أبوظبي كـــل خمـــس سنــــــوات بمراجعــــــة النتائــــــج وتحديث المســـارات التنفيذية، بما يضمــــــن مواكبــــــة الخطــــــة للتوجهات المناخية المســــــتجدة، واتساقهـــــــــا مــــــــــــع الأطـــــــــر الوطنيــــــة والعالميــــــة، ومنهــــــــــا استراتيجيـــة الإمـــــــــارات لتحقيق الحياد ومخرجات باريس واتفاق 2050 المناخي الإمارات للمناخ. التكيف مسؤولية مشتركة لا يمكــــــن بنــــــاء القــــــدرة علــــــى التكيــــــف بجهــــــود منفردة. فقد جــــــرى إعداد الخطة بتعــــــاون واســــــع النطــــــاق شــــــمل الجهات

الحكومية، والشركاء في القطاع الخاص، والمؤسســــــات الأكاديميــــــة، ومجموعات الشــــــباب، في نهج تكاملي يبدأ بتنســــــيق السياســــــات ويمتد إلــــــى تنفيذ مشــــــاريع الحماية علــــــى أرض الواقع. ويُســــــهم هذا الجهد المشترك في ضمان استجابة شاملة وفعــــــــــــالة لتحــــــــــديات تغيــــــــر المناخ في إمــارة أبوظبي. ومن خلال منصات مثــــــل المنصة البيئية التابعــــــة للهيئــــــة والمتاحــــــة للجمهــــــور، والمجالس الحوارية، وحــــــملات التوعية، تعمل الهيئة على ترسيخ ثقافة المشاركة

PROTECTING ABU DHABI’S NATURAL HERITAGE Biodiversity is the heartbeat of our environment and a measure of ecological health and resilience. Abu Dhabi is home to diverse species and habitats, from coral reefs and mangroves to sand dunes and mountain wadis. Howev- er, climate change threatens this delicate equilibrium through rising temperatures, a rise in sea levels and al- tered rainfall patterns. To address these risks, the Adaptation Plan accelerates ecosystem restoration by expanding protected areas, en- hancing conservation zones and restoring mangroves, coral reefs and seagrass meadows that serve as natural defenses against climate impacts. The Agency is also us- ing artificial intelligence, remote-sensing and genomic technologies to monitor species’ populations and ecosys- tem health, ensuring that conservation efforts are guid- ed by solid scientific evidence. Equally important is the role of the community. Through citizen science programmes, educational initiatives and partnerships with universities, we are nurturing a gen- eration of environmental stewards who see adaptation as a shared responsibility. TECHNOLOGY AS THE ENGINE OF ADAPTATION Technology and innovation are central to Abu Dha- bi’s climate resilience strategy. Artificial intelligence, remote-sensing and predictive modelling are trans- forming how we understand and respond to environ- mental change. These tools are enabling data-driven de- cision-making across every area of the Adaptation Plan, from managing water resources and tracking soil quality to protecting endangered species. By integrating scientific research, advanced technolo- gies and policy planning, we are creating a climate-smart system that evolves with the challenges it faces. This ap- proach strengthens environmental resilience and rein- forces Abu Dhabi’s position as a global centre for sustain- ability and environmental innovation. MEASURING PROGRESS WITH PURPOSE Accountability and transparency are at the heart of the Plan. A comprehensive framework of key performance indicators will measure progress on targets such as re- ducing groundwater abstraction, increasing the reuse of treated water and restoring degraded land by 2050. Every five years, the Environment Agency – Abu Dhabi will re- view outcomes to ensure that the Plan remains respon- sive to emerging climate trends and is aligned with na- tional and global frameworks such as the UAE Net Zero 2050 and the Paris Agreement. ADAPTATION AS A SHARED RESPONSIBILITY Resilience cannot be built in isolation. The Adaptation Plan was developed through extensive engagement with government entities, private sector partners, academic institutions and youth groups. From policy coordination to field-level conservation projects, this collective effort ensures that Abu Dhabi’s response to climate change is both inclusive and effective. Through platforms such as the Enviroportal, public Ma- jlis discussions and awareness campaigns, the Agency is fostering a culture of transparency and participation. Climate adaptation is no longer a technical process but a societal transformation that involves every individual and institution.

الضعــــــف إلى عناصر قوة، والتحديات إلى مجالات للتقدم. ولا تعــــــد خطة التكيــــــف مع تغيــــــر المناخ وثيقة سياســــــات فحســــــب، بل هي التزام تجاه البيئــــــة والمجتمع، وتعهــــــد بحماية مســــــتقبل الأجيــــــال القادمة. وفــــــي عالم تتسارع فيه المتغيرات المناخية، تواصل أبوظبي ترســــــيخ دورها في قيادة الجهود العالمية، مؤكدة أن الاستشراف والابتكار والعمــــــل المشــــــترك عناصر لا غنــــــى عنها لترســــــيخ التكيّف كركيزة أساسية لتعزيز . الثقة بالمستقبل.

والانفتاح. لم يعــــــد التكيف مع تغير المناخ مسارًا تقنيًا فحســــــب، بل تحولا مجتمعيًا واســــــعًا يشــــــارك فــــــي صياغتــــــه الأفراد والمؤسسات على حد سواء. المسار نحو المستقبل إلــــــى أن تنعم 2050 نتطلــــــع بحلول عــــــام أبوظبي بأمن مائي مســــــتدام، وتربة أكثر خصوبة، ونظم بيئية يزدهــــــر فيها التنوع الحيوي. ويجســــــد هــــــذا الطمــــــوح قناعة راســــــخة بأن التكيف ليس اســــــتجابة آنية للأزمات، بــــــل فـــــــــــــرصة لإعــــــادة صياغة مفهــــــوم المــــــــــــرونة، وتحـــــــــــويل مواطن

LOOKING AHEAD By 2050, we envision an Abu Dhabi where water is se- cure, land is fertile and biodiversity flourishes. This vi- sion reflects our belief that adaptation is not a reaction to crises but an opportunity to reimagine resilience. It is about turning vulnerability into strength and challenge into progress. The Climate Change Adaptation Plan is more than a pol- icy document. It is a commitment to our environment, to our people and to the generations yet to come. In a rapidly changing world, Abu Dhabi stands ready to lead by example and to show that with foresight, innovation and unity, adaptation can become our most powerful form of hope. .
