Director Judith French Ohio Department of Insurance
Governor Mike DeWine appointed Judith L. French director of the Ohio Department of Insurance on February 8, 2021. Director French serves as a member of Governor DeWine’s cabinet and is responsible for the overall leadership and direction of the department. Since becoming director, she has prioritized protecting insurance consumers, fostering a competitive Ohio insurance marketplace, helping Ohioans and health care providers navigate mental health insurance benefits, and ensuring Ohio is a leader in insurance product and technology innovation. The department's Emerging Products and Innovation Initiative has positioned the department and Ohio as a leader in helping bring new insurance-related ideas to market while providing strong consumer protections. Director French also quickly ascended to strategic leadership roles at the National Association of Insurance Commissioners. She represents Ohio as chair of the Life Insurance and Annuities Committee and as a member of the Innovation, Cybersecurity, and Technology Committee. Director French has been a public servant for over three decades. She was elected and served for eight years as a justice on the Supreme Court of Ohio and eight years as an appellate judge. Director French also served as chief legal counsel to the governor, an assistant attorney general, and a state government lawyer. As an attorney representing the State of Ohio, she made two arguments before the United States Supreme Court. Prior to joining the public sector, Director French worked as an attorney with the Columbus law firm of Porter, Wright, Morris & Arthur, specializing in environmental law. She also served as in-house counsel for a large manufacturing company. Director French received three degrees from The Ohio State University: a B.A. in political science; an M.A. in history (with a concentration in military history and strategic studies); and a J.D., with honors. She is a member of the Moritz College of Law National Council, and in 2018 was awarded the college's Distinguished Jurist Award for her work on the bench.
Director French currently resides in Lebanon, Ohio with her husband. They have two children and two grandchildren.
Director LeeAnne Cornyn Ohio Department of Mental Health and Addiction Services Throughout her career, LeeAnne Cornyn has worked tirelessly on behalf of Ohio’s most vulnerable populations — children and those living with mental illness and substance use disorder.
She was appointed by Governor Mike DeWine in December 2023 to serve as Director of the Ohio Department of Mental Health and Addiction Services (OhioMHAS).
Prior to her appointment, Cornyn served as Governor DeWine’s Deputy Chief of Staff where her responsibilities included oversight of the health, mental health, human services, education, and children’s issues policy portfolio. Cornyn also served as the Director of Cabinet Affairs, where she acted as a liaison between the Governor and his 26 state agency directors. She originally joined the DeWine-Husted Administration as the first Director of Children’s Initiatives where she focused on coordinating efforts between agencies to improve outcomes in maternal and child health, early childhood education, and foster care. She was instrumental in the creation of OhioRISE, which is a DeWine-Husted Administration initiative to keep kids with severe mental health issues in the state and ensure that they receive coordinated care services under Medicaid. Cornyn began working on behalf of Governor DeWine when he was Ohio Attorney General. At the Attorney General’s office, she served as an Assistant Attorney General as well as the Director of Children’s Initiatives.
Also, an educator, Cornyn taught 8th grade science in Los Angeles as a Teach for America corps member. She is a graduate of Miami University and holds a law degree from Ohio State University.
Joshua Fredell CVS Health
Joshua Fredell is vice president and head of PBM and specialty product innovation at CVS Health. He oversees ideation, commercialization, and management of the company’s pharmacy benefit and specialty management products, including formulary design, network products and pricing approaches, specialty innovation, clinical solutions, and medical benefit management. During his 19 years with the organization, Fredell has held leadership roles overseeing development of solutions and services that help make prescription medications more affordable and accessible, promote therapy adherence, prevent gaps in care, and manage spending. Most recently, he led formulary strategy to help prevent wasteful spend while ensuring plan members have access to clinically appropriate therapies. Prior to CVS Health, Fredell was part of the pharmacy department of UPMC Health Plan and earned his PharmD from the University of Pittsburgh.
Alex Weingarth AmeriHealth Caritas
Alexandra (Alex) Weingarth brings a wealth of experience and passion to her role as government and external affairs director at AmeriHealth Caritas. Prior to joining the Medicaid managed care organization in late 2021, Alex advocated for policies to ease provider administrative burden and support better patient care with the Ohio Council for Home Care & Hospice. Alex’s dedication to advocate for Ohio’s most vulnerable populations reflects her commitment to creating a more accessible and robust healthcare system. Alex currently serves as the Chair of the Ohio Chamber of Commerce’s Health Care Committee, and the Vice Chair for the Legislative and Regulatory Affairs Committee at the Ohio Association of Health Plans. Alex’s areas of focus include healthcare policy, legislative analysis, grass roots advocacy, business development, and strategy. She received two degrees at THE Ohio State University, a Bachelor of Business Administration and Bachelor of Arts degree in Mandarin Chinese. Alex is a born-and-raised Buckeye and proudly boasts her hometown where she grew her roots, and where majority of family still lives in Zanesville, Ohio. Alex currently lives in Bexley with her fiancé and mini long hair dachshund, Louis.
