Alternative Provision Service (APS) Supporting Schools. Empowering Pupils. Ensuring Quality. The Alternative Provision Service (APS) is a highly regarded Local Authority service dedicated to quality‑assuring approved providers and supporting schools across Havering to commission effective alternative provision for vulnerable and complex pupils. Working closely with headteachers and school staff, APS aims to prevent exclusions, promote positive engagement, strengthen attendance, support mental health and wellbeing, and improve educational attainment and progression.

Our pathways APS coordinates multi‑agency assessments to place pupils into one of Havering’s six structured educational pathways: 1. Early Intervention 2. Social Emotional Mental Health & Wellbeing 3. SEND Support 4. Offsite Alternative Provision 5. Crime Prevention 6. Onsite School Interventions These pathways ensure that pupils receive the right support at the right time. Our services APS offers a comprehensive package of support to schools, including: Quality Assurance & Compliance l Assurance of AP provider quality l Legislative guidance l Support with Ofsted AP expectations Pupil Support l Multi‑agency pupil assessment and matching l Monitoring of attendance, engagement and progress l Advocacy for schools and families l Support with Inclusions Gateway processes Professional Support & Development l Access to the AP Network l Continued Professional Development opportunities l Information, advice and guidance for all AP matters Systems & Infrastructure l AP attendance tracking system
