The RTOERO Prescott-Russell District 32 announced that James Higginson, son of Jill Cass and Percy Higginson, is the recipient of a $1500 scholarship. Higginson, a graduate of Nipissing University in business administration, has a Master’s degree in public and international affairs from Ottawa University and works with the Treasury Board Secretariat. —supplied photo
