• Produce briefs and specifications for new projects that result in cost effective contracts and appropriate delivered quality. • Develop, in conjunction with College procurement, suitable form of contract for the nature of each project. • Manage the selection of contractors and consultants, working with College procurement, to brief and manage consultants, monitor progress, and agree fee invoices and payments. • Ensure that the contractors and consultants deliver projects within agreed budget and programme; monitoring progress and expenditure and seek effective ways to reclaim any slippage. • Check and authorise invoices for payment within delegated limits and project budgets, against contracted project milestones. • Evaluate completed projects to continuously improve the service provided by both the Estate Projects Delivery teams and the contractors/ suppliers used. • Liaise with Estates Development team, Statutory Bodies, Planning Authorities and College
specialists and assist in the submission of appropriate information to support applications. • Champion cost effective design and sustainability across end to end construction process. • Lead the construction process for all estates capital projects across College, ;liaising with the Project Managers and other consultants and acting as client representative in meetings Quality Management and Standards: • Agree with Estates Operations Technical Heads standards of performance, technical and materials specification; bearing in mind life cycle costs related to predicted running and maintenance costs. • Ensure Estates Projects Delivery processes, procedures and project management methods achieve an appropriate control of the estates projects portfolio and management of risk. • Progressively improve the performance of Estate Projects Delivery in terms of delivering construction projects to appropriate quality, cost and programme.
• Ensure the tendering and appointment of external consultants and contractors for work undertaken by the Estate Projects Delivery complies with College procurement regulations, policies and procedure. • Ensure the College is able to prove probity and withstand scrutiny by, amongst others, auditors and HEFCE, in its tendering and appointment procedures. Customer Service and liaison: • Evaluate Estates Projects Delivery service as part of continuous improvement, keeping abreast of advances amongst private and public providers, including leading Higher Education Institutions. • Establish clear service expectations for all Estates Projects Delivery staff, and to ensure that these are adhered to. • Ensure that the Estates Projects Delivery team is responsive in its operational delivery and communications, including compliance with statutory and College regulations, as well as acting on feedback received that facilitates
improvements in service provision. • Interact with senior officers within Support Services and the wider College community in promoting cross departmental collaboration. • Member of relevant Project Boards, Steering Groups and Committees. • Understand and adopt Imperial Expectations. People Management: • Responsible for own self development and encouraging the development of Estate Projects Delivery staff. • Ensure the Estate Projects Delivery teams are adequately resourced with professional and technical staff with adequate administrative support and equipment. • Ensure job descriptions and role profiles for staff are accurate and updated as required by the changing demands on Estates Projects Delivery. • Ensure the staff appraisal process is undertaken in accordance with the requirements of College, paying particular attention to the objective setting and training of staff.
