Executive Summary
Working at the UK Parliament offers a unique and rewarding career at the heart of the UK’s democratic system. The Parliamentary Maintenance Services Team (PMST) are accountable for the maintenance of the UK Parliamentary Estate, consisting of buildings that range from the historic Palace of Westminster to the modern Portcullis House, located within a UNESCO World Heritage site, spanning four conservation areas. The Parliamentary Maintenance Service Team (PMST) are responsible for maintaining Commons and Lords buildings across the Estate, including engineering systems, maintenance capital projects delivery, furnishings and ceremonial works. The team consists of multiple functional areas: project delivery, maintenance operations, compliance and commercial. PMST work in collaboration with other departments such as Security, Digital, Parliamentary Commercial Directorate, Strategic Estates, Parliamentary Safety Team and Customer Experience & Service Delivery. PMST consists of over 120 in house staff working alongside a team of Third-Party contractors, who support PMST in the delivery of maintenance hard services and project delivery. We deliver over 70,000 planned and 25,000 reactive tasks a year, managing a budget over £30m per annum.
Parliamentary Estate
The Palace of Westminster The Palace of Westminster, or the Houses of Parliament as it is also known, has changed dramatically over the course of nearly a thousand years of history. Transformed from royal residence to the home of a modern democracy, the architecture and cultural collections of the Palace and the wider Parliamentary Estate have continually evolved, sometimes by design, sometimes through accident or attack. The 1,100-room Palace dates from the mid-1800s and is now one of the most iconic and significant buildings in the world. The Palace is now a Grade I listed building and, with Westminster Abbey and St Margaret’s Church, forms part of the UNESCO Westminster World Heritage Site. One of the most recognised buildings in the world, the Palace of Westminster owes its stunning Gothic architecture to the 19th century architect Sir Charles Barry. The Palace contains a fascinating mixture of both ancient and modern buildings, and houses an iconic collection of furnishings, archives and works of art. Westminster Hall is the oldest building on the Parliamentary estate. What makes it such an astonishing building is not simply its great size and the magnificence of its roof, but its central role in British history. In and around the Hall, grew up the major institutions of the British state: Parliament, the law courts and various government offices. Big Ben The name Big Ben is often used to describe the tower, the clock and the bell but the name was first given to the Great Bell. The Elizabeth Tower, which stands at the north end of the Houses of Parliament, was completed in 1859 and the Great Clock started on 31 May, with the Great Bell’s strikes heard for the first time on 11 July and the quarter bells first chimed on 7 September.
The Northern Estate Increasing demand for space has meant the Parliamentary Estate now extends well beyond the Palace of Westminster. It includes a collection of Grade 1, 2 and 2* listed buildings, located between the Embankment and Parliament St, including the Norman Shaw buildings that were originally used by the Metropolitan Police. The more northerly building was actually the first building to be called New Scotland Yard in 1890. The Southern Estate The Southern Estate consists of a number of buildings occupied by the House of Lords, including Millbank House, a Grade 2* listed building designed by architect W D Caröe for the Church Commissioners as their headquarters on the island site bounded by Millbank, Great Peter Street, Great College Street and Little College Street. Over the years the separate parts of the buildings have been integrated together with the final section at 5 Great College Street now incorporated into the overall island site, forming a single building with full circulation throughout. Fielden House is located on Great College Street, behind Millbank House, which opened in 2023. St James Campus This includes a number of buildings in the St James area of Westminster occupied by House of Commons staff.

Job Description
Job Title: Mechanical and Electrical Asset Manager Salary: B1H1 Contract Type/Duration: Permanent
• Use asset data and CAFM systems to track condition, performance and compliance, and take necessary decisions to ensure they are properly maintained. • Forecast future maintenance and replacement needs, helping to inform the team’s financial forecasts. • Work with teams and other departments to embed good asset practices across the organisation. • The post holder will be responsible for supporting on the collation of pre-construction information at the start of a projects and the transition of construction projects into maintenance operations by ensuring both the physical and digital assets are complete, functional and correctly loaded onto the asset management system. • Adopt a systems thinking approach to effectively map out the buildings and working processes of the parliamentary estate. • Fulfill PMST’s obligations in accordance with the Parliamentary Soft Landings process. Ensure the pre-construction information is compiled and completed works meet the key performance objectives established at project inception. • Transition construction projects into “business as usual” maintenance operation. This will include participating in design, reviewing design information, recording equipment performance in accordance with the parliamentary soft landings process, site inspections, witness testing, familiarisation training and reviewing as-built information including building models. • Ensure that all necessary project O&M’s are complete as part of the handover process and that the necessary asset information is updated in the asset management system. • Handover the construction works by administering familiarisation training for technical colleagues, liaise with maintenance

