Happy Summer BOMA Members,

BOMA International, along with local BOMA Associations across the country are supportive of the Energy Star Program. Congress has a Friday, July 18 deadline to act on this program. Please take a few minutes to review the status update from BOMA International’s Vice President of Advocacy and Building Codes. We have provided a link for you to take action at the end of the article. BOMA Metro Detroit events continue to sell out and we cannot thank you enough for all of the support. With this issue of BOMA Briefs we are opening registration for the September 22 Autumn Open golf event. Do not hesitate, book your foursome today! The free Elevator Education featuring Mat Morgan of Buckley Belcher Co. is almost at standing room only. At some point we will have to close registration, so if you want to join in on this extremely informational elevator education event, sign up today. The BOMA ArtPrize Bus Tour is filling up as well. The bus will leave from Farmington Hills at 9:00am for the trip to Grand Rapids. Once in GR members will take a self-guided tour of ArtPrize and then convene at the McKay Tower building to meet, greet and toast our BOMA West Michigan colleagues before the 6:00pm return trip.

The 2025 Outstanding Building of the Year Award Competition (TOBY) kicks off on July 31 and we are happy to bring you the new TOBY Buddy System . Through the Power of Teamwork, We Can Achieve Together. If you have thought about entering your building into the TOBY competition but don’t know where to start, we’ve got your back. The new TOBY Buddy System will help guide you through the application process. Applications for the $2000 2025 BOMA Foundation Scholarships also open on July 31. Candidates for consideration must be related to or already be a BOMA Metro Detroit member and be admitted to an accredited education organization such as: Building Owners and Managers Institute, (BOMI) University Trade schools And to wrap up, I invite you to donate a stuffed animal or two for our Children’s Hospital Christmas gift. Rachel and I are collecting stuffed animals at every BOMA event. And we are happy to meet up with you for the elusive giant Panda Bear!

The Future, or Fate, of the Energy Star Program A Status Update from John Boling, Vice President of Advocacy and Building Codes Building Owners and Managers Association (BOMA) International

Status Update - The Energy Star program has not been shut down and is still operating. The last official comments regarding the program’s status were when asked about plans for closure were, “no final decisions have been made.” The fact that the Trump Administration has yet to make a move regarding closure means that the education component of the industry’s outreach is working. BOMA International’s argument is that, because the program was created in the 1992 Clean Air Act Amendments and officially stood up in the 2005 Energy Policy Act, it means that the program cannot be shut down without an act of Congress. There are rumors about moving the program from the EPA to the Dept. of Energy (DOE). I have not been able to confirm the rumor. BOMA has been agnostic about where the program is housed, as long as it is in existence and performing its role. At this point, because the program’s authorization is not in question it becomes a funding issue, which will be determined by the annual appropriations process. Energy Star is funded mainly through the Interior and Environment Appropriations Bill and gets some funding from the Energy & Water spending bill. These two bills are key for BOMA on this issue.

However, the larger appropriations process is facing a pivotal week with President Trump calling on Congress to pass his recission bill. Congress has until July 18 — Friday — to pass the White House’s $9 billion-plus rescissions package in some form. And unlike with reconciliation, that’s actually a statutory deadline. The money will be spent as appropriated if Congress doesn’t act by that date. After passage of the One Big Beautiful Bill, congressional Republicans have shown that whatever the President wants he will get. So, I believe, self-preservation (not being primaried or called out as anti-Trump) will lead most Republicans to support the recission package. It is likely that Senators Susan Collins (R-ME), Lisa Murkowski (R-AK), and Mitch McConnell (R-KY. will buck the President and change the recissions package. The Problem: Senate Democratic Leader, Chuck Schumer (D-NY) has warned that an FY ‘26 funding deal is impossible if Republicans jam through a rescissions package on a party-line vote, arguing Democrats have shown good faith while GOP leaders and Trump are undercutting the process. The threat is, “If Republicans pass the recission bill then the Democrats will not participate in the FY ’26 appropriations process. What this exactly means is unclear, but it could mean that we end up with another CR – continuing resolution – that’ll fund the government at last year’s levels. This would be a win for Energy Star as the program received approximately $32 million last year.

Appropriations Bills: The House was out last week, and the Appropriations Committee has not released its schedule for the week. As of July 14, 2025, neither the Interior and Environment nor the Energy & Water bill appear on the schedule. They had been scheduled for earlier in the month but had to be pulled from the calendar because of other issues. The House needs to pass all 12 appropriations bills before the beginning of the new Fiscal Year on October 1, 2025. There’s virtually no chance the House and Senate are going to pass all 12 appropriations bills between now and the end of September. It’s not even clear that GOP appropriators can get them all out of their respective committees by then. At least one continuing resolution is needed, maybe multiple CRs. The Senate Appropriations Committee passed two bills last week, and the House Appropriations Committee passed five. Only one bill has made it through one chamber.

BOMA International Supports Texas Amid Devastating Floods

BOMA International atastrophic flooding struck Texas on Friday, July 4, as the Guadalupe River near Kerrville surged by 20-26 feet, causing widespread devastation and claiming at least 104 lives, according to NBC News. A flood watch remains in effect for San Antonio, Austin, and Kerr County. Heavy rainfall has also triggered severe flooding in other states, including North Carolina. The tragedy deepened with reports from Camp Mystic, a private Christian camp, which confirmed the deaths of 27 campers and counselors due to the flooding on the Guadalupe River. Search and rescue operations continue, as more rain impacted the area over the weekend. As communities confront this devastation, BOMA International is committed to supporting disaster relief efforts and reinforcing the resources available.
