Counties plan review

Counties staff fielded questions about Clarence-Rockland’s future urban poten- tial during an open house on the official plan. Louis Prévost, planning director for the United Counties of Prescott-Russell (UCPR), estimated at least 30 people turned out at City Hall in Rockland Oct. 23 for an after- noon open house on the UCRP Official Plan draft revision (OP). Similar open houses in The Nation and Casselman over a two-day period saw similar sized turnout with a va- riety of questions posed to Prévost and his people. “It ranged quite a bit from the urban ex- pansion area for Rockland, which was a hot topic,” said Prévost, “to the (proposed) as- phalt plant.” The asphalt plant Prévost referred to is an industrial development project proposed for land located in the Jessops Falls area. The project has been a focus of controversy because of concerns how such a develop- ment might affect the natural heritage of the area, local property values, and traffic patterns. Prévost said the proposal is not part of the current OP review and revision because the asphalt plant file is not active now. “We’re not dealing with this in the current OP because it’s been set aside,” Prévost said. “It’s been put on the back burner by the de- veloper.” Most of the other questions Prévost and other counties planning staff fielded dur- ing the Rockland open house concerned the importance and impact of the Rockland urban expansion area and what it might mean for the community in general and people living in or near the area.
