Describing it as a “a very complex, deep very expensive plan”, Lang said it would likely be phased in over a 10- to 15-year pe- riod. Lang said that stakeholders have put up $60,000 of their own money to see the downtown revitalization plan come togeth- er. “Stakeholders have to put up a lot of money . . . Everybody’s there.
