Well, all good things must come to an end and after 17 incredibly successful years, the existing Director of Capital Development, the indomitable Kenneth Kinsella is moving on! Those of you who are fa - miliar with the sector will know Ken worked hand in hand with me to transform the LSE Estate, with world class buildings and public realm. However, the mission is not yet complete and therefore I require another outstanding individual to help me complete the job. Should you be successful, you will come to work in a highly regarded Service Division in the top university in the UK. Student experience is a vital component of this accolade and the high quality of buildings and facilities has been a pivotal factor in securing this ranking. In a re - cent LSE student survey ( Dec 2023 ) they cited the best thing about the estate as its compactness followed by its architecture and design! Capital Development by its very nature is high risk, high impact. The LSE academic environment is high pressured but incredibly stimulat - ing. We have an ambitious Estates Strategy, backed up by a robust capital plan to continue the transformation of both the academic and residential estate. I require a highly motivated and experienced Director of Capital Development, to lead on the design and delivery of the capital plan including bringing the whole estate to RICS Condition B or above, whether it be via new buildings or the adaptive re-use of the existing portfolio. As part of this journey, you will lead on statutory compli - ance and delivering a net zero estate by 2030. Leading a high performing team you will be a central element of the Estates Senior Leadership Team, deputising for me when required and bringing design and construction expertise to the table. An artic - ulate communicator, with forward vision you will also be an astute ne - gotiator with acute political antennae and you will be a key decision maker in the Estates Division.

OUR PROJECTS

The Marshall Building a £ 145m new build, designed by Grafton Architects on the corner of Lincoln ’ s Inn Field in a conservation area. The project is attracting industry and media attention since it opened in January 2022. It recently won the Priz Versailles Campuses 2022 and continues to receive award accolades.

LSE ESTATES DIVISION AND CAPITAL DEVELOPMENT The Estates Division is responsible for development and imple - mentation of the LSEs Estates strategy, providing world class buildings and facilities for teaching, learning and research. The Estates Division are committed to creating a higher quality built environment commensurate with LSEs academic stand - ing. Strategic projects are developed and delivered by the Cap - ital Development team, responsible for the planning and imple - mentation of major capital projects, long term maintenance and carbon management in progress at the School.

Our Rogers Stirk Harbour and Partners designed Centre building at £ 125m, recieved an RIBA Award and a Civic Trust Award following its completiong in 2019. The LSE first new building for more than 40 years, The Saw Swee Hock Student Centre has recieved praise from students, staff and architecture critics and has won many awards since its opening in 2014. The capital plan has various major projects up to 2030 and beyond. Following a design competition in 2022, David Chipperfield Architects have been selected to develop the next major project for the LSE, the Firoz Lalji Global Hub is a £ 100m + project that has set high environmental targets with low embedded carbon impacts. Planning permission was granted in 2024, with construction due to commence in 2025.

Job Summary The Director of Capital Development works closely with the Director of Estates on the realisation of the LSE Strategy and Capital Development programme. The role leads a team responsible for project delivery from brief development and design management through to procurement and construction on a diverse portfolio of complex new-build, refurbishment, fit-out, long term maintenance and decarbonisation projects, includ - ing major projects up to £ 200m in value. The post holder will be a senior member of the Estates Senior Leadership Team, managing the LSE ’ s cap - ital development programme from project inception to final completion and subsequent post occupancy reviews. This will involve working with staff at all levels including, where appropriate, students in order to establish needs for detailed design. Overseeing the design and construction processes for individual major capital projects and reporting on progress to Project Boards and School Committees. MAIN RESPONSIBILITIES

Engagement (PAGE) and donors about specific major projects and site visits when required • Proactively manages the project stages using the project handbook ensure that milestone requirements are achieved to enable projects to continue following the compliance of the office handbook. • Delivers projects to exemplar design and environmental sustainability standards. • Ensures compliance with agreed LSE environmental policies and procedures • Responsible for Asbestos management across the academic and residential estate • Responsible for the production, renewal and register of Fire Risk Assessments across the academic and residential estate including the new Building Safety Act requirements. Principal Responsibilities 1. Project leadership • Set project goals and strategy for project delivery • Motivate the project team to achieve the goals • Oversee project team performance • Adapt the objectives of the project team, or the environment, to meet changing circumstances • Set and deliver the projects to agreed internally or externally determined targets of quality, programme and price • Identify and manage risk • Personally lead on large-scale or sensitive projects, when appropriate

