Afaaq Thaqafiyya – Cultural Blueprints
قيام اتّحاد دولة الإمارات ، مرّت المراحل التأسيســـــيّة 1971 ، وحتى اكتمالها عام 1968 منـــــذ انبثاق فكـــــرة ال ًاتّحاد عام بسلسلة طويلة من النّقاشات والمفاوضات وصياغة السّياسات، في مسار شاق تداخلت فيه الآمـــــال بالخيبات، والنّجاحـــــات بالتعثّرات. وبفضل الدّعم الثّابت والتّعاون الصّادق من حكّام الإمارات، تمكّن الشـــــيخ زايد من تجاوز العقبات الكبرى بمهارة عالية وقدرة استثنائيّةٍ، ليبرز في نهاية المطاف بوصفه مهندس الًاتّحاد الأوّل، والرّوح الملهمة التي وقفت وراء ترســـــيخ الوحدة الوطنيّة وبناء الهويّة الإماراتيّة. 1971 وقد شـــــكّل الإعان الرســـــمي عن قيام اتّحاد دولة الإمارات في الثّاني من ديسمبر عام تتويجًـــــا لحلـــــم حمله الشـــــيخ زايد في قلبه، فيما جـــــاء انتخابه أوّل رئيـــــس لاتّحاد تتويجًا لمسيرته السياسيّة، وإيذانًا ببداية فصل جديد في تاريخ المنطقة. انتصار الاتحاد مثّل مياد الًاتّحاد بداية عصر جديد في ســــــــجل تاريخ الإمارات، عصرًا تحدّى الشّكوك كلّها حول قدرته على الصّمود، ونال، منذ لحظته الأولى، تقديرًا واســــــــعًا وإشادة دوليّةً، بوصفــــــــه “اتّحادًا فريدًا من نوعه”، وشــــــــاهدًا حيًّا على أحد أنجح نمــــــــاذج التّكامل في التّاريخ العربي الحديث. واليوم، يقف العالم أمام إنجازات الشـــــيخ زايد بن ســـــلطان آل نهيان وإرثه الخالد، وتســـــطع مســـــيرة الإمـــــارات نحو ال ًاتّحاد بوصفها “إحـــــدى ظواهر العصر الحديـــــث”. أمّا موجة الفرح والفخـــــر التي تعـــــم الباد كل عام في يومها الوطنيّ، فهـــــي التّعبير الأصدق عن وفاء النّاس، مواطنين ومقيمين، واحترامهم وامتنانهم لآباء ال ًاتّحاد ولقادة الدّولة الذين واصلوا مســـــيرة . البناء والنّهضة.
and exceptional ability, and emerged as the principal ar- chitect of the federation and the supreme inspiration be- hind fostering Emirati unity and national identity. The formal establishment of the Federation of the UAE on 2 December 1971, marked the fulfilment of Sheikh Zayed’s cherished mission, and his election as its First President was the crowning achievement of his political career. FEDERATION TRIUMPHS The birth of the Federation heralded the dawn of a new era in the annals of the Emirates defying the negative forebodings about its survival, and received widespread recognition and glowing tributes as a “unique associa- tion of states”, and a living testimony to the successful example of integration in modern Arab history. The world today is witness to the glorious achievements and legacy of Sheikh Zayed bin Sultan Al Nahyan, and the UAE success story is aptly described as “one of the phenomena of the modern era”. The wave of jubilation and euphoria that sweeps across the country every year on the ‘National Day’ is proof of the loyalty, respect and gratitude of the people, Emiratis and expatriates alike, towards the Founding Fathers of the Union and the pres- ent leadership of the UAE. .