PMST consists of over 100 in house staff working alongside a team of Third-Party contractors, who support PMST in the delivery of maintenance hard services and project delivery. We deliver over 70,000 planned and 25,000 reactive tasks a year, managing a budget over £30m per annum. The Role As Mechanical and Electrical Asset Manager, you will be responsible for the delivery of end-to-end asset management of plant and equipment within PMST. This is a new role focused on embedding the organisation’s asset management strategy into the operational maintenance team, specifically across mechanical and electrical systems.
You’ll work closely with operational teams to shape processes, improve data and planning, and ensure our assets are maintained efficiently and sustainably (minimising utilities consumption and maximising operating life) using knowledge from industry best practice. Key stakeholder relationships (to include, but not limited to): • Head of Mechanical Engineering and Head of Electrical Engineering. • Head of Operational Maintenance. • Director of PMST and senior leadership team. • Strategic Estates – specifically Property and Asset Strategy Team. • Other operational teams incl. Logistics, Security, Digital, Broadcasting, Customer experience catering etc. • Parliamentary safety team. • External contractors and consultants. • House of Lords facilities.

The role will have two focus areas: • Transitioning construction projects into
“business as usual” maintenance operation. This is referred to as the Parliamentary Soft Landings Process. • Operational Asset Management, reviewing asset performance to inform maintenance planning, scheduling and replacement.
Key Responsibilities
• Lead on development and full implementation of Parliament’s asset management strategy into the operational maintenance team, specifically across mechanical and electrical systems. • As a subject matter expert, ensure all mechanical and electrical systems across the Estate, such as heating, ventilation, electrical systems, lifts and pumps, are properly maintained, performing efficiently and have a clear lifecycle plan. • Provide expert advice and recommendations on how to manage these assets effectively over time to the Head of Mechanical Engineering or Electrical Engineering accordingly. • Put in place processes to monitor, maintain and plan for replacement or upgrade of existing Parliamentary M&E assets, using existing Asset Registers.

• Lead investigations and use technical judgement when writing reports and making decisions regarding defects. Analyse information and generate solutions for rectification, ensuring effective triage and identification root causes, and that lessons are learnt and ways of working amended. • Contribute to the practices of PMST work towards condition-based maintenance so that maintenance teams are enabled to effectively use data analysis to drive the operation and modernisation of our assets, balancing maintenance regimes against available budgets.
• Assist in ensuring work complies with CDM requirements where required, projects follow house safety rules and champion safe working in all circumstances. • Carry out other reasonable duties as instructed by your line manager. • Undertake de-commissioning of buildings and assets which are due to be refurbished or replaced. • Lead on the development tools and process to innovate and streamline the above and add value to the ongoing operation, focussing on condition-based maintenance, efficient preventative maintenance and reducing the risks associated with reactive maintenance. • Produce metrics and reports on project handovers for communication to other parts of the organisation.
Person Specification
Qualifications Technically qualified, minimum NVQ level 4, in appropriate engineering, construction or facilities management discipline.

Experience, Skills and Knowledge Substantial experience of: Experience • Experience of creating maintenance schedules using software systems in complex sites, for mechanical and electrical systems, with operational knowledge of ISO 50001 processes, SFG20 and CAFM systems. • Experience of supporting and implementing CAFM systems upgrades, including stakeholder communications, supplier liaison and monitoring performance post implementation. • To be able to demonstrate knowledge of statutory regulations associated with all building services and Permits to Work systems in highly regulated and controlled environments. • Ability to work pro-actively with broad teams including Contractors, internal teams and stakeholders. • Commercially aware with a sound knowledge of budget preparation, activity prioritisation based on affordability and financial management for maintenance services.
