Context The Property & Facilities Department (PAF) is responsible for providing a safe and efficient environment for all University staff, students and visitors. PAF manages all building services, sustainability, timetabling and the strategic development of the estate, contributing to the delivery of City University London’s strategic and operational objectives. The estate consists of 17 mainly freehold properties with a gross total footprint of approximately 118,000 sq. m (1.3 million sq. ft.). Job Purpose The post holder is responsible for leading the provision and operation of security services across the university estate, promoting a customer focused, positive security culture in order to provide a safe and secure environment for students, staff and visitors and their personal property, as well as ensuring the security and safety of the University’s buildings and equipment. As security manager, you will be able to demonstrate excellent surveillance and emergency response skills and you will need a strong commitment to security rules and have knowledge of all hazards and threats to safety. Strong, resilient and visible leadership will be of paramount importance in this role, managing the security team to ensure the provision of excellent levels of service delivered with the utmost professionalism. The post holder is responsible and accountable for the day to day leadership and operational management of the security team.
The team has seen a number of leadership changes over recent years which has had an impact on the direction of the security service and on the teams’ morale. The team now requires a period of consolidation, investment and development. In support of this, the PaF department commissioned a Security Assessment with an external security consultancy; the report and its recommendations were received earlier this year and are in the process of being reviewed and compiled into a targeted plan of action. In addition to this, a cultural review has been undertaken with the security team and a zero-based-review is underway. As a consequence of all of the above, a number of changes are required within the team and the service to achieve and maintain compliance and to drive the formation of an exceptional security service for the City University Campus and its key stakeholders. Whilst this is an exciting opportunity for an incoming Security Manager, this will require the focus and input of an individual with significant people and change management experience, which will include, but not be limited to: • Staff management, including the enhancement of performance management, absence management, training standards, team building and staff development. • Staff resourcing. • Strategic thinking - Creating, implementing and maintaining security strategies, protocols, policies and procedures. • Ensuring the integrity and performance of all security systems.
community and properties are supported. • Ensure the incident recording database is kept up to date, providing management information and statistics as required to monitor the safety of the campus and using data to improve or develop the security of the campus. • Assist with the review, specification and tendering of security contracts (staff cover, equipment maintenance etc) and to manage framework and other contracts on a day-to-day basis, including performance of contracts and services against agreed standards and KPIs. • Provide specialist/professional advice and recommendations on security measures and equipment at the design stage of new builds and refurbishments. • Analyse and programme the long term replacement and updating of operational assets to maintain and raise service standards, minimise service disruption, increase efficiency and value for money whilst supporting ongoing and future business operations. • Deputise for the Head of Facilities in their absence and undertake any other reasonable tasks as required in line with business requirement and the University’s Business Continuity Management Group: Duties: • Carry a mobile telephone ensuring they are contactable 24/7 whilst on
duty including out of normal office hours, to provide advice to security or other staff. • Respond to and manage emergencies in connection with the security and safety of premises or occupants, such as serious crime, fire, flood, equipment failure etc and ensure appropriate emergency services or service staff response; initiate the University’s emergency management response plan, escalating as required. • Liaise with and visit the duty security staff across the range of shifts to build and maintain working relationships, ensuring appropriate security presence and visibility, including the provision of emergency cover for any absences. • To oversee the management of the University’s new ID card and access control system (‘Genetec’), ensuring that all records are kept updated providing out-of- hours access as authorised. • Ensure systems and procedures are in place and being worked to, in respect of access control, CCTV and all relevant safety matters, with excellent record information kept appropriate to use in potential legal proceedings. • Plan and execute detailed arrangements for the management of high profile VIP visits to the university, liaising with official security and other agencies to ensure

This includes defining, setting and driving the University’s security strategy, implementation of the security policy and the monitoring, review and improvement of standards ensuring exceptional levels of service are provided at all times. The post holder will ensure that statutory and regulatory compliance is met in all areas under their control, with particular reference to security and health & safety legislation. They will also undertake the role of on-call duty manager on a rotational basis. The post holder will need to be flexible as time to time they will be required to work across the range of shifts to lead and support the security team which is a 24/7/365(6) service. The post holder will assist the Head of Facilities Services Management in all areas of University security as required. This post will be a member of The Association of University Chief Security Officers (AUCSO) Main Responsibilities Be responsible for the leadership, management and operation of the security team, and to ensure delivery of key security
