ومن خلال هذا النهج، نضمن أن تكون خدمات الهيئة ليست فقط شاملة وفعّالــــــة، بل أيضًــــــا مرنة وقابلة للتطوير المســــــتمرّ، بما يواكب متطلّبات المواطنين ويُعزّز استقرارهم وجودة حياتهم. هل يمكنكم مشــــــاركة أمثلة لمبادرات حسّــــــنت مباشرة جودة الحياة للعائلات الإماراتيّة؟ بالتأكيد، يمكننا مشــــــاركة أمثلة ملموســــــة لمبادرات الهيئة التي حسّنت جودة حياة المواطنين الإماراتيّين، وذلك ضمن برنامج دعم نمو الأسرة الإماراتيّــــــة، الــــــذي أطلقته دائرة تنمية المجتمــــــع - أبوظبي بالتعاون مع الجهات المختصّة، برئاسة سمو الشيخ خالد بن محمد بن زايد آل نهيان. وتقــــــدم الهيئــــــة ثــــــلاث خدمات ضمن هــــــذه المبادرة، وهي: المســــــاعدة الإيجاريّة للمواطنين المتزوّجين، وخصم مبلغ من قيمة القرض السكني عند استقبال مولود جديد، وتمديد فترة سداد القروض. كما تشــــــارك الهيئة في تقديم ثلاث خدمات في مبادرة “بركتنا”، وهي: تمديد مدّة سداد القروض السكنيّة، وبيع المنح السكنيّة بهدف المجاورة، والتحسينات المنزليّة لكبار المواطنين. وتعكس هذه الخدمات التزام الهيئة بدعم الأســــــر الإماراتيّة، وتشــــــجيع الزواج والإنجاب، وتعزيز اســــــتقرار الأســــــرة وجودة الحياة، بما يتوافق مع استراتيجيّة أبوظبي لجودة حياة الأسرة ورؤية القيادة الرشيدة. ، تراكــــــم لدى الهيئة إرث 2012 منــــــذ إطلاق برنامج الإســــــكان في عام طويل. ما الدروس الرئيسيّة من هذه التجربة الطويلة التي تؤثّر على سياساتكم الحاليّة وتوجّه استراتيجيّات الإسكان المستقبليّة؟

Beyond the number of housing units delivered or the grants and loans approved, how do you measure success, and what feedback mecha- nisms help you track and meet citizens’ evolving needs? At the Abu Dhabi Housing Authority, we believe success is not meas- ured solely by the number of homes delivered or the loans and grants approved, but by the level of citizen satisfaction and our ability to adapt solutions to their ever-changing needs. To achieve this, we follow a comprehensive approach to performance evaluation and service im- provement, which includes: • Conducting two opinion surveys in collaboration with the Statistics Centre – Abu Dhabi to measure customer satisfaction and better un- derstand citizens’ preferences within the government housing sector. • Analysing feedback submitted through all communication channels - including the call centre, the smart app, and social media platforms - to refine services and enhance the overall customer experience. • Through this approach, the Authority ensures that its services remain comprehensive, effective, and flexible - continually evolving to keep pace with citizens’ needs, strengthen social stability, and improve their quality of life across the emirate. منــــــذ انطلاق برنامج الإســــــكان، جمعت هيئة أبوظبي للإســــــكان خبرات غنيّة شــــــكّلت أساسًــــــا لرسم سياســــــاتها الحاليّة وتوجيه استراتيجيّاتها المســــــتقبليّة. ومن أبــــــرز الدروس المســــــتفادة أن احتياجات المواطنين السكنيّة تتغيّر باستمرار، ممّا دفع الهيئة إلى مواءمة خدماتها وسياساتها بما يتماشى مع متطلّبات الأسرة الإماراتيّة الحديثة. كمــــــا عملت الهيئة على تطوير محفظة قروض مســــــتدامة تضمن توفير السكن للأجيال الحاليّة والمستقبليّة، إلى جانب تعزيز الشراكة مع القطاع الخاص لتوفير خيارات أوســــــع في مشــــــاريع الإسكان وضمان استدامة الحلول الســــــكنيّة. كذلــــــك أولت الهيئة اهتمامًا خاصًّــــــا بالتحول الرقمي من خلال تطبيق “إســــــكان أبوظبي”، الذي يقدّم تجربة سلسة ومتكاملة للمواطنيــــــن، كمــــــا عملت على تكامــــــل المنظومة الخدميّــــــة مع الجهات الحكوميّة الأخرى لضمان ســــــرعة الإجراءات وتســــــهيل رحلة المتعامل، جهة حكوميّة. 25 عبر ربط التطبيق بأكثر من كيف تضمنون أن المشاريع السكنيّة تُسهم في تحقيق أهداف أبوظبي الأوسع المتعلقة بالاستدامة وصفر انبعاثات؟ تحرص هيئة أبوظبي للإسكان على أن تكون مشاريعها السكنيّة متوافقة مع أهداف الإمارة في مجال الاستدامة وتحقيق صفر انبعاثات، من خلال تبنّي معايير عمرانيّة وبيئيّة دقيقة في جميع مراحل التخطيط والتنفيذ. ويتحقّق ذلك عبر عدّة محاور، أبرزها: تلتزم الهيئة بتطبيق معايير نظام “استدامة” التصميم المســــــتدام: ● لتقييم المباني في إمارة أبوظبي، بما يشــــــمل تحسين كفاءة الطاقة، وتقليل استهلاك المياه، واستخدام مواد بناء صديقة للبيئة. تطـــــــوّر الهيئة المجتمعــــــــات السكنيّـــــة تكامــــــــل البنيـــــــة التحتيــــــــة: ● لتكـــــــون شاملة ومتكاملـــة، تحتــــوي على مساحات خضراء وخدمات مجتمعيّة متكاملة.
rati families, particularly under the Family Growth Support Programme, launched by the Department of Community Development – Abu Dhabi in collaboration with relevant entities and under the leadership of His High- ness Sheikh Khaled bin Mohammed bin Zayed Al Nahyan. Within this programme, the Authority provides three key services: rental assistance for married citizens, a reduction of housing loan amounts upon the birth of a new child, and an extension of loan repayment periods. Additionally, under the Barakatna initiative, the Authority offers three more services: extension of housing loan repayment periods, permission to sell housing grants for the purpose of family proximity, and home im- provement services for senior citizens. Together, these services reflect the Authority’s commitment to supporting Emirati families, encouraging marriage and parenthood, and strength- ening family stability and quality of life – in line with Abu Dhabi’s Family Wellbeing Strategy and the leadership’s broader vision. Since the launch of the housing programme in 2012, the Authority has built an extensive legacy. What key lessons from this experience shape your current policies and guide future housing strategies? One of the most important lessons learned is that citizens’ housing needs are constantly evolving, prompting the Authority to adapt its services and policies to meet the requirements of the modern Emirati family. The Authority has also focused on developing a sustainable loan portfolio that ensures housing provision for both current and future generations, while strengthening partnerships with the private sector to expand the range of housing options and guarantee the long-term sustainability of solutions.