من تسع إلى سبع لم يطل التّفاؤل الذي رافق ولًادة الًاتّحاد، إذ سرعان ما كشفت الخافات المتعلّقة بالقرارات الســـــياديّة الكبرى عن نذر تصدّع داخليّ، أثار شـــــكوكًا واســـــعة حول قدرة اتّحاد يضم تســـــع إمـــــارات على ال ًاســـــتمرار والصّمـــــود. وبحكمته المعهودة وبصيرته الدّقيقـــــة بطبيعة المنطقة وتعقيداتها السياســـــيّة، لم يكن الشـــــيخ زايد مُفرطًا في تفاؤله بديمومة هذا الكيان، غير أنّه، بصفته رجل دولة يتحمّل مســـــؤوليّة التّاريخ، ألقى بكل ثقله خلف المشـــــروع دعمًا لمســـــاره الوحدويّ. وإذا كان صاحب المبادرة الأولى في إطاق حلم الوحدة، فإن بطء تقدّم التّجربة وتعثّر خطواتها بدا محبطًا له. إل ًا أن ذلك لم يلبث أن قاده إلى قناعة راسخة بأن الخيار الأكثر واقعيّة في ظل الظّروف القائمة يكمن في المضي نحو وحدة إمارات ساحل عُمان المتصالح، بوصفها “وحدة طبيعيّةً” أشـــــد قدرة على التّعاون الفاعل، وأيســـــر قبولًا للتكّامل المستقبلي مع البحرين وقطر. وفي الجوهر، كان احترام الشـــــيخ زايد العميق لتطلّعات شـــــعبه وآماله هو المحرّك الأســـــاس لتمسّـــــكه بـــــروح التفاؤل إزاء الًاتّحـــــاد المنتظر، وإيمانـــــه بقدرته على جمع الإمارات السّـــــبع في كيان واحد قادر على تشـــــكيل منظومة دفاعيّة متماســـــكة تصـــــون أمن الخليج وتحفظ اســـــتقراره. وقبل قيام الًاتّحاد بشـــــهرين فقط، أكّد هذا الموقف بلهجة قاطعة أمام المجلس الًاستشاري الوطني في أبوظبي، حين أعلن أن الًاتحاد ليس خيارًا عابرًا، بل ضرورة وطنيّة، و“قدر المنطقة، وقدر الأمّة العربيّة.” كانت السّـــــلطات البريطانيّة تعلّق آمالها على الشـــــيخ زايد، معتبرة أن أبوظبي، بما تمتلكه من قوّة اقتصاديّة ومكانة سياسيّةٍ، ستكون بطبيعتها العنصر القائد في الًاتّحاد الجديد. غير أن الأهم من ذلك أن أبناء الإمارات أنفســـــهم كانوا يتطلّعون إليه بشغفٍ، راجين أن يتولى قيادة صياغة البنية السياســـــيّة التي ســـــتقوم عليها دولة الًاتّحاد، وأن يضطلع بالدّور المحوري في تشكيل كيان يجمع الإمارات السّبع تحت راية واحدة، وعلى مسار مشترك.
In fact, it was out of deference to the hopes and aspira- tions of his people, that Sheikh Zayed remained opti- mistic about the prospective union, and confident about his ability to unite the seven Emirates and evolve a via- ble defence system for the security and stability of the Gulf region. Two months before the federation became a reality, he had emphatically declared in the meeting of Abu Dhabi’s National Consultative Council that the federation was a national imperative – “the destiny of the region and the destiny of the Arab nation.” The British authorities pinned their hopes on Sheikh Zayed and believed that Abu Dhabi, with its strength and wealth, will be a natural leading element in the new Union. More importantly, the people of the Emirates ar- dently looking forward to him to play the leading part in evolving the new political structure constituting the fed- eration of the seven Emirates. ESTABLISHMENT OF THE FEDERATION OF THE UAE From the initiation of the idea of the federation in 1968, to its culmination in 1971, the laborious process of discus- sions, negotiations and policy-making that sculpted the different stages of its formation, were marred by hope and despair, success and failure. With the steadfast sup- port, commitment and contributions of the fellow Rulers of the Emirates, Sheikh Zayed succeeded in weathering the insurmountable obstacles with consummate skill ٍ
