هــــــل يمكنكم توضيــــــح الآليّة الجديدة التي تُتيــــــح للمواطنين اختيار المنطقة السكنيّة المفضّلة لديهم، وما الأثر المتوقع لها؟ أطلقــــــت هيئة أبوظبي للإســــــكان خدمة “إبداء الاهتمــــــام”، التي تهدف إلى تطوير آليّة تخصيص المســــــاكن، وتُتيح للمواطنين المؤهّلين اختيار المشــــــروع السكني المفضّل لديهم عبر تطبيق “إسكان أبوظبي”، استنادًا إلى الموقع، وتاريخ الإنجاز، وغيرها من المعايير. وتُمكّن هــــــذه الخدمة المواطنين من مقارنة المشــــــاريع المتاحة، وحجز وحداتهم الســــــكنيّة مباشرة على الخريطة، وذلك بهدف تعزيز الاستقرار الاجتماعي وتحقيق التقارب الأسري بين المواطنين. وستُســــــهم هذه الخدمة في تحسين تجربة المستفيد، وتعزيز التخطيط الأســــــريّ، ودعم الشــــــفافيّة، ومنح المواطنين حريّة اختيار مكان سكنهم بما يلبّي تطلّعاتهم ويُعزّز جودة حياتهم. كيــــــف تعمــــــل الهيئة على جعل تملّــــــك المنازل أكثر ســــــهولة من خلال خيارات التمويل مثل القروض، والمنح، أو الشراكات مع البنوك؟ تعمل هيئة أبوظبي للإســــــكان على تســــــهيل تملّك المواطنين لمساكنهم، ومــــــن أبرز خطواتها في هذا الاتّجاه توقيع اتفاقيّات لشــــــراكات جديدة مــــــع أربعة بنوك وطنيّة، لتقديم تمويلات عقاريّة إضافيّة للمســــــتفيدين من قروض الإسكان. وتمنــــــح هذه الاتفاقيّات المواطنين فرصة الحصول على تمويل إضافي ســــــنة، مع 25 درهم، بفترة ســــــداد ميسّــــــرة تمتد إلى 500 , 000 يصل إلى من الفوائد أو المرابحات. 50% تحمّل حكومة أبوظبي وتهدف هذه المبادرة إلى توفير حلول مرنة تناســــــب احتياجات الأســــــر الإماراتيّة، وتمنحها القدرة على اختيار المســــــكن الأنسب لها. وتُعد هذه الاتفاقيّــــــات خطوة تعكــــــس التزام الحكومة بتمكين المواطن من امتلاك مسكن يُحقّق له ولأسرته الاستقرار. ما الذي تعتبرونه الإنجاز الأكثر أهميّة للهيئة تحت قيادتكم حتى الآن؟ عملت هيئة أبوظبي للإســــــكان على توفير أكبر عدد من المنافع السكنيّة 15 ألف مســــــكن موزّعة على 20 فــــــي تاريخ الإمارة، حيث تم طرح نحو مشروعًا في مختلف أنحاء إمارة أبوظبي، مع إتاحة الفرصة للمواطنين لاختيار مساكنهم ضمنها. آلاف منفعة ســــــكنيّة للمواطنين 10 بالإضافــــــة إلــــــى ذلك، تم توزيع نحو خلال العــــــام الجــــــاري، وهو ما رفع عدد المواطنين الذين اســــــتفادوا من ألف مواطن، وهو رقم غير 30 المنافع السكنيّة خلال هذا العام إلى نحو مسبوق في تاريخ برامج إسكان المواطنين في الدولة. وعلــــــى صعيد آخر، تم اعتماد مجموعة من التســــــهيلات الإضافيّة ضمن منظومة القروض الســــــكنيّة، شــــــملت خصومات مالية مباشرة، وتمديد فترات السداد، ودعم فئات الدخل المحدود، بما يعكس نهجًا مرنًا وشاملا يستجيب لاحتياجات المواطنين، ويُعزّز جودة الحياة في إمارة أبوظبي. بخلاف عدد الوحدات السكنيّة المُسلَّمة أو المنح والقروض التي أُقرّت، كيف تقيسون النجاح، وما آليّات التغذية الراجعة التي تساعدكم على تتبُّع وتلبية احتياجات المواطنين المتطوّرة؟ نحـــن فـــي هيئـــة أبوظبـــي للإســـكان نؤمن بـــأن النجاح لا يُقـــاس فقط بعدد الوحدات السكنيّة المُسلّمة أو القروض والمنح المقدّمة، بل أيضًا بمدى رضا المواطنيـــن وملاءمـــة الحلول المطروحـــة لاحتياجاتهـــم المتغيّرة. ولهذا، : نعتمد نهجًا شاملا في قياس الأداء وتحسين الخدمات، من خلال ما يلي تُجري الهيئة استطلاعيْن للرأي لقياس مستوى رضا المتعاملين عن ● الخدمات المقدّمة، وذلك بالتعاون مع مركــــــــز الإحصاء - أبوظبي، إلى جانــــــــب التعرّف علــــــــى تفضيلاتهم واحتياجاتهــــــــم في قطاع الإسكان الحكوميّ. تحليــــــل ملاحظات المتعاملين الــــــواردة عبر كافة القنوات، مثل مركز ● الاتصال، التطبيق الذكيّ، ومواقع التواصل الاجتماعيّ، بهدف تطوير الخدمات المقدّمة وتحسين تجربة المتعاملين.

