quality of life, and contributes meaningfully to the emirate’s sus- tainable development. We view housing not merely as a service, but a foundational pillar of social stability, economic growth, and community cohesion. To achieve this, we are committed to a model that focuses on planning residential communities that offer all the components of dignified living - including educational, healthcare, commer- cial, and recreational facilities, as well as green spaces and pub- lic amenities - all aligned with Abu Dhabi’s urban master plan. A key element of our strategy is providing citizens with diverse housing options and the freedom to choose locations that best meet the needs of their families. As part of our sustainability efforts, we launched the Circular Housing Guide, which promotes the efficient use of resources in housing construction and introduces practical measures to reduce waste. This includes curbing greenhouse gas emissions, recycling construction materials and repurposing them across various applications, and prioritising environmentally friendly alternatives. This marks a significant shift toward a sustainable housing model that integrates the principles of circular econo- my into the design and delivery of projects. Ultimately, our goal is to support Abu Dhabi’s long-term devel- opment vision by empowering citizens, strengthening family stability, and creating future-ready housing solutions built on quality, innovation, and sustainability, while preserving nation- al identity and the cultural fabric of Emirati society. What are the Authority’s priorities for the next five years, and what local or international partnerships do you aim to establish to accelerate housing solutions?

من خلال هذه الاســــــتراتيجيّة الشاملة، نهدف إلى المساهمة في تحقيق رؤيــــــة أبوظبــــــي التنمويّة، عبر تمكيــــــن المواطنين، ودعم اســــــتقرارهم الأسريّ، وتقديم حلول إسكانيّة مستقبليّة ترتكز على الجودة، والابتكار، والاســــــتدامة، مع المحافظة على الهويّة الوطنيّة والخصوصيّة الثقافيّة للمجتمع الإماراتيّ. مــــــا هي أولويّــــــات الهيئة خلال الســــــنوات الخمس المقبلــــــة، وما هي الشراكات المحليّة أو الدوليّة التي تسعون إلى إقامتها لتسريع حلول الإسكان؟ خلال السنوات الخمس المقبلة، تركّز هيئة أبوظبي للإسكان على تنفيذ وحدة سكنيّة، وقرابة 28,000 خطّة إسكانيّة تشـــــــــمل تطوير أكثر من قطعة أرض، وتهدف إلى تعزيز جودة حياة المواطنين وتلبية 15,000 احتياجاتهم المتنوّعة. وتشـــــــــمل الأولويّات تسريع إجراءات تخصيص المساكن وتخفيض مدّة الانتظار.
نحرص في الهيئة على تبنّي نموذج يقوم على تخطيط مجتمعات سكنيّة متكاملة تتوفّــــــر فيهــــــا جميع مقوّمات الحياة الكريمة، من مرافق تعليميّة وصحيّة وتجاريّة، إلى مســــــاحات خضراء ومرافق عامّة، بما ينســــــجم مع المخطّــــــط الحضري لإمارة أبوظبــــــي. كما نولي أهميّة كبيرة لتوفير خيارات ســــــكنيّة متنوّعة تُتيح للمواطنين حريّة اختيار مواقع مساكنهم بما يتناسب مع احتياجاتهم. وانطلاقًا من التزامنا بالاستدامة، أطلقت هيئة أبوظبي للإسكان “الدليل الإرشادي للإســــــكان الدائريّ”، الذي يركّز على آليّات الاســــــتخدام الأمثل للموارد المستخدمة في بناء المســــــاكن، ويقدّم إرشــــــادات لتقليل النفايات، بما يُسهم في تقليل انبعاثات الغازات الدفيئة المسبّبة للاحتباس الحراريّ، و إعادة تدوير المواد المستخدمة في عمليّات البناء وتوظيفها في مجالات أخرى، بالإضافة إلى استخدام المواد الصديقة للبيئة. تُمثّل هذه الخطوة نقلة نوعيّة نحو نموذج إسكان مستدام، وتطبيق معايير الاستدامة والاقتصاد الدائري في تصميم وتنفيذ المشاريع.
Over the next five years, the Abu Dhabi Housing Authority will focus on implementing a housing plan that includes more than 28,000 housing units and approximately 15,000 residential plots, with the overarching goal of enhancing citizens’ quality of life and responding to their evolving needs. One of our main priorities is to accelerate the allocation of homes and reducing waiting times, ensuring that citizens can access housing solutions more efficiently. To achieve this, we intend to broaden our strategic partnerships with both public and private entities. Locally, we are strengthening our collaboration with organisations such as the Abu Dhabi Projects and Infrastructure Centre, as well as leading real estate developers, in order to diversify hous- ing options and streamline delivery. We are also focusing on technological partnerships with digital ser- vice providers to advance our digital transformation, while also open- ing the door to collaboration with international experts across various