and public safety services in a timely, efficient and cost effective manner. This will include: Operational • Working with the Head of Facilities to ensure the delivery of cost effective, high quality security services across the university estate. • Providing intelligence-led information on risks and threats to aid decision making. • Ensuring all incidents on campus are investigated promptly and correctly, including preservation of crime scenes, liaison with police or other outside agencies and submission of reports to senior management with appropriate recommendations for follow up actions. • Establishing and promoting an appropriate and proportionate security regime including close liaison with external counter-terrorism, police, fire and other emergency services, to ensure the safety and wellbeing of people and to guard against radicalisation or anti-social behaviour and to support the university’s corporate social reputation. Attending local meetings as required. • Developing and implementing the University’s overall security strategy, policies, procedures and protocols to ensure that the operating needs and long term institutional aspirations in safeguarding of the university’s
safety and order, without compromising individual rights or institutional reputation. Financial management • Control budgets for security operations, monitoring expenses and labour allocation including overtime ensuring budgets are brought in on target against an annual budget of £2.2m. Customer Service/Communications • Ensure excellent communication with all customers, ensuring all staff comply with Customer Service Training standards. . • Provide proactive awareness and responsive advice to students, staff and visitors, disseminating relevant information on personal safety and crime prevention • Provide a helpful and supportive security service sensitive to the residential context in which the main campus exists Staff Management Strong, resilient, leadership and management of the in-house security team, ensuring that all staff adopt a professional approach to their duties and promote a positive image for the University. In particular, selection and recruitment, induction and training, performance monitoring (1 to 1’s, appraisals and performance management), monitoring and development of staff, welfare, motivation (monthly team meetings etc) and discipline. Compliance • To ensure compliance with all Health and Safety Legislation and City, University of London Security policies and procedures relating to areas of operation reporting to the post and that all necessary risk assessments (including building security) are carried out and kept up to date, preparing recommendation reports and action plans as required. • To ensure that workplace and staff welfare and other health and safety issues and legislation are observed at all times, including compliance with City, University of London Human Resources policies and procedures.
• Be conversant with and ensure compliance with relevant legislation, e.g. the Data Protection Act, Freedom of Information Act, the Security Industry Act and The General Data Protection Regulation 2018, amongst others. • Act as Fire Incident Manager and point of liaison with London Fire Brigade in the event of emergency. Ensure fire safety systems are monitored, incidents investigated and evacuation managed according to agreed university plans. Manage an inspection regime for fire exits and other important aspects of fire safety as set out in agreed safety procedures. • Maintain systems to address, document and work alongside Safety Office and others (e.g. first aiders, Safety Liaison and Deputy Safety Liaison Officers). • Ensure that all relevant security activities including PPMs and other associated documentation relating to KPI compliance and reporting. General • To maintain personal and professional development to meet the changing demands of the job, participate in appropriate training activities and encourage and support staff in their development and training • To undertake any related additional duties as reasonably required by the Director of Property and Facilities and Head of Facilities Services Management. Qualifications and Knowledge Essential • Security Management qualification or equivalent relevant experience. (Minimum BTEC Level 5 Security Management Qualification) • NEBOSH/IOSH certificate and knowledge of current Health & Safety legislation • Knowledge of relevant security legislation (Data Protection, Freedom of Information Security Industry Act & GDPR). • Knowledge of Counter Terrorism matters • A working knowledge of common law and other relevant legislation Desirable • Security Industry Authority (SIA) trained and licensed • This post will be a member of The Association of University Chief Security Officers (AUCSO)

The salient features of Conditions of service for Senior Administrative, Senior Library and Computer Scales and Other Related staff are as follows: • The salary will be in the range of £61,198 to £64,914 per annum on Grade 8 of the salary scales for Senior Administrative, Senior Library and Computer Scales. • Annual Leave is 30 days, plus 8 statutory and 4 additional days during the Christmas holiday period. • You will automatically be entered into the Universities Superannuation Scheme (USS) with the option to opt out. • All offers of appointment are subject to the University receiving satisfactory references and medical clearance. • All posts at City are subject to reasonable adjustment under the Equalities Act (2010). • All appointments at City are subject to a probationary period. • The appointment is terminable by three months’ notice on either side.