كما تســــــعى الهيئة إلى توســــــيع شــــــراكاتها مع القطاع الخاص مركز أبوظبي للمشاريع والبنى والمؤسّســــــات الحكوميّة، مثل التحتيــــــة، لتوفير مزيد من الخيــــــارات وتقليص مدّة الانتظار للحصول على المساكن. وبالإضافــــــة إلــــــى ذلك، تعمل الهيئة على بناء شــــــراكات تقنيّة مــــــع مزوّدي الخدمات الرقميّــــــة لدعم التحوّل الرقميّ، وتفتح المجــــــال للتعــــــاون مع خبراء دوليين فــــــي مختلف المجالات، بهدف اســــــتقطاب أفضل الممارســــــات العالميّة وتطبيقها بما يخدم رؤية أبوظبي للتنمية الحضريّة والاستدامة. ما دور الهيئة في الحرص على أن تلبّي المشــــــاريع الســــــكنيّة احتياجــــــات العائــــــلات الإماراتيّة في المناطــــــق الحضريّة والريفيّة؟ تلعــــــب هيئــــــة أبوظبي للإســــــكان دورًا محوريًّــــــا في الحرص علــــــى أن تلبّي المشــــــاريع الســــــكنيّة الحكوميّــــــة الاحتياجات الفعليّــــــة للعائلات الإماراتيّة فــــــي مختلف المناطق، من خلال اعتمــــــــاد نهج تخطيطي شامل ومتكامل يُراعي الخصوصيّة الاجتماعيّة والثقافيّة. وتحرص الهيئة على تصميم المجتمعات الســــــكنيّة بما يعكس نمط الحياة الإماراتيّ، من خلال توفير مســــــاكن بمســــــاحات مناســــــبة، وعــــــدد غرف يلائــــــم احتياجات الأســــــر، إلى جانب تخصيص مناطق خدميّة تشــــــمل مدارس، ومساجد، ومرافق صحيّة، وحدائق، ومراكز مجتمعيّة، بما يضمن بيئة معيشــــــيّة متكاملة. كما تلتزم بتوزيع المشاريع جغرافيًّا لتغطي مختلف مناطق الإمارة. وتعمل الهيئة أيضًا على تعزيز الاستقرار الاجتماعي والتقارب الأســــــري من خــــــلال تمكيــــــن المواطنين من اختيــــــار مواقع مساكنهم ضمن المشــــــاريع الجديدة، ممّا يمنحهم مرونة أكبر، ويُعزّز مواءمة المساكن مع تطلعاتهم.

What role does the Authority play in ensuring that housing projects meet the needs of Emirati families in both urban and rural areas? The Abu Dhabi Housing Authority plays a pivotal role in ensuring that government housing projects address the real needs of Emirati families across all regions, by adopting a comprehensive planning approach that respects the social and cultural fabric of the community. The Authority designs residential communities to reflect the Emirati way of life, providing homes with suitable floor areas and room configurations that meet family needs, along with essential facilities such as schools, mosques, healthcare centres, parks, and community hubs - all crucial to creating a complete living environment. It also ensures that housing projects are geographically distributed to cover every region of the emirate. To further support social stability and family cohesion, the Authority provides citizens with the option to choose the locations of their homes within new de- velopments. This added flexibility strengthens the alignment between housing options and family aspirations, allowing communities to grow in a way that meets both practical requirements and cultural expectations. Could you explain the new mechanism that allows citizens to choose their preferred residential area, and what impact it is expected to have? The Abu Dhabi Housing Authority has introduced the Expression of Interest service to enhance the housing allocation process by allowing eligible citizens to choose their preferred residential project through the “Iskan Abu Dhabi” app. Selection can be made based on several factors, including location, completion date, and other relevant criteria. Through this service, citizens can compare available projects and directly re- serve their housing units using the map feature. This approach helps strength- en social stability and encourage families to live closer together within the same communities. The service is expected to improve the overall beneficiary experience, support family planning, reinforce transparency, and provide citizens with greater free-
dom in choosing where they wish to live - ensuring that housing options align with their aspirations and contribute to a higher quality of life. How is the Authority making homeownership more accessible through financing options such as loans, grants, or partnerships with banks? The Abu Dhabi Housing Authority is working to make homeownership more accessible by providing flexible financing options to citizens. A key step has been the signing of new partnership agreements with four na- tional banks to offer additional real estate financing for beneficiaries of housing loans. Through these agreements, citizens can access supple- mentary financing of up to AED 500,000, with flexible repayment peri- ods of up to 25 years - while the Abu Dhabi Government covers 50 percent of the interest or profit rate. This initiative provides adaptable solutions that match the needs of Emirati families and allows them greater freedom in choosing homes that suit their aspirations. It reflects the government’s commitment to empowering citizens to own homes that support long-term stability for themselves and their families. What would you consider the most significant achievement of the Authority under your leadership so far? The Authority has delivered the largest number of housing benefits in the emirate’s history, launching around 20,000 homes across 15 projects in various regions of Abu Dhabi, while enabling citizens to select their preferred homes within these developments. In addition, nearly 10,000 housing benefits were allocated to citizens this year alone, bringing the total number of beneficiaries for the year to around 30,000 - an unprecedented figure in the history of citizen housing programmes in the UAE. The Authority has further introduced several facilitations within the housing loan system, including direct financial discounts, extended repayment periods, and support for low-income households.
