ABOUT UNIVERSITY OF BRIGHTON From small beginnings in 1850s Brighton, the University of Brighton has grown to a complex and diverse institution based in two locations across the south coast of England. Starting as a school of art in the kitchens of the Royal Pavilion, it has grown to become the diverse and inclusive institution it is today. ESTATES AND FACILITIES DEPARTMENT Estate and Facilities Management manages the physical environment in which staff and students work, live and learn. Our commitment is not only to provide excellent facilities for the university community as a whole, but to contribute to ensuring an enriching student experience through fit for purpose, high quality buildings and support services. PURPOSE OF THE ROLE To design and lead the delivery of the strategic direction for the physical security of the University of Brighton and lead operational security for all campuses and buildings, establishing a secure estate and campus for staff, students and visitors Line management responsibility for: Senior Security Officer and Security Systems Officer. MAIN AREAS OF RESPONSIBILITY: STRATEGIC DIRECTION • Design, deliver and lead the security strategy for the university, to establish a secureenvironment for employees, students and visitors and to maintain the security of buildings and property. • Evaluate risk and identify suitable security solutions to maintain and continually improve the security of the campus and to deliver supporting change programmes, as required. • Develop and maintain Key Performance Indicators to measure the performance and delivery of the security provision. Produce and present reports to consistently update on security performance, incidents, risks and concerns . • Manage the security budget and identify opportunities for efficiencies, savings and investments.
PEOPLE MANAGEMENT
• Define and implement a professional security guarding service that provides 24/7 cover across the estate. • • Develop and lead a high performing team that meets the university’s security needs, with direct line management of the manager of the team. • • Ensure the continuous development and training of the security team. • Oversee the management of regular staff reviews, performance, absence and employee related matters.
OPERATIONAL LEADERSHIP • Build and manage effective relationships and collaborate with stakeholders in matters regarding university security (cyber, data protection). • Develop and lead the implementation of security policies, standard operating procedures, escalation procedures and reporting systems. • • Lead the response to and resolution of serious and critical incidents, implementing the university’s emergency and major incident response processes. • Continually monitor and improve the university security measures to ensure best practice. • Participate in the development and implementation of contingency planning and incident / emergency response management in collaboration with key stakeholders (including • Director of Occupational Safety & Health Services and Director EFM). Create and manage a security risk register, advise senior leaders of current and potential risks and develop effective mitigation plans. • Maintain own and university awareness of any local issues or activities that impact the physical security of the campuses, employees, students or visitors. • Understand trends, patterns and activities that may impact the security of the university, collaborating with the local police force and other local stakeholders. Provide updates on security concerns in the local area. • Provide specialist expertise and technical knowledge to project managers and estates colleagues to improve the security & CCTV infrastructure across the estate. Develop and manage the policy and standard operating procedures. • Any appointment is generally made at the bottom of the salary range for the grade dependent upon experience and previous salary. • The University of Brighton welcomes job sharers. Job sharing is a way of working where two people share one full-time job, dividing the work, responsibilities, pay, holidays and other benefits between them proportionate to the hours each works, thereby increasing access to a wide range of jobs on a part-time basis. The advert for the post for which you are applying will indicate whether applications from job sharers can be considered (this may not be possible for a post that is already part time for example).
