Online Terrorist Content Hosting: The Contemporary Platform Ecosystem Prof Maura Conway (Dublin City University & Swansea University)
This presentation explores the contemporary digital platform / hosting service provider (HSP) landscape, crucial to the dissemination of online terrorist content. Despite some backsliding, mainstream social media companies continue to police terrorist content on their platforms, causing terrorists and their supporters to exploit alternative and niche platforms to evade detection. This talk will report on the findings of Tech Against Terrorism Europe’s (TATE) research on the 200+ HSPs currently being exploited for terrorist purposes, including their sizes, locations, and types. It will also analyse the potential impact of the European Union’s (EU) Terrorist Content Online Regulation (TCO) on terrorist content hosting and dissemination via these platforms. Through its assessment of the 2024 ecosystem, this presentation aims to provide a comprehensive understanding of the evolving strategies used by terrorists and their supporters online, along with ongoing efforts to counteract them.
