide a space for reflection and exchange of perspectives that contrib - ute to strengthening agrifood systems and developing response capacity and resilience to future risks.