State Representative Bride Rose Sweeney Bride Rose Sweeney is a three-term Democratic member of the Ohio House of Representatives for Western Cuyahoga County, serving as Ranking Member of the Ohio House Finance Committee and the lead Democratic sponsor of the bipartisan Fair School Funding Plan that became law on July 1, 2021. When she was elected in November 2018, Bride became the first woman ever to represent her district at the Statehouse and the youngest Democratic member of the 133rd Ohio General Assembly. For the last four years, Representative Bride Rose Sweeney has served the working people of the Westside of Cleveland with distinction. Sweeney is committed to finding real solutions to the problems we face, not finding more ways to divide us. She has had success, passing nine bills in four years as Democrat in a Republican super-majority legislature. Some of those bills include legislation to ensure prompt pay of workers, protection for nurses being forced into excessive overtime, and a reform to make it easier for our students to transfer college credits between schools, helping our kids earn a degree and incur less student debt. Representative Sweeney has been selected by Cleveland.com as its "Democratic Rising Star" for three consecutive years. In 2022, she was recognized by the Ohio Election Officials Association as a leading voice for democracy and voting rights. Representative Sweeney is determined to use her legislative experience to do the real and challenging work of state government. Two different Minority Leaders selected her to lead the powerful Ohio House Finance Committee, which crafts our $70 billion operating budget. She also serves as our fiscal watchdog on the State Controlling Board, overseeing millions in state contracts, and she is the only woman currently appointed to that body. As the lead sponsor of the Fair School Funding Plan, Representative Sweeney built on a five-year bipartisan effort and succeeded in finally overhauling Ohio’s broken and unconstitutional school funding formula. Once it is fully funded, the plan will provide nearly $2 billion for public education and job training. This is a historic step toward putting the needs of our children first and reducing the state’s over-reliance on property taxes that hurts our seniors the most.
State Representative Adam Holmes State Representative Adam Holmes is serving his third term in the Ohio House of Representatives after being appointed in the 133rd General Assembly. He represents the 97th Ohio House District, which includes all of Muskingum County and western Guernsey County. Holmes is currently the CEO of Frueh Enterprises, a mechanical and industrial contracting company that has operated in Zanesville for over 80 years. Prior to his business career, Holmes spent over 27 years in the United States Marine Corps and retired as a Colonel in 2016. During his career as a Marine aviator, Holmes served in several senior leadership and command positions. His experience includes 40 combat missions supporting Operation Iraqi Freedom and over 3000 flight hours supporting crisis response missions in Somalia, Rwanda, the Middle East, and other areas around the world. Holmes is the Chairman of the Ohio Aerospace and Aviation Committee and the Joint Medicaid Oversight Committee. Other committee memberships include: Innovation and Technology, Public Utilities, and Health Policy. Throughout his Statehouse tenure, Holmes has focused on building trust and transparency in Ohio government, increasing healthcare access and affordability, supporting small businesses, and strengthening Ohio families. Holmes is very active in his community and is a member of New Hope Lutheran Church. Holmes has a Bachelor of Science in Political Science (Engineering Core Curriculum) from the United States Naval Academy and a Master of Science in Global Leadership from the University of San Diego. He lives with his wife and their two children in Nashport, Ohio.
