6. Quality Management • Set a culture to delivery innovative, industry leading design and sustainability principals across project delivery • Lead interview panels to assess the quality of the cost of design and construction services offered • Determine the methodology and supervise the operation of quality / price procurement • Ensure that statutory authority and School policies and procedures are complied with • Control the balance between aesthetic and practical design • Control quality of performance, construction and documentation • Ensure compliance to industry standards and regulations 7. Communication and Stakeholder Management • Ensure proactive and effective communications relating to projects and programmes to the wider LSE community and other stakeholders. • Manage the communications strategy for all projects to ensure a coordinated and a programme of communications for each of the key projects. • Listening to user needs and feedback from project boards and others • Articulate project and procurement goals and restraints • Provide written and verbal reports to project boards and committees • Maintain control and efficient communication within project teams Decision Making The post holder will be given delegate authority and decision making for major projects, policies and office / staff management matters within the bounds of the School procedures and financial approval system to ensure projects are delivered on time, on budget and conform to all statutory requirements.This includes making decisions on creative solutions, being flexible in prioritising work and allocating staff resources to specific projects. Taking the necessary decisions to ensure risks from hazards and potential breaches of health and safety are managed to avoid criminal prosecution. Working Relationships • To manage and supervise other colleagues within the Estates Division when deputising for the Director of Estates • Work closely and collaboratively with the
Director of Facilities and Director of Property and Space Strategy as part of the Estates Leadership team. • As the Director of Capital Development communicate a clear vision of what is to be achieved overall by the team; encourage individuals to contribute to this common goal to the best of their ability; create a sense of unity and common purpose • To liaise with Senior Management and Senior Academics to facilitate the requisite approvals at various stages within the project, from funding commitments, through RIBA work-stage ‘ sign- offs ’ to completion and handover. • To consult and liaise with other School Officers in respect of specification issues, undertaking any generic requirements and standards for equipment, suppliers and workmanship. • To focus on the requirements of ‘ end users ’ and direct consultants to consider the outcomes of the briefing and consultation process, subject to the approvals of the requisite authorities. • Act as a first point of contact where Statutory Authorities need to be informed or consulted e.g. Local Planning Authorities, Building Control, Heritage England, London Fire Brigade and Water Authorities and utility providers. Facilitate the incorporation of their processes required under the terms for Capital Project Funding. • By agreement with the Director of Estates, to discuss and agree details of Project Funding and financial control with the School ’ s Chief Financial Officer, in respect of the reporting and auditing processes required under the terms for Capital Project Funding. • By agreement with the Director of Estates or Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above and to work above and beyond standard office hours. Circumstances To safely access all parts of construction sites, using site lifts, ladders, hoists, access platforms. Utilising all necessary personal protective equipment. To access roof tops, plant rooms, service voids as necessary.Be physically present ‘ on camp us’ for a minimum of three days per week. Project Working Group to seek advice and implement recommendations from legal representatives
