Alternative Provision Service (APS) APS is a well-established local authority (LA) service dedicated to ensuring the quality assurance of approved providers. It facilitates Havering’s schools in commissioning alternative provision and support for vulnerable and complex pupils. APS collaborates closely with headteachers and their staff to prevent exclusions and engage pupils in their education by enhancing attendance, promoting mental health and wellbeing and improving attainment and progression.

We can provide monitoring of your building alarm systems based on your requirements. We are able to connect your existing alarm system panel to our Alarm Receiving Centre (ARC). This allows the panel to communicate threats to the ARC which will phone your nominated key holder, who can be a site manager, other site official or a security company. In the event of fire alarm activation, the ARC will call the fire brigade.

Educational Computer Centre – Computing Support Educational Computer Centre Computing Support (ECC) for schools offers you remote and onsite technical support for an ECC-supplied “hybrid” administration network combined with a curriculum- based RM CC4® in partnership with RM®. All ECC service plans provide a time allocation of technical support for all of your computing needs with supported hardware and software.

Pooled funding arrangements enable schools and academies to benefit from economies of scale and shared risk. Free School Meals Eligibility Checking Service Our quick and easy Free School Meals Eligibility Checking Service helps determines pupil eligibility for Free School Meals and Pupil Premium. What the service offers l An automated online checking tool to assess pupil eligibility with no additional proof of eligibility required l Early notification of pupils’ free school eligibility l No annual renewal by parents or guardians is required (eligibility is recorded as ‘continuous’) l Academies will receive immediate advice of new claimants. Parents/guardians also receive confirmation of eligibility. l Regular data checks and reconciliation of
central data of academy or school records for funding purposes l Where the school thinks it appropriate, we will contact parents or guardians on matters relating to free school meals on their behalf. l Attendance and representation at meetings with and on behalf of union members in relation to issues where school-based employees have a statutory right to representation, e.g. grievances, redundancy, TUPE transfers, etc. General Insurance This service, delivered on behalf of Starting Well (formerly Education Services) and London Borough of Havering’s (LBH) Insurance & Risk team, offers a gateway for LA-maintained special schools to be included as part of LBH’s insurance policy for maintained schools. The budget for insurance is delegated to special schools, and this service ensures that sufficient insurance cover for buildings, contents, staff, pupils and visitors is available to procure. l Advice and guidance on insurance and insurance related risk matters as well as assisting and supporting schools with claims, including complex claims provided by the LBH Risk & Insurance team l Subscription includes corporate insurances including public and employer’s liability, property insurance and any specialist insurance relating to a specific item, e.g. all- weather pitches Maternity Leave Reimbursement Scheme This service, delivered on behalf of Starting Well (formerly Education Services), provides LA-maintained special schools the opportunity to be included in the LA’s pooled funding arrangements for LA-maintained primaries. This pooled arrangement gives schools the confidence that, should a member of staff be absent due to maternity, there would be no cost to the school thanks to the existing budget provision for that staff member. Trade Union Facility Time (TUFT) This service, delivered on behalf of HES and trade unions, enables the pooled provision of Trade Union Facility Time (TUFT), which allows reasonable facility time for trade union representatives to carry out trade union duties and training (based on individuals’ union membership), ensuring broad representation
of union members in Havering’s schools and academies. Please note, the pooled funding for facility time for LA maintained primary schools has been de-delegated in agreement with the Schools Funding Forum. De-delegation is not permitted for academies or special schools; instead, charges are made at a price per pupil or a price per place. The following trade unions receive facility time:

The pooled trade union facility time arrangements provide consultation,

Our experienced team will ensure that your governing body (GB), local commitee or trust board is kept up-to-date and stays compliant with the relevant regulations and requirements, and makes a positive contribution to the leadership and management of your school or Trust. We can provide support from the compilation of the bespoke agenda, advice and guidance at meetings, and preparation of accurate minutes. Support is available 52 weeks a year and there is a comprehensive training programme for Havering subscribers. Some training sessions are also available to governors and trustees from other local authorities. Additional support can be purchased, subject to availability for issues including complaints and clerking for pupil exclusion and HR hearings. Grounds Maintenance The London Borough of Havering’s Grounds Maintenance Services team can provide your school with specialised grounds maintenance and gardening services, whatever the weather. We operate a ‘year planner’ style bespoke scheduling system that lists work to be carried out on a week-by-week basis, and you will only be invoiced each month for the work carried out.

Health and Safety Advisory Service The oneSource Health and Safety Advisory Service provides clients with access to a range of competent fire and health & safety services to enable them to fulfil their statutory duties relating to occupational health and safety.

These include access to guidance, the Schools’ Health and Safety Manual, Annual Internal Monitoring Checklist and Health and Safety bulletins developed by the oneSource Health and Safety Team. Subscribers receive a termly newsletter containing details of recent cases, a summary of distributed information, advice and reminders on important issues. They also have access to discounted rates for training and complementary management systems, Smartlog & EVOLVE. l Fire Service : Services available include fire risk assessment, fire door inspection, and fire
marshal, fire extinguisher and evacuation chair training. l E-learning: We offer e-learning packages which include over 300 titles covering the work of education establishments. What the service offers Our Human Resources Service provides complete cover on both employee relations and conditions of employment as follows: l Employee relations (ER) A dedicated HR Consultant will provide unlimited support to resolve individual employee relations issues. Schools will also have support from the wider HR team in terms of providing model policies and management toolkits which are reviewed annually as well as general HR advice that is not related to a specific case. l Conditions of employment Schools will have a named HR Officer who will be the point of contact for contracts and variation letters as well as on the administration of terms and conditions of employment. Schools will also have the support from the wider HR Team in terms of continual review and improvement of the documentation and systems we use and to ensure that schools are kept up- to-date of any changes that affect this service.
l HR support This is a bespoke service specifically designed for Multi Academy Trusts who have a dedicated HR function within their Trust. MATs will have access to a named HR Consultant to advise on ER issues, and the HR Manager for the provision of strategic support which includes production of bespoke HR policies and management toolkits. Internal Audit Our team of experienced, friendly and open auditors will deliver a comprehensive assurance programme tailored to your individual school and designed to ensure compliance with both legislative and local policy. Internal Audit can offer their service to Havering maintained schools, academies and out of borough schools. Havering maintained schools are currently audited by the local authority and, in the interim years, can purchase a health check which provides assurances to headteachers and governing bodies with regards to the system of internal control in the school’s key risk areas. Academies and out of borough schools are able to purchase a tailored service to suit their requirements.
