However, the larger appropriations process is facing a pivotal week with President Trump calling on Congress to pass his recission bill. Congress has until July 18 — Friday — to pass the White House’s $9 billion-plus rescissions package in some form. And unlike with reconciliation, that’s actually a statutory deadline. The money will be spent as appropriated if Congress doesn’t act by that date. After passage of the One Big Beautiful Bill, congressional Republicans have shown that whatever the President wants he will get. So, I believe, self-preservation (not being primaried or called out as anti-Trump) will lead most Republicans to support the recission package. It is likely that Senators Susan Collins (R-ME), Lisa Murkowski (R-AK), and Mitch McConnell (R-KY. will buck the President and change the recissions package. The Problem: Senate Democratic Leader, Chuck Schumer (D-NY) has warned that an FY ‘26 funding deal is impossible if Republicans jam through a rescissions package on a party-line vote, arguing Democrats have shown good faith while GOP leaders and Trump are undercutting the process. The threat is, “If Republicans pass the recission bill then the Democrats will not participate in the FY ’26 appropriations process. What this exactly means is unclear, but it could mean that we end up with another CR – continuing resolution – that’ll fund the government at last year’s levels. This would be a win for Energy Star as the program received approximately $32 million last year.
