Executive Summary As part of the services provided to CWU, the Project Management Office provides periodic Project Quality Reviews (PQR) to ensure projects meet or exceed specific project deliverables and stay on-track toward achieving the agreed upon scope as defined, scheduled, and budgeted. Project quality reviews also provide the opportunity to identify lessons learned and contribute towards a culture of continuous improvement. This document provides the results of a mid-project Project Quality Review performed for the Dugmore Hall project between the dates of October 25, 2018 and November 8, 2018. In addition to reviewing project progress so far, the timing of this review is intended to capture insights and feedback from the design-build process. The results are based on review of CWU project documents and input gathered via interview, survey and discussion group from project management, CWU project team participants and contractor project management. At the completion of the Dugmore Hall project, a final Project Quality Review will be conducted and the results added to this document. Summary of Results The project has exceeded expectations on many fronts and is well positioned to open, as scheduled, in the fall of 2019. There are a number of strengths identified during this PQR process and these should be bolstered, encouraged and supported as this project moves forward. The opportunities for improvement observed were not unanticipated and logically fall into two categories: lessons learned and course corrections needed now. These findings are presented in detail later in this report. The principal strengths that were identified are from the project team that was assembled and their commitment to the project success. The team’s leadership worked well together and was informed, direct and decisive. The project opportunities for improvement stemmed from both a new approach to construction and an, at times, less than collaborative culture that exists at CWU. A more thorough project initiation or change management plan may have helped address these challenges.
