The agency often lets contracts that are sole source and single elements of work with no MBE goal. On-call and specialized requirements. The compliance tracking system CRFP is transitioning from did not track SBR attainment. In conducting SBR research, SBRs are not responsive or respond that they are interested in bidding and meet the qualifications to be a Prime, but they don't bid.
