BACKGROUND

INTRODUCTION • The site is located within the northern portion of the City of Campbell River. Historically, the primary use of the site was for the Elk Falls Pulp and Paper Mill, which ceased operations in 2009. • The site spans approximately 497.6 hectares (1,229 acres) in total area, with the former mill occupying 81.6 hectares (202 acres). The remaining area, totalling approximately 416.0 hectares (1,028 acres), is largely undeveloped. • The industrial portion of the site is situated on the northeast corner of the subject site and to the north of the North Island Highway. • According to the Sustainable Official Community Plan (2012), the current land use designation for the area south of the North Island Highway is “Rural” and “Business and Industrial Service Centre”. WHAT IS HAPPENING? • The subject site is designated as Business and Industrial Service Centre, Rural, and Agriculture Land Reserve. NTE Discovery Park Ltd. aims to re-envision these industrial lands and develop the site into a ‘green ecosystem’ industrial centre. This initiative focuses on revitalizing industrial activities and considers integrating complementary uses such as commercial, residential, and recreational facilities to support the creation of a future employment centre. These efforts are intended to contribute to increased job opportunities and economic growth in Campbell River and its surrounding community. • To achieve this development vision, an amendment to the existing OCP and master planning will be required as an integral component of the development process.