Accountable for ensuring that the Capital Development function: • Leads and coordinates of the delivery of a programme of projects from inception, design, construction, mobilisation, occupation and post project reviews to agreed specifications, achieving time, cost, quality parameters and full compliance with health, safety, statutory and environmental obligations and best practice • Liaises with departments and others to ascertain project accommodation requirements and cost limits so as to ensure comprehensive briefing of the design team. • Ensuring the best procurement strategy is selected and sound management of the selected process is achieved. • Manages the overall procurement process throughout the design and construction phases to ensure that projects are kept to a high quality, programme and within budget • Coordinates the flow of information so that high quality buildings are specified, designed and built with the designs fully in accordance with relevant legislation and good design practice • Manages the selection and appointment of designers, cost consultants and other specialists that may be required for each project. • Coordinates planning submissions and subsequent negotiations with relevant authorities. • Successfully liaises with funding bodies when special grants are available for projects • Successfully liaises with Philanthropy and Global

Leadership and Team Management • Lead and manage a team of internal and external project managers /t eams; including reviewing resources, team operating model and the professional development and capability of team members. • Line manage direct reports, exercising good people management practices including mentoring, coaching, training, advice and guidance as necessary. • Proactively manage the performance of individuals and teams • Ensure the right mix of skills and capabilities through continuous professional development, recruitment and performance feedback. • To work directly with the team to embed a culture of equity, diversity and inclusion 3. Financial Management and Governance • Ensure all projects represent best value for money and that appropriate and effective risk management, corporate governance and audit controls are in place. • Manage processes for establishing realistic project budget estimates, cost plans, cash-flows and regular forecasting across capital projects. • Ensure full and transparent reporting to meet the requirements of governance / committee procedures, financial regulations etc.

4. Programme Management • Advise about programming implications of different procurement routes or forms of construction • Develop the project programme, design programme and construction programme with consultants • Ensure programmes submitted by designers and contractors are realistic and have appropriate time contingencies • Monitor programme and respond to deviation 5. Supply chain management • Developing strategy and practice for the efficient and effective procurement and subsequent management of consultancy services and contractors. • Leadership of external design and project management functions and processes to deliver best value. • Ensure a consistent approach to project delivery, including the management of architects, consultants and contractors and reporting of supplier performance.

6. Quality Management • Set a culture to delivery innovative, industry leading design and sustainability principals across project delivery • Lead interview panels to assess the quality of the cost of design and construction services offered • Determine the methodology and supervise the operation of quality / price procurement • Ensure that statutory authority and School policies and procedures are complied with • Control the balance between aesthetic and practical design • Control quality of performance, construction and documentation • Ensure compliance to industry standards and regulations 7. Communication and Stakeholder Management • Ensure proactive and effective communications relating to projects and programmes to the wider LSE community and other stakeholders. • Manage the communications strategy for all projects to ensure a coordinated and a programme of communications for each of the key projects. • Listening to user needs and feedback from project boards and others • Articulate project and procurement goals and restraints • Provide written and verbal reports to project boards and committees • Maintain control and efficient communication within project teams Decision Making The post holder will be given delegate authority and decision making for major projects, policies and office / staff management matters within the bounds of the School procedures and financial approval system to ensure projects are delivered on time, on budget and conform to all statutory requirements.This includes making decisions on creative solutions, being flexible in prioritising work and allocating staff resources to specific projects. Taking the necessary decisions to ensure risks from hazards and potential breaches of health and safety are managed to avoid criminal prosecution. Working Relationships • To manage and supervise other colleagues within the Estates Division when deputising for the Director of Estates • Work closely and collaboratively with the

Director of Facilities and Director of Property and Space Strategy as part of the Estates Leadership team. • As the Director of Capital Development communicate a clear vision of what is to be achieved overall by the team; encourage individuals to contribute to this common goal to the best of their ability; create a sense of unity and common purpose • To liaise with Senior Management and Senior Academics to facilitate the requisite approvals at various stages within the project, from funding commitments, through RIBA work-stage ‘ sign- offs ’ to completion and handover. • To consult and liaise with other School Officers in respect of specification issues, undertaking any generic requirements and standards for equipment, suppliers and workmanship. • To focus on the requirements of ‘ end users ’ and direct consultants to consider the outcomes of the briefing and consultation process, subject to the approvals of the requisite authorities. • Act as a first point of contact where Statutory Authorities need to be informed or consulted e.g. Local Planning Authorities, Building Control, Heritage England, London Fire Brigade and Water Authorities and utility providers. Facilitate the incorporation of their processes required under the terms for Capital Project Funding. • By agreement with the Director of Estates, to discuss and agree details of Project Funding and financial control with the School ’ s Chief Financial Officer, in respect of the reporting and auditing processes required under the terms for Capital Project Funding. • By agreement with the Director of Estates or Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above and to work above and beyond standard office hours. Circumstances To safely access all parts of construction sites, using site lifts, ladders, hoists, access platforms. Utilising all necessary personal protective equipment. To access roof tops, plant rooms, service voids as necessary.Be physically present ‘ on camp us’ for a minimum of three days per week.
