Welcome to the second Public Information Meeting for the future development of NTE Discovery Park Ltd. lands and former Elk Falls mill site. Aplin & Martin Consultants Ltd. (Aplin Martin) is collaborating with NTE Discovery Park Ltd. on the proposed OCP Amendment Application for the properties located at 4200 and 4405 North Island Highway within the northern portion of the City of Campbell River.
Following the Public Information Meeting on June 27, 2024, we are hosting a second meeting to discuss potential land uses and the proposed green hydrogen facility.

BACKGROUND
INTRODUCTION • The site is located within the northern portion of the City of Campbell River. Historically, the primary use of the site was for the Elk Falls Pulp and Paper Mill, which ceased operations in 2009. • The site spans approximately 497.6 hectares (1,229 acres) in total area, with the former mill occupying 81.6 hectares (202 acres). The remaining area, totalling approximately 416.0 hectares (1,028 acres), is largely undeveloped. • The industrial portion of the site is situated on the northeast corner of the subject site and to the north of the North Island Highway. • According to the Sustainable Official Community Plan (2012), the current land use designation for the area south of the North Island Highway is “Rural” and “Business and Industrial Service Centre”. WHAT IS HAPPENING? • The subject site is designated as Business and Industrial Service Centre, Rural, and Agriculture Land Reserve. NTE Discovery Park Ltd. aims to re-envision these industrial lands and develop the site into a ‘green ecosystem’ industrial centre. This initiative focuses on revitalizing industrial activities and considers integrating complementary uses such as commercial, residential, and recreational facilities to support the creation of a future employment centre. These efforts are intended to contribute to increased job opportunities and economic growth in Campbell River and its surrounding community. • To achieve this development vision, an amendment to the existing OCP and master planning will be required as an integral component of the development process.

How does the plant work?
Key Technologies of the Plant
PEM Electrolyser: This equipment splits water into Hydrogen and Oxygen using electrolysis technology.
Our plant will create 17 tons of green hydrogen every day—2 tons as high-pressure gas and 15 tons as liquid. We start by purifying water, which is then split into pure hydrogen and oxygen in an electrolyzer. The hydrogen is polished to 99.999% purity and either compressed for easy transport or cooled to become liquid hydrogen, ready for storage or delivery. The oxygen byproduct is a bonus, with potential uses in industries like fish farming. With state-of-the-art safety systems in place, we aim to produce green hydrogen in a safe, efficient, and sustainable way.
Our state-of-the-art Hydrogen Liquefier technology cools and compresses hydrogen gas to extremely low temperatures until it condenses into a liquid form for efficient storage and transport.

Safety Facts about Hydrogen
- Rapid Dispersion: - Hydrogen is the lightest element, so if it leaks, it quickly rises and disperses into the atmosphere, reducing the risk of fire or explosion. - Flame Characteristics: - Hydrogen flames are almost invisible in daylight, but they emit UV radiation, which can be detected by specialized UV sensors, ensuring quick detection and response. - No Toxic Fumes: - Unlike gasoline or natural gas, burning hydrogen produces only water vapor, with no harmful smoke or toxic byproducts. - Explosion Risks: - While hydrogen can explode, it needs a very specific concentration (between 4% and 75% in air) and an ignition source; in open spaces, hydrogen typically disperses too quickly to reach these conditions. - Advanced Detection Systems:
Hydrogen safety is a top priority in modern plant and fueling station design. Despite common misconceptions, hydrogen is no more dangerous than other fuels like gasoline or natural gas. In fact, its properties, such as rapid dispersion and non-toxicity, make it safer in many scenarios. Today’s hydrogen facilities are built with advanced safety systems, including leak detection, automatic shutoffs, and robust ventilation. These features, combined with rigorous safety protocols and regular inspections, ensure that hydrogen can be produced, stored, and used safely in everyday applications.