State Senator Mark Romanchuk Senator Mark Romanchuk is serving in his first term in the Ohio Senate representing the people of the 22nd Senate District, which includes Ashland, Medina and Richland counties. He previously served four terms in the Ohio House of Representatives. Senator Romanchuk has over 35 years of experience in small business, systems engineering, management, and community development. He is the owner and CEO of PR Machine Works, Inc., a contract manufacturer providing precision machining, fabrication, and assembly services in the city of Ontario. Prior to his work at PR Machine Works, he worked at Hughes Aircraft Company in a diplomatic capacity to the former Soviet Union in support of the Intermediate Range Nuclear Forces (INF) Treaty. Also, he was based in Japan as a team leader and technical advisor to the U.S. Navy in support of the F/A – 18 aircraft. He has been heavily involved in his community, particularly in local efforts to create jobs and in workforce development. He is a member of the National Tooling and Machining Association and served as Economic Region 6’s team leader for the state’s “Ohio Skills Bank,” which strives to develop regional manufacturing career pathways. Senator Romanchuk also serves on the Ashbrook Center Board at Ashland University. He is also the co-founder and past president of the Regional Manufacturing Coalition and is the past chairman of the Richland Area Chamber of Commerce Board of Directors. He is an active member of the Mansfield Sertoma Club, the National Federation of Independent Business and the Ohio Manufacturers’ Association.
Senator Romanchuk resides in Ontario with his wife, Zoi.
Senate Minority Leader Nickie Antonio State Senator Nickie J. Antonio (D-Lakewood) is honored to represent District 23 and serve as Minority Leader in the Ohio Senate. Antonio, who was first elected to the Senate in 2018 and again in 2022, previously spent eight years in the Ohio House of Representatives representing District 13. Antonio has previously worked as a Lakewood City Councilmember, Executive Director of an outpatient drug and alcohol treatment program for women, Adjunct Professor and a teacher for children with special needs. In addition to her role as Minority Leader, Antonio serves as Ranking Member on the Senate Health and Transportation Committees. She also sits on the Rules and Reference, Joint Legislative Ethics Committees and Legislative Service Commission and has experience on the Senate Finance; Ways and Means; and Workforce and Higher Education Committees. Additionally, she is a member of the Ohio House Democratic Women's Caucus, previously as chair, and is the State Director for the National Women Legislators’ Lobby. She has been a dedicated champion of workers’ rights, high-quality education, local governments, equal rights for women and the LGBTQ+ community, health care for all and fighting the opioid crisis. Antonio has received numerous awards for outstanding legislative leadership, including the Cleveland State University Distinguished Alumni of the Year Award from the Maxine Levin College of Urban Affairs and the 2019 ACAR J. Howard Battle Equal Opportunity in Housing Award from the Akron/Cleveland Association of Realtors. Antonio is recognized in the General Assembly as a leader who reaches across the aisle to get things done and an established expert in health policy. She championed Ohio’s historic adoption open records law and step therapy reform law, as well as passed legislation abolishing the shackling of pregnant inmates and requiring pharmacist education for dispensing life-saving naloxone. During her tenure, Antonio has introduced the Ohio Fairness Act in every General Assembly since 2011, which would provide civil rights protections for members of the LGBTQ+ community. She continues to work to end Ohio’s use of the death penalty, as well as on many other bills to improve the lives of all Ohioans. Antonio has made a number of historic firsts in the Ohio General Assembly. In 2010, she became the first member of the LGBTQ+ community ever elected to the Ohio House of Representatives in the 208-year history of the Ohio General Assembly. She was also the first LGBTQ+ member to hold a leadership position when she was elected Minority Whip in the 131st General Assembly. In 2018, she became the first woman to hold the Senate District 23 seat and the first member of the LGBTQ+ community ever elected to the Ohio Senate. She continues historic firsts with her Senate leadership position of Minority Whip, followed by Assistant Minority Leader in 2021, and current position of Minority Leader. The first in her family to graduate from college, she holds both an M.P.A. and a B.S. Ed. from Cleveland State University. She was named a CSU Distinguished Alumni in 2013. She is also an alumnus of the Bohnett Fellow of the Kennedy School Harvard Leadership Program (2011).
Her daughters, Ariel and Stacey, have made Antonio and her wife, Jean Kosmac, very proud as the girls engage in their adult life journeys.
State Senator Stephen Huffman Senator Huffman is serving his second term in the Ohio Senate, representing the people of the 5th Senate District, which includes all of Miami and Preble counties in addition to portions of Butler, Darke and Montgomery counties. He joins the Senate after two terms in the Ohio House from 2015-2018. He also was elected and served as Miami County Coroner from 2012-2015. After graduating from Milton-Union High School, Senator Huffman attended the University of Toledo, where he earned a medical degree from the Medical College of Ohio (now the University of Toledo School of Medicine). Senator Huffman has been a practicing physician for 32 years and he is currently employed by multiple emergency rooms throughout Western Ohio. He also served overseas in underserved regions for 18 months.
A lifelong resident of Miami County, Senator Huffman resides in Tipp City with his wife, Kathryn, and their five children.
